A Resolution of the City of South Miami relating to a request to allow for the creation of
parcels A, B, and C on the Northern portion of property specifically located at 6520 SW
56th Street, South Miami, Florida within an RS-3; Low Density Single-Family Residential
Zoning District, as permitted by provisions pertaining to "Waiver of Plat" set forth in
Section 20-4.2(B) of the City of South Miami Land Development Code, and Section 28-4 of
the Miami-Dade County Code; for the purpose of constructing three new single-family
homes; and providing for a legal description.
BACKGROUND:
On May 10, 2013, an Application for Waiver of Plat was submitted for review by the owner of
the property 6520 Development LLC, in order to divide the northern portion of a single tract of
land (parent tract) described as property folio 09 4025 000 0190, located at 6520 SW 56 th Street
into three individual single family lots. On June 11, 2013, the Planning Board heard application
PB-13-0 18, and following a public hearing voted unanimously to recommend approval of the
proposed waiver of plat.

the east 91 feet thereof.
Containing 18,486 ± square feet, 0.4244 ± acres.
ANALYSIS:
The proposed waiver of plat would create three single residential properties (indicated as parcels
"a", "b" and "c") zoned RS-3 "Low Density Residential," located at 6520 SW 56th Street (Figure
1). The lots will range in size from 12,246 to 18,486 square feet. The minimum lot size within the
RS-3 zoning use district is 10,000 square feet. The three parcels at this location are consistent
with the RS-3 "Low Density Residential" zoning on the east, south, and the northeast. The
properties to the west and northwest are zoned RT-6 "Townhouse Residential". The proposed
wavier of plat is creating tracts that are larger than required by the land development regulations
for RS-3, and is consistent with the requirements of Section 20-4.2(B)(2)(a) of the City's Land
Development Regulations, which states:
(2) City Commission Findings. Prior to approving a waiver-ol-plat, the city commission
shall use the following guidelines:
(a) The building site created by the proposed waiver-ol-plat will be equal to or larger than
the majority of the existing building sites and of the same character as the
surrounding area (this shall be demonstrated using copies of the official plat maps for
the subject property and surrounding neighborhood).
The resulting "new" lots will be equal to or larger than the majority of the surrounding building
sites (Figure 2).

Mr. Carreras read the item into the record.
Mr. Brimo presented staff's comments of the item to the Board.
The applicant presented the item to the Board.
Dr. Whitman asked the applicant the approximate square footage of the houses that will be on
these lots. The applicant replied that they are currently still in the process of the floor plan and
site plan but at this point there is not any specified square footage.
The Chairman opened the public hearing.
Mr. Doug Mackie stated that he lives behind these lots and he would prefer that there be either
three or four homes located on the lots. He also stated his concern of whether the houses will be
single story or two-story.
Mr. Robert Eflen (Project Architect) representing Palmcorp Development responded to this
concern and stated that all of the homes will be two-story. He also stated that there are two
smaller lots that are along Miller Drive (also known as 56 Street) that are going to be ten
thousand (10,000) square foot parcels and the houses that will be built here will a little shy of
five thousand (5,000) square feet. He then stated that the larger parcels are coming out to be
about fourteen thousand (14,000) square feet each those houses be a little larger about six
thousand (6,000) square feet.
Mr. Mackie asked the architect how close to the southern border of the property will the houses
be built. Mr. Eflen responded that there will be a ten (10) to fifteen (15) foot setback with a
seventy-five (75) foot wide lot. Mr. Mackie stated that he would not be in favor of building
parcel D.
Mr. Marcello Alfano, who resides at 6521 SW 58 St., stated that he moved to South Miami
because of the greenery with Oak Trees that give a lot of foliage in our back yard and he would
not like to see that compromised with trees being cut down and two-story homes being erected.
The Chairman closed the public hearing.
Ms. Fischer stated that South Miami is a Bird Sanctuary and that it is possible for the developers
to build around the trees and somehow incorporate it into their design. Mr. Greiner stated that he
would like to preserve as many trees as we can. He also stated that right now we have to sort out
the approval of the plat; the design and other landscape issues will have to be handled
subsequently when the applicant comes forward with the design.
Motion: Mr. Greiner motioned for approval as presented. Mr. Fuhrman seconded the motion.
Vote: Yes 5, No 0
Mr. Greiner: Yes
Dr. Whitman: Yes
Mr. Fuhrman: Yes

CRIME WATCH
Scammers are striking close to home
BY CARMEN
GONZALEZ CALDWELL
Special to the Miami Herald
M y mother-in-law
and my father
were confronted
with two different scams
recently. I just want to tell
you about them.
My father was outside in
front of his house in Miami
Beach. A young woman
approached him and said
she was collecting for an
organization, something to
do with the United Na-
tions. My father is so giving
-let's just
say that all
the home-
less people
in Miami
know him
by his frrst
CALDWELL name -s 0
he went
inside and told his wife to
give the woman a check for
her organization.
As his wife was talking
to her, she asked what orga-
nization she should make
the check out to. Guess
what? They do not take
dli\ ~
checks. The woman ex-
plained that they wanted
their bank information and
would withdraw the money
directly from their account
for deposit into their orga-
nization's account They
told her to leave.
My mother-in-law was
looking for a parking spot
at the Navarro in Sunny
Isles Beach. She noticed a
motorcycle about to leave a
handicapped space and she
drove near the spot to wait
As the biker pulled out,
he told my mother-in-law
CITY OF SOUTH MIAMI
COURTESY NOTICE
NOTICE IS HEREBY given that the City Commission of the City of South Miami, Florida will conduct Public Hearing(s) at its
regular City Commission meeting scheduled for Tuesday, July 16, 2013, beginning at 7:00 p.m., In the City Commission
Chambers, 6130 Sunset Drive, to consider the following Item(s):
to roll down her window.
She did, and he accused her
of hitting his motorcycle.
She was waiting for the
spot, so she was never near
his cycle.
He asked for her papers,
and she wouldn't give them
to him. He said he was
going to call the police, and
she said "good idea."
So she waited and wait-
ed; he approached her
again and said the police
were taking too long, that
she better stay there and he
would come back with the
police. After a while, a
Navarro employee asked
what's wrong, she told him
and they called the police.
We think he was trying
to see if my mother-in-law
would give him money so
he wouldn't "call" the po-
lice. The biker never came
I i back, and the police, who
I ' came pretty quickly, said
they never got a call about
this.
Just when you think you
heard it all, here is a scam
that came to me from
Scambook.com, the online
complaint resolution
platform:
With many people mov-
ing during the summer
months, scammers are
exploiting this confusing
time by offering unneces-
sary "change of address"
services. Third-party com-
panies claiming to repre-
sent the u.S. Postal Service
offer to help consumers
register a new residential
address, resulting in un-
expected monthly charges
of $17 to $24.
Scambook has received
more than 300 complaints
about "change of address"
sites from consumers
across the country, central-
ized in Florida, California,
Arizona, Oregon, Washing-
ton state and Texas. '
Individuals are receiving
an initial processing charge
of $1, followed by unwar-
ranted monthly charges for
additional services they did
not knowingly purchase.
Many have also experi-
enced difficulty contacting
the sites' customer service
departments to cancel the
unwanted sUbscriptions.
To avoid doing business
with these third-party serv-
ices during a move, Scam-
book recommends con-
sumers only to use the
official u.S. Postal Service
change of address site by
visiting https:llmovers
guide.usps.com.
