Manager's Report
Attached are the City's accomplishments for the period covering Nov 7 to Nov 16, 2012 , which are hereby
submitted for your review prior to the November 20, 2012 Commission Meeting.

1. Accomplishment.
a. New IT IDC successes:
1. IT built configured and deployed 3 new desktops.
11. IT built configured and deployed 1 new laptop.
111. IT rebuilt 6 laptops, keyboards and motherboards.
IV. IT replaced LCD screen and keyboard on laptop to place back into stock.
v. IT coordinated and setup laptops for one solution training (2 weeks)
VI. IT has been using old parts from laptops that currently do not work and
rebuilding systems.
V11. IT has been assisting with the Sylva Martin Building move and photos. We are
currently 14% complete with this project.
Vlll. IT assisted SunGard troubleshooting issues with OneSolution. The server locked
up 4 times. This issue is still ongoing.

b. Finance:
IX. IT moved and setup printer for Planning.
x. IT had 1 issue with OSSI. This issue has been resolved.
Xl. MCT experienced some printer.
XlI. The following are the statistics for work performed from November 1 through
Friday Nov 12 .
i. Total Tickets: 65
ii. Total Hours: 115
i. Finance completed the year-end adjustments resolution to close out the 2012 fiscal
year. Administration is presenting all final year-end adjustments during the
November 20, 2012 regular commission meeting.
ii. Finance continues gathering all required documentation on the Auditor's preliminary
list in preparation of the upcoming audit fieldwork, tentatively scheduled to begin in
early January. The list is extensive and requires multiple reports and documentation.
iii. Finance continues to trouble shoot any issues related to the City ONESolution
finance system. Finance continues to monitor the different department's issues and
help correct those matters.
iv. Finance is working with the City Attorney on proposing language to amend the
Code of Ordinance Section 2-26.8 Budget and Finance Committee. The purpose is
to amend any language which is contradicting and making the section more specific.
v. The Construction of Finance's new front counter has been completed and is
beautiful. The new counter provides a more professional look and allows visitors
more room to write and use during their visit to the City's finance department.
vi. Finance continues working on completing the financial monthly report for October
2012; the City's first fiscal month of the year for FY 2013. The Finance department
is completing the yearend close out in ONESolution for the first time and has
encountered some issues which are currently being worked on by SunGard and
Finance. All of Finance is diligently working to have the Financial Statements posted
online as soon as possible.
Central Services: City Managers Report -I 1/20/12 Commission Meeting
i. Murray Park Pool Project: The design build contract, previously provided to Di
Pompeo Construction, was returned by the contractor with a listing of concerns and

suggestion revisions. Those concerns and revisions are under review by the City
Attorney.
ii. Sylva Martin Relocation:
Furniture:
The award recommendation to JC White was approved at the November 7th
Commission meeting. The Purchase Order was issued and provided to the
vendor on Friday, November 9th
•
iii. Appraisal Services: A kick-off meeting is scheduled with American Appraisal on
November 26th for the annual appraisal and audit of City assets.
iv. Community Center PC Lab: A draft RFP is in process for the purchase, installation
and related support for the Community Center PC lab.
v. Website Redesign: Staff is considering piggybacking from a Knoxville, Iowa contract
for the City's website redesign project. The contract and related bid documents are
under review by Purchasing and the City Attorney.
vi. City Website Enhancements: Central Services/Purchasing's web page was revised to
include the departments Mission, Vision and Values statements and; the press
release announcing the Accreditation Award Achievement from NIGP for excellence
in public procurement.
vii. VOIP Phone System: Coordinating a kick-off meeting between the vendor,
T eleswitch, and MIS, the project manager for this project. The meeting date and
time are pending.
viii. Staff continues to assist departments as they interface with the OneSolution module
for issuing requisitions, purchase orders and entering vendor registration
information.
The following are the accomplishments for the Police Department and Parking
Enforcement Division for the time period November 6 through November 13,2012:
Uniform Patrol Division
1. A total of 11 arrests: 02 felonies, 07 misdemeanors, 01 traffic and 1 warrant served;
11. Of those 11 arrests, 03 were narcotics related;
111. On November ih, 8th and 9th UPD personnel participated in the mock assessment for CFA
accreditation and taking the lead in planning and set-up of the static display on November ih.

