If you have any questions please feel free to contact me. 1. Accomplishment. a. New IT IDC successes: 1. IT built configured and deployed 3 new desktops. ii. IT built configured and deployed 4 new laptops. iii. IT rebuilt 1 laptops, LCD Screen, keyboards and motherboards. iv. IT has assisted David (IDC) with the testing of components required for FDLE compliance. . v. IT troubleshot recurring DNS issues. VI. IT has assisted in employee relocations (2 Police Dept and 2 City Hall). Vll. IT has been assisting with the Sylva Martin Building move and photos. We are currently 15% complete with this project. Electrical ruff inspection has been completed and passed. Vlll. IT has completed 82 public record requests for DVD's. -2 -City Manager's Report to the Commission for December 4,2012 ix. IT troubleshot exchange issues related to DNS. x. IT has an issue with the A/V System. 2 microphones were replaced. U-verse had circuit issues. The U-verse issue has been resolved. xi. IT reconfigured the switch for the Police Systems. Xll. IT assisted Police with three videos. Xlll. IT worked on the new motorcycle tablet, printers, gps system, xiv. IT continued to work on setting up the CJIS system. xv. IT set up three blackberry phones on the blackberry server. XVI. IT worked on A-form and e-citation issues. xvii. IT work on 7 after hour meetings. xviii. November 16 through November 28 i. Tickets: 61 ii. Total Hours: 76 b. Finance: i. Finance continues gathering all required documentation on the Auditor's preliminary list in preparation of the upcoming audit fieldwork, tentatively scheduled to begin in early January. The list is extensive and requires mUltiple reports and documentation. ii. Finance continues to trouble shoot any issues related to the City ONESolution finance system. Finance continues to monitor the different department's issues and help correct those matters. iii. Finance continues working with the City Attorney on proposing language to amend the Code of Ordinance Section 2-26.8 Budget and Finance Committee. The purpose is to amend any language which is contradicting and making the section more specific. iv. Finance continues working vigorously on completing the financial monthly report for October 2012; the City's first fiscal month of the year for FY 2013. The Finance department is completing the yearend close out in ONESolution for the first time and has encountered some issues which are currently being worked on by SunGard and Finance. All of Finance is diligently working to have the Financial Statements posted online as soon as possible. -3 -City Manager's Report to the Commission for December 4,2012 Central Services: City Managers Report -12/4/12 Commission Meeting i. Murray Park Pool Project: Staff, the City Attorney and representatives from Di Pompeo construction met to resolve the concerns raised by both parties with the contract document. Most major issues were resolved with the exception of the contractors responsibilities within the grant agreements. Staff and the City Attorney are in process of reaching out to the County for clarification. ii. Sylva Martin Relocation: Furniture: The vendor, JC White, advised the furniture will ship from the factory on January 3rd and should be delivered by the week of January 14th. As the ship date draws closer, JC White will be in contact with the City for a more precise delivery and installation date. iii. Appraisal Services: A kick-off meeting was scheduled with American Appraisal on November 26th for the annual appraisal and audit of City assets. Immediately after the meeting, the representative from American Appraisal began the identification and audit of City assets. The audit fieldwork will be completed by the end of the week of November 26th • iv. Community Center PC Lab: A draft RFP was completed and for the purchase, installation and related support for the Community Center PC lab. Representatives from the CRA, Parks and IDC are reviewing the document for comments/revisions, etc. v. Website RedeSign: Staff is considering piggybacking from a Knoxville, Iowa contract for the City's website redesign project. The contract and related bid documents are under review by Purchasing and the City Attorney. vi. VOIP Phone System: A kick-off meeting was held on November 15 th between the vendor, Teleswitch, and MIS, the project manager for this project. Preliminary work will occur by both parties prior to installation of the new phone system; tentatively scheduled for mid-January 2013. -4 -City Manager's Report to the Commission for December 4,2012 vii. Professional Services Letter of Interest: All proposals from this solicitation were rejected due to changes to department priorities and staff. The CIP department is working on a draft to re-issue the solicitation which will involve a more comprehensive scope of work and several more services required by the City. The intention is for the City to have a pre-qualified listing of vendors that can perform services qualification for various future projects that require general Architecture, Landscape Architecture, Civil/Environmental Traffic Engineering & Transportation, when projects arise, on an non-exclusive and as needed basis. viii. Impact Fee Study Solicitation: A draft scope was developed by Planning; a solicitation is planned for December. ix. Planning Consultant/Part Time Solicitation: A draft scope was developed for review and approval by Planning. Planning is continuing their review; a solicitation is planned for December. x. Wireless Downtown Project: Central Services inquired with the County and other government agencies to determine if contracts are in place that the City could piggyback for the Wireless Downtown Project. The City of Sunny Isles is in· process of forwarding their Wireless solicitation to determine if the City can piggyback. If a piggyback contract cannot be secured, the City will issue its own'RFP. xi. Transportation Master Plan: CIP is developing a plan/scope and is targeting completion of the plan by January, 2013. xii. Staff continues to assist departments as they interface with the