A Resolution related to an application pursuant to Land Development Code Section 20-4.3(N), requesting approval to permit the installation of a banner over the public right-of-way at 5880 Sunset Drive; and the installation of seven pole banners along Sunset Drive, from SW 62nd Avenue to SW 57th Avenue; and on SW 57th Avenue from Sunset Drive to SW 74th Street, to promote the "The South Miami Rotary Art Festival," an event held by the Rotary Foundation of South Miami on February 23 through February 24, 2013. 3/5 (Acting City Manager-Planning & Zoning) 2. A Resolution authorizing the City Manager to enter into a Mutual Aid Agreement with the City of Coral Gables Police Department for general and specific law enforcement duties on behalf of the City of South Miami Police Department pursuant to Section 23.1225(3), Florida State Statutes. 3/5 (Acting City Manager-Police) 3. A Resolution relating to City Commission meetings; amending Resolution No. 245-12-13802 rescheduling the City Commission meetings in January 2013. 3/5 (Mayor Stoddard) 4. A Resolution authorizing the Acting City Manager to permit Volks Blast Inc., a 501 ©3 non-profit organization to hold its event on January 20, 2013, in the downtown South Miami area on Sunset Drive, showcasing classic cars. 3/5 (Acting City Manager-Code Enforcement) N. RESOLUTION(S) 6. A Resolution relating to the review and approval of a Unity of Title request by the South Miami Community Redevelopment Agency, pursuant to Section 20- 5.16 of the Land Development Code, unifying the Agency owned property assemblage referred to as the Madison Square redevelopment site, located south of SW 64th Street between SW 60th Avenue and SW 59th Court, for the purpose of developing a mixed-use affordable housing project. 3/5 (Acting City Manager-Planning & Zoning) O. RESOLUTION(S) PUBLIC HEARING(S) P. ORDINANCE(S) SECOND READING PUBLIC HEARING(S) 8. An Ordinance amending Section 2-2.1 (C), titled “Rules of procedure of city commission: Agenda” of the City’s Code of Ordinances to establish a procedure for advanced notice of add-on item(s) on the Official Agenda and repealing Resolution 61-10-13095. 3/5 (Mayor Stoddard-City Attorney) 9. An Ordinance amending the office zoning map of the City of South Miami Land Development Code by changing the “NR” zoning use district of the Community Redevelopment Agency owned property assemblage enumerated below and referred to known as the Madison Square redevelopment site, and other properties in that same district and location from "NR" Neighborhood Retail and "RS-4" Small Lot Single-Family Residential zoning district, to "SR" Specialty Retail zoning district; to provide compatibility with the current mixed-use land- use designation of the site and allow for development of a mixed-use, including affordable housing project in the Community Redevelopment Area. An Ordinance amending the City’s Code of Ordinances Article II, Sec 2-7.1, Sec. 2-8, and Sec. 2-12, placing the parking division within the finance department. An Ordinance amending Section 2-26.8(c) and 2-26.8(e) of the City of South Miami’s Code of Ordinances to change the term of membership and procedure for appointment to the budget and finance committee. 3/5 (Mayor Stoddard) 12. An Ordinance per City Charter Art. II, sec. 6 (6) of the City of South Miami approving the donation of land requested by the State of Florida Department of Transportation for transportation related purposes for road improvements to include a new bike lane by the conveying approximately 2,496 Square Feet along the West swale area along SW 57 Avenue, North of SW 68th Street in South Miami, Florida. 4/5 (Acting City Manager-Public Works) R. ADJOURNMENT CITY HAS A SIGNIFICANT GOVERNMENTAL INTEREST IN CONDUCTING EFFICIENT AND ORDERLY COMMISSION MEETINGS. SPEAKERS PLEASE TAKE NOTICE THAT SECTION 2-2.1(K)(2) OF THE CODE OF ORDINANCES PROVIDES THAT “ANY PERSON MAKING PERSONAL IMPERTINENT, OR SLANDEROUS REMARKS OR WHO SHALL BECOME BOISTEROUS WHILE ADDRESSING THE COMMISSION SHALL BE FORTHWITH BARRED FROM FURTHER AUDIENCE BEFORE THE COUNCIL BY THE PRESIDING OFFICER, UNLESS PERMISSION TO CONTINUE BE GRANTED BY A MAJORITY VOTE OF THE COMMISSION.” PURSUANT TO FLORIDA STATUTE 286.0105, THE CITY HEREBY ADVISES THE PUBLIC THAT IF A PERSON DECIDES TO APPEAL ANY DECISION MADE BY THIS BOARD, AGENCY OR COMMISSION WITH RESPECT TO ANY MATTER CONSIDERED AT ITS MEETING OR HEARING, HE OR SHE WILL NEED A RECORD OF THE PROCEEDINGS, AND THAT FOR SUCH PURPOSE, AFFECTED PERSON MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDIGS IS MADE WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED.