IV. On November 11 th UPD and CID personnel assisted in a special event on Sunset Drive which
was hosted by Lululemon.
v. UPD personnel are currently in the process of planning and coordinating the Santa Parade of
Elves scheduled for December 2,2012.
Community Police Unit
1. On Monday November 13 th CPU personnel participated and assisted in the Turkey giveaway
hosted by Miami-Dade County at Jean Willis Park.
11. On Monday November 13, 2012 Administrative Personnel participated in a community
meeting at 6770 SW 76 Terrace to address concerns about crime in the area.
Criminal Investigations Division
i. Follow up: A subject was taken into custody in reference to a theft of 2 Iphones which were
taken from patrons dining in the downtown area on November 2nd • Follow up investigation
from information received from the subject, has subsequently resulted in the recovery of both
I-phones.
11. Detectives took into custody a subject wanted for Aggravated Battery. The male subject
became involved in a verbal altercation with the female victim. The altercation escalated
when the subject punched the victim in the face causing injuries to the victim which required
surgery.
111. On Tuesday November 13 th
, detectives located a subject who was wanted for Retail Theft
from a local business. The subject had been on the run, eluding our detectives for the past 2
months.
Support Services Division
Accreditation, Fleet Management, Records Management, Property & Evidence Management

IV. Records Destruction project continues
Parking Enforcement Division
i. The Parking Enforcement Division issued a total of 1,161 citations from the time period of
November 6th thru November 1ih. Total fine amount for these citations: $22,061

11. There were four (4) citations issued for trucks unlawfully parked or willfully obstructing
traffic in the downtown area.
The following accomplishments for the Code Enforcement Divisions for November 1 st through
November 14,2012:
Code Enforcement Division
Chief Coordinating Office:
I. Digitizing Project -On-Going: working in collaboration with IDC to inventory all city
departments documents to identify what needs to be stored, scanned or destroyed according
to the State's Records Retention schedule.
II. ERP Project-On-Going: Continued to work on the Enterprise Resource Planning (ERP) in
collaboration with the IDC Department.
III. Sylva Martin Refurbishment Project-On-Going: As part of the ERP project, working with
IDC, P/W's/Building/P&Z/ and Finance to refurbish the Sylva Martin Building to ultimately
consolidate the community development departments (Building, Code & P & Z) in one
location and thereby create a streamlined and more efficient process. Reviewed assigned
tasks and timeline with pertinent staff; the project's timeline is as scheduled for the end of
December 2012.
IV. OneSolution Community Development Modules: On-going staff trammg for the
implementation of the module. Continued to coordinate, and facilitate the various business
process analyses between Sungard, IDC, and city staff. Inter-departmental coordination
includes the Building Department, Special Events, Land, Code, P/W's, and partially the
Finance Department. Held several phone conferences with Sungard to review and revise a
more streamline timeline for the community development modules implementation.
V. GIS -On-going: Continued to work with IDC staff and Miami-Dade County's GIS, Planning
& Zoning, and Property Appraisal Departments to identify and address the City's
geographical/mapping needs.
Code Enforcement/Licensing/Special Events
I. During this period, this division collected and/or was instrumental m the collection of
$19,345.60 in revenues as follows:

II. Continued to conduct shopping cart removal sweeps throughout the city; 1 shopping carts
were removed from the city.
III. Seven (7) business accounts were closed and 12 transferred.
IV. CE received and reviewed 45 new business (BTR) applications; new business applications
are a direct result of proactive field inspections; 85 inspections were conducted during this
period
V. Sixty-one (30) building permits were reviewed and returned in a timely manner; within 1 or 2
days.
VI. CE reviewed, verified, and returned seven (9) permits for the ERPB in a timely manner;
within 1 or 2 days.
VII. CE received and responded to 13 citizen complaints within 24 hours. Eighty-Four (84)
proactive field inspections were conducted during this period,
VIII. CE issued 14 courtesy notices; 4 notices of civil infractions with fines; and removed 35
snipe/illegal signs from the City'S right-of-ways, and successfully closed 6 cases:
a. Snipe/illegal signs are signs placed/stuck on the city's right of ways advertising a
variety of things such as homes for sale, classes, etc.
b. Closed cases include courtesy cases complied with and fines paid for.
IX. Continued removal of small graffiti notices from throughout downtown with biodegradable
product.
X. Received and conducted 21 new lien search requests.
Special Events Coordination
I. Final meeting was held on Monday, October 29,2012, with Chamber South, South Miami Police and
Public Works Department to review the final logistics for the Art Festival which was held on
November 3 &4,2012.
II. Held final meeting with Lululemon's representative, South Miami Police and Public Works
Department, to review the final logistics for the 1 st Annual Yoga Celebration -"Sunset on Sunset".
This event was held on Sunday, November 11, 2012, from 4:00 -7:30 p.m. Over 300 people
participated in the Yoga Celebration.
III. Art Night was held on Friday, November 9, 2012. Art Night falls on the second Friday of each month
from 6:00 p.m. -9:00 p.m. Scheduled dates are December 14, 2012, January 11,2013, February 8,
2013 and March 8th , 2013.

