This item was approved at the January 22, 2013 Commission meeting, however as
a result of the manufacture pulling the dealer agreement with Emergency Vehicle
Supply Co., LLC for the stand-up vehicle, the expenditure must be directly paid to
the manufacturer, T -3 Motion, Inc., per the Florida Sheriffs Association.
The manufacturer did not notify the Florida Sheriffs Association or the City of
their decision to remove the dealer prior to the previous Commission meeting.
Based on a subsequent agreement between the manufacturer and the Florida
Sheriffs Association, Contract # I 2-20-0905 has been revised to reflect T-3
Motion, Inc. as the source for the stand-up vehicle. Those contract documents
are included as support for this item in addition to correspondence from the
Florida Sheriffs Association's bid administrator and the regional sales manager
confirming the revision to the contract. Therefore, the City must direct the
expenditure to T-3 Motion, LLC and not the vendor identified in the approved
resolution.
As a result of this change, the City will save $500 over the Florida Sheriffs
quotation submitted with the previous resolution.
The specifications submitted in previous Resolution # 16-13-13834 are not affected
by this change.

10 WHEREAS, the police department needs to effectively patrol and respond to calls for service
11 in the congested downtown area of the City of South Miami in order to provide a more secure
12 environment; and

14 WHEREAS, the police department will be piggybacking off of The Florida Sheriffs
15 Association Bid Award to T3 Motion, Inc. contract #12-20-0905, effective dates November 1,
16 2012 -September 30, 2013; and

18 WHEREAS, the police department needs other types of mobile transportation that can
19 commingle with pedestrian traffic; and
20
21 WHEREAS, the T-3 Motion Electric Stand-up Vehicle (ESV) is a cost effective three-
22 wheeled, one (1) operator design platform, small, battery-operated, belt driven stand-up vehicle,
23 which allows a range of 25 miles and a re-charge time of 3-4 hours, which only requires a 110
24 outlet that will maintain extra batteries, therefore providing no downtime; and
25
26 WHEREAS, the T3 ESV allows for the operator to have taller visibility of the crowd for
27 medical or other emergencies or disruptions and can be driven alongside pedestrian traffic,
28 allowing the operator the ability to respond to a longer distance quicker when response is needed
29 for many applications; and

31 WHEREAS, the T3 Motion vehicle provides the following additional benefits: rugged
32 construction with a sturdy design for long life and safety; maneuverability by providing zero-
33 degree turning radius that helps the officer be as agile as a foot patrol officer, but with speed and
34 control of a vehicle; cost-savings due to the charging system and no gasoline costs; quick
35 response due to the ESV having the capability of up to 20-mph speed for rapid response and
36 pursuit; and

38 WHEREAS, this proposed expenditure of $14,000.00 for the T3 Motion ESV is permissible
39 under Section VII, A, 1, (d) of the Department of Justice publication titled "Guide for Equitable
40 Sharing for State and Local Law Enforcement Agencies. "

Background: The Police Department is required to respond to calls for service in order to serve our
residents, workers and visitors and provide a safe and secure environment. The T3 ESV is
an effective three-wheeled, battery-operated vehicle that can comingle with the
pedestrian traffic, which would provide the mobile transportation needed in South
Miami's congested downtown area. The three-wheeled platform is designed with stability
in mind to optimize operator safety, allows for the operator to have taller visibility of the
crowd and has a vehicle range per charge of up to 25 miles.

CONTRACT
THIS AGREEMENT made and entered into this 7 day of February, 20I3, by and between the City of
South Miami, a Florida municipal Corporation (herein after referred to as "City") and T -3 Motion, Inc., (hereinafter
referred to as "Contractor").
WITNESSETH:
WHEREAS, the Florida Sheriffs Association solicited bids, pursuant to Contract #12-20-0905, for
Vehicle and Tires for Pursuit, Administrative, Utility Vehicles, Trucks and Vans; and
WHEREAS, the Florida Sheriffs Association, after completing a competitive bidding process, awarded
a contract to T -3 Motion, Inc.; and
WHEREAS, the City of South Miami desires to utilize the Florida Sheriffs Association Contract #
12-20-0905, and pursuant to authority of the City of South Miami's own city charter.
NOW; THEREFORE, the City and the Contractor, each through their authorized representative/official,
agree as follows:
1. The City desires to enter into a Contract for, Vehicle and Tires for Pursuit, Administrative,
Utility Vehicles, Trucks and Vans under the same terms and conditions as the agreement between Contractor
and the Florida Sheriffs Association which contract is found in Florida Sheriffs Association Contract #12-20-
0905.
2. The City has reviewed the contract and agrees to the terms and conditions and further agrees
to the fair and reasonableness of the pricing. Contractor hereby agrees to provide such services under the same
pri.ce(s), terms and conditions as the contract found in Florida Sheriffs Association Contract #12-20-0905, a
copy of which including any amendments thereto, is attached hereto and made a part hereof by reference.
3. All references in the contract between Contractor and the State of Florida shall be assumed to
pertain to, and are binding upon Contractor and the City of South Miami.
IN WITNESS WHEREOF, and as the duly authorized act of the parties, the undersigned representatives
of the parties hereto have caused this instrument to be signed in their respective names by their proper officials and

Fyi,
T-3 advised they pulled the dealer agreement with EVS on January 17th; but did not notify Florida Sheriffs or
South Miami. The T-3 Regional Sales rep is attempting to resolve the issue where we would still issue the PO
to EVS, but T-3 would handle the purchase.
We should have a resolution by the end of the week.