DneSolution module for issuing requisitions, purchase orders and entering vendor registration information. The following are the accomplishments of the Police Department, Parking Enforcement and Code Enforcement for the time period of Nov. 13 through 29,2012: Uniform l'ntl'ol Division i. A total of24 arrests: 08 felonies, 15 misdemeanors, 01 traffic and 02 warrant served; 11. Of those 24 arrests, 05 were narcotics related; iii. UPD personnel completed the planning and organizing(police related issues) for the Santa Parade of the Elves IV. On Thursday November 15, 2012 UPD personnel assisted and participated in "The Smart Ride" an organization which raises money and AIDS awareness with a bike ride from Miami to Key West ii. UPD and CID personnel volunteering during the personal time have been manning the P.O.A.T table at the Shop of Sunset Place. This organization assists officers in times of need and provides gifts for the children of fallen officers in Miami-Dade County during the holidays. Criminal Investigations.Division i~ On November 13 th , detectives detached to DEA worked in conjunction with the Miami Dade Police Department. Detectives executed search warrants on two residences believed to have hydroponic grows within. The search combined revealed 116 live marijuana plants weighing approximately 200lbs, with a possible street value of $800,000.00. ii. On November 20 th , Detectives detached to DEA searched a residence as a result of an on- going investigation. The search revealed twenty eight live marijuana plants within weighing 1221bs. Also seized were two handguns, one shot gun and $3,000.00 in currency. ifL On Friday, November 16t \ Detectives from the Special Investigative Unit arrested a subject for burglary. The subject had committed a vehicular burglary in the early morning hours to a vehicle which was parked in front of the victim's residence. The detectives were able to positively identify the subject from evidence obtained during their follow up investigation. iv. As a result of follow up investigations, detectives were able to identify a subject who entered a local bike shop and stole six bike tires valued at $600.00. The detective was able to track down and arrest the subject, who coincidently was located at another bike shop in Miami Dade County. Zoning/Land Development Code/Comprehensive Planning The Planning Department continues to work on all items listed below, there are no additional changes at this time. a. The Department continues its review of the Future Land Use Map and Land Development Code, working in conjunction with the Planning Board and the City Attorney to provide recommended updates. i. The Planning Department will continue working with the CRA to assist them in the adoption of a new zoning category for the Madison Square project. The Board reviewed the proposed amendment options on November 13, 2012, and recommended adoption of the SR -Specialty Retail zoning category by the City Commission. This item is scheduled to come before the Commission on December 4, 2012 for first reading. ii. The Department is readdressing the proposed Neighborhood Mixed Use zoning category. This is a "new" 3-story category that provides some flexibility for mixed use projects. -14 -City Manager's Report to the Commission for December 4,2012 111. The ERPB proposed an amendment to the front setback requirements for nonconforming (by front setback) single-family residential structures. Staff presented a proposed amendment to the Planning Board for review and recommendation. The Board felt the amendment was unnecessary and recommended denial of the proposal. This item went before the City Commission in October and after some discussion, sent the item back to the Planning Board for additional review. The Board will reheard this item on November 13, 2012, and it will be coming back to the City Commission on December 4,2012. iv. The ERPB will be conducting a preliminary review of the proposed new 4-story "Innovative Cancer Institute" in the MO -Medium Intensity Office zoning district, at their November 20,2012 meeting. v. A request for the abandonment of a portion of right-of-way along SW 82 Street at SW 62 Avenue was submitted to the Department by the abutting property owner. This street end is currently closed and has been landscaped for a number of years. The Planning Department is still reviewing the request with the City Attorney and the Public Works Department. b. The Department presented a request to the Planning Board for the rehearing of a multiple variance request by the Miami-Dade Affordable Housing Foundation for the construction of a new single family residence. The board recommended approval of the request as presented on November 13, 2012; the item will be coming to the Commission for a public hearing on December 4,2012. c. The Planning Department continues to work with the City Attorney on the various pending legal issues, including Beneficial Communities (Metro South Apartments). d. Staff presented for discussion at the October 9, 2012 Planning Board meeting, the concept of developing administrative procedures to allow pop-up restaurants to operate within appropriate locations in South Miami. Staff is currently refining the details of these procedures for review by the City Commission (ongoing). e. At the October 9,2012 Planning Board meeting in conjunction with the discussion of pop-up restaurants, the Board expressed interest in staff exploring regulations to expand the allowance of food trucks on public property (i.e. parks) during special events, or at certain times a month, similar to the "food truck roundup" that is held at various locations in the City of Miami. Current South Miami regulations only allow food trucks in the TODD LI-4 Zoning District and on private property (ongoing). f. The Department will be bringing a proposed amendment to the Planning Board at an upcoming meeting, to amend the requirements of the TODD LI4 zoning district, to allow Auto Repair and Body Shops within this district without the need of a special use approval, and following staff review.