IV. Veteran's Day Celebration was held on Monday, November 12,2012, at Jean Willis Park, next to the
South Miami Police Department (6130 Sunset Drive), from 10:00 a.m.-11:30 a.m. Three students
from South Miami Middle School Jazz Band participated along with South Miami Police Honor
Guard.
V. Collaborating with 1 ST National Bank of South Miami to prepare for the South Miami Elves Parade
which will be held on Sunday, December 2,2012. Grand Marshall will be Ms. Pam Giganti, Channel
6, anchor person. Interested on being an elf or a participant in the parade, contact Yvette Valdes
(yvaldes@southmiamifl.gov) or Maria E. Stout-Tate (mstouttate@southmiamifl.gov).
VI. Prepared the 2012 State of the City Address which was held at South Miami Hospital on November
15,2012, from 6:00 -9:00 p.m., at the Victor E. Clarke Center. South Miami provided a health fair
from 6:00 p.m. -7:00 p.m. Give-a-ways from Art Tech Inc., were distributed.
VII. Five (5) garage sales were requested and processed for this time period.
Professional Development
I. Continued to coordinate the training of support staff to ensure full utilization of all staff
members. These training will provide the city's support staff with the tools to properly assist
staff with property research and data entry.
II. On-Going -OneSolution training for Community Development modules.
Human Resources Report
1. Join us in welcoming Vernon Adams, part-time Recreation Aide in the Parks &
Recreation Department. Please join us in giving Vernon a warm welcome.
11. We are actively recruiting for the South Miami Police Department's Reserve Police
Officer Program. Only certified officers are eligible for this position. Applicants
must submit the City Application with copies of all certifications to the Human
Resources Office. Recruitment will continue until further notice.
111. The Human Resources Department is invites all interested staff, residents and friends
to join the "Weight Watcher's at Work" program as part ofthe South Miami Wellness
Program. We enjoyed two very successful cycles of the program and are seeking new
members so that we may continue to offer this valuable benefit. Discounts are

a. Grants and Sustainable Initiatives:
1. Collaborated with key staff to resolve any remaining issues with the Murray Park
Community Pool design-build contract with Di Pompeo Construction Corp.
When the design-build contract is executed, the City will submit a letter
requesting a time extension from Miami-Dade County, Public Housing and
Community Development.
11. The City was awarded the FY 2013 Edward-Byrne Memorial Assistance Grant
(JAG) by the Florida Department of Law Enforcement (FDLE) for the project
entitled, Byrne Grant Vehicle Burglary, for the purchase of five laptop computers
for South Miami Police Officers in the amount of $5,464.00 for the Records
Improvement Project.
111. Assisted Public Works in submitting construction ready flood mitigation projects
to South Florida Water Management District (SFWMD) for the Flood Mitigation
Needs Inventory Project, which will be presented to the Governing Board should
funding assistance become available in the future.
IV. Collaborated with City Arborist to assist Crodon, Inc., the awarded contractor for
Phase I of the Tree Planting Initiative in planting 59 oak trees in residential right-
of-ways.
v. Prepared all audit confirmations and updated grant schedule for all grant
agreements with federal, state, and local funding sources in effect in FY 2012.
Assisted finance staff to compile pending accounts receivables and to reconcile
revenues and expenses for FY 2012.
VI. Attended meeting with the Security Director of Sunset Place Mall Valor Security
Services to discuss possible collaboration for grants to purchase tag readers and
radio system repeaters.
V11. Grant applications under consideration:
• State of Florida Department of Transportation, Transportation Enhancement
Projects (due November 30, 2012)
• Miami Metropolitan Planning Organization Municipal Grant Program (due
January 2013)
• State of Florida, Hazard Mitigation Grant Program, FEMA-4084-DR,
Hurricane Issac (occurred August 27 -29,2012).

