A Resolution authorizing the City Manager to negotiate hourly rates and to 3
execute a service agreement as provided under the Florida Statute 287.055 4
(Consultant’s Competitive Negotiation Act) “CCNA”, for professional 5
services for the South Miami Intermodal Transportation Plan (SMITP). 6
WHEREAS, the Mayor and City Commission desire to engage a firm that can provide 7
a complete scope of services with positive, dependable and accurate results to the end users; and 8
WHEREAS, on April 12, 2013 a request for qualification RFQ #PW-S2013-10 was 9
released by the City for these studies; and 10
WHEREAS, the City received solicitation from six (6) firms; and 11
WHEREAS, pursuant to Florida Statute 287.055 (Consultant’s Competitive 12
Negotiation Act) “CCNA”, the City review committee conducted thorough review of the firms 13
qualifications, and overall evaluation and the firms were ranked in accordance to their 14
qualifications as follows with the highest rank at the top of the list: 15
• Kimley-Horn & Associates 16
• The Corradino Group 17
• Street Plans 18
• Calvin Giordano & Associates 19
• MC Harry & Associates 20
• Marlin Engineering 21

WHEREAS, the Mayor and City Commission desires to authorize the City Manager to 23
negotiate hourly rates and execute a service agreement with the highest ranked firm. 24

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY 26
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA: 27

Section 1. The City Manager is hereby authorized to negotiate hourly rates and execute a 29
service agreement in the same form as published in RFQ #PW-S2013-10 in accordance with the 30
procedure set forth in Florida Statute 287.055 (Consultant’s Competitive Negotiation Act). 31

Section 2: The final agreement shall be approved by resolution prior to being signed by 33
the City Manager. 34

Section 3: If any section clause, sentence, or phrase of this resolution is for any reason 36
held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect 37
the validity of the remaining portions of this resolution. 38

Section 2. This resolution shall be effective immediately upon being approved. 40
