3 A Resolution relating to boards and committees; appointing Patrick M. Bell,
4 to serve on the Budget and Finance Committee for a term ending September
5 30,2013.

7 WHEREAS, the Mayor and Commission recognize the important contributions made by
8 those who serve on the various city boards and committees, and wish to appoint a full
9 complement to each of the active boards and committees; and
10
11 WHEREAS, the Section 2-26.8(c) has been amended so that the budget and finance
12 committee terms begins on the date of the first City Commission meeting of the new fiscal year,
13 with appointments lasting one (1) year or until replaced; and
14
15 WHEREAS, the budget and finance committee should be made explicitly exempt from
16 Section 2-22 of the Code of Ordinances, limiting terms to two (2) years so that someone who has
17 climbed the learning curve of the budget process and who has proven to be a responsible member
18 may have a longer tenure; and
19
20 WHEREAS, the city manager or designee may serve as an ex officio member of the
21 committee; and
22
23 WHEREAS, the City Commission desires to appoint Patrick M. Bell to serve on the
24 Budget and Finance Committee. The appointment shall expire September 30, 2013.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT:
Section 1. The City Commission hereby appoints Patrick M. Bell to the Budget and
Finance Committee. The appointment shall expire September 30, 2013.
Section 2. This resolution shall take effect immediately upon adoption.