PUBLIC WORKS DEPARTMENT
Engineering and Construction Division
The following is a status report of on-going projects.
Sylva Martin Remobilization: Staff moved out of the building and relocated within City Hall.
Contractors for painting, electrical, air conditioning work, floor finishing, modular furniture and were
awarded Notices to Proceed. Electrical work commenced last week. The air conditioning contractor
to follow after rough electrical installation is completed.
Commerce Lane Road Resurfacing and Streetscape Project: The project is complete. As-builts
were submitted.
Progress Lane Drainage Improvements: The drainage structures are installed. Milling and
resurfacing are scheduled for this week.
Pinecrest Villas Traffic Calming Project: The contract and Notice to Proceed is being executed.
Sunset Drive Median: The contractor has submitted all the required signed documents back to the
City. Staff is working with the contractor on a schedule for the work submitted since it interfered with
special events taking place in the area for the month of November and December. Due to the time the
contractor needs to do the work and the special events scheduled, staff will request the contractor to
commence work in the month of January 2013 to avoid interfering with the special events.
Police Parking Lot Upgrade: Met with Police Chief to determine the actual scope of work for the
project. The scope of work changed for the previous scope to include an emergency exit for police
unto US1 from 61 Ct. and additional work for the pump station. Staff, is in the process of preparing
and RFQ to obtain a list of qualified professionals which will help expedite the design of all the
projects in the City.
Van Smith Park Property Renovation: The City has been soliciting quotes to demolish the
existing structure at Van Smith Park. Staff expects to hav~ this item in the next December agenda for
Commission approval.

Swept the streets, cleaned up downtown, dump the litter cans throughout the city for the Solid Waste
Division, mowed City Hall and right of ways, pressure cleaned sidewalks downtown, and cleaned up
downtown.

Performed daily power street sweeping, please note that two sweepers were used most of this time in

Repaired two (2) 25 MPW signs. At 74th Street SW 64 th Court.
Repaired damaged right of way from garbage truck at 84 th Terrace SW 5ih Terrace.
Delivered eight (8) barricades to Jean Willis Park for special event.
Installed five (5) sign posts and signs of2 hour Parking at SW 62 nd Avenue blw USI and 78 th Street.
Put up barricades for yoga event.

Parks and Recreation Department
Accomplishments November 6, 2012 -November 19, 2012.
The following are the accomplishments that have taken place from November 6, 2012 -
November 19,2012:
I. We are continuing to recruit volunteers for the Volunteer Income Tax Assistance
Program (VITA).
11. An Alcohol Anonymous (AA) group meets on Wednesdays at the Gibson-Bethel
Community Center from 8:30pm to 9:30pm. Previous meetings were held for thirty (30)
years at South Miami Hospital; walk-ins are welcomed.
111. Yoga classes are available at the Gibson-Bethel Community Center on Wednesdays and
Saturdays at $5.00 per class. Please contact ANA Natali at 305-793-2176 for more
details.
IV. Line Dancing classes are offered by the City of South Miami Parks and Recreation
Department every Thursdays from 7:00pm to 8:30pm for seniors. There is a $5 charge
per person to register. For more information, please contact Clara Dingle at (786) 394-
7320.
v. A fitness package is available to the public of both unlimited Boot Camp classes and a
three (3) month fitness membership for $99. All participants must register at the Gibson-
Bethel Community Center.
VI. Baby Boot Camp, a program focusing on stroller fitness for parents, is held on Tuesdays
and Thursdays at Dante Fascell Park from lOam -11am. For more information, please
contact Ms. Patty Porro at 305-210-5232.
V11. The South Miami Grey Ghosts Soccer Program is looking for children ranging from 3
years to 9 years old who are eager to play soccer, to participate in a free soccer program.
Practices will be held on Tuesdays and Thursdays from 6:30pm to 7:30pm at South
Miami Park. Transportation to South Miami Park will be available. Parents who are
interested should contact Carl Williams at 305-668-7232.
V11I. Miami Rugby practices are held every Mondays and Wednesdays at Murray Park and
Palmer Park from 6pm to 8pm. Boys ages 6 to 19 are welcome to join the league. If you
are interested in registering your children, please call 305-400-0134 or visit the website
at: www.MiamiRugbyKids.com.
IX. On November 6, 2012, a One Day Camp was held at the Gibson-Bethel Community
Center. Activities included a field trip to the AMC Theater, computer lab, reading, arts
and crafts, sports, fitness and more.
x. On November 6,2012, the seniors were taken to vote in the general election.

