1. A Resolution appointing a member of the City of South Miami Commission as a
temporary representative of the City for the purposes of negotiating City

32 In response to the Mayor's question as to whether this item would be allowable
33 under our Charter, the City Attorney explained for clarification that there is nothing in the
34 Charter that prevents the Commission from appointing someone to help the City for the

1 purpose of negotiating City contracts because ultimately, it is the City Manager who makes the
2 final decision to recommend to the City Commission, and the City Commission will have the
3 responsibility of approving a contract that exceeds $5,000. Furthermore, the Attorney said that
4 this will not take away any authority from the City Manager.

6 After the Commission discussed the proposed resolution, the City Attorney
7 recommended Purchasing Manager Steven Kulick for negotiating the pool contract with Mr. De
8 Pompeo since Mr. Kulick has been dealing with Mr. De Pompeo for the past several months.