Xl. On November 10 and November 11, 2012, three teams, the pee-wee, the 90lbs and the
120lbs divisions, of the South Miami Grey Ghosts Football teams won the Atlantic
Conference Championship and have advanced to the Super bowl.
XlI. On November 13,2012, Miami-Dade County League of Cities along with Commissioner
Harris distributed thirty (30) turkeys to the residents of South Miami. This event took
place at Jean Willis Park from 11 :OOam to 12:30pm.
Xlll. On November 15, 2012, the seniors will be taken to the State of the City Address which
will be held at South Miami Hospital.
XIV. On November 15, 2012, Interval International will be sponsoring sixty (60) baskets for
the residents in the community. This event will take place at Interval International from
9:30am to 10:30am. Sixty (60) participants will be chosen to receive the baskets after
they are judged by the City Commission and the Acting City Manager.
xv, On November 16; 2012; the local girl scouts will be assembling dry goods and gifts
certificates at the Gibson-Bethel Community Center from 6:00pm to 7:00pm.
XVI. On Saturday November 17, 2012, Weed and Seed in collaboration with the Parks and
Recreation Department, will be hosting a Pre-Thanksgiving breakfast at the Gibson-
Bethel Community Center from 9:30am to 10:30am. This event will be open to the
public.
XVll. On November 18 and November 19,2012, the South Miami Grey Ghosts Football teams
that have advanced to the Super Bowl will be playing at the Mylander Stadium in
Hialeah. The championship schedule is as follows:

XVlll. On November 19 and November 20, 2012, the Parks and Recreation Department will be
hosting its 15 th Annual Turkey Drive. Approximately three hundred (300) families will be
receiving turkeys and dry goods.
XIX. On November 19, 2012, at 10:00 a.m. the County Builders will donate turkeys to the
residents of the Senior Center. And, South Miami Hospital will donate turkey dinners to
all seniors in the building at 1 :00 p.m.

ii. Zoning/Land Development Code/Comprehensive Planning
a. The Department continues its review of the Future Land Use Map and Land Development
Code, working in conjunction with the Planning Board and the City Attorney to provide
recommended updates.
1. The Planning Department will continue working with the CRA to assist them in the
adoption of a new zoning category for the Madison Square project. The Board
reviewed the proposed amendment options on November 13,2012, and recommended
adoption of the SR -Specialty Retail zoning category by the City Commission. This
item is scheduled to come before the Commission on December 4, 2012 for first
reading.
11. The Department is readdressing the proposed Neighborhood Mixed Use zoning
category. This is a "new" 3-story category that provides some flexibility for mixed
use projects.
111. The ERPB proposed an amendment to the front setback requirements for
nonconforming (by front setback) single-family residential structures. Staff presented
a proposed amendment to the Planning Board for review and recommendation. The
Board felt the amendment was unnecessary and recommended denial of the proposal.
This item went before the City Commission in October and after some discussion,
sent the item back to the Planning Board for additional review. The Board will
reheard this item on November 13, 2012, and it will be coming back to the City
Commission on December 4,2012.
IV. The ERPB will be conducting a preliminary review of the proposed new 4-story
"Innovative Cancer Institute" in the MO -Medium Intensity Office zoning district, at
their November 20,2012 meeting.
v. A request for the abandonment of a portion of right-of-way along SW 82 Street at SW
62 A venue was submitted to the Department by the abutting property owner. This
street end is currently closed and has been landscaped for a number of years. The
Planning Department is still reviewing the request with the City Attorney and the
Public Works Department.
b. The Department presented a request to the Planning Board for the rehearing of a multiple
variance request by the Miami-Dade Affordable Housing Foundation for the construction of
a new single family residence. The board recommended approval of the request as presented
on November 13, 2012; the item will be coming to the Commission for a public hearing on
December 4,2012.
c. The Planning Department continues to work with the City Attorney on the various pending
legal issues, including Beneficial Communities (Metro South Apartments).
d. Staff presented for discussion at the October 9, 2012 Planning Board meeting, the concept of
developing administrative procedures to allow pop-up restaurants to operate within
appropriate locations in South Miami. Staff is currently refining the details of these
procedures for review by the City Commission (ongoing). '
e. At the October 9,2012 Planning Board meeting in conjunction with the discussion of pop-up
restaurants, the Board expressed interest in staff exploring regulations to expand the

allowance of food trucks on public property (i.e. parks) during special events, or at certain
times a month, similar to the "food truck roundup" that is held at various locations in the City
of Miami. Current South Miami regulations only allow food trucks in the TODD LI-4 Zoning
District and on private property (ongoing).
f. The Department will be bringing a proposed amendment to the Planning Board at an
upcoming meeting, to amend the requirements of the TODD LI4 zoning district, to allow
Auto Repair and Body Shops within this district without the need of a special use approval,
and following staff review. This amendment had been requested by the City Commission at
the September 18th meeting and is scheduled to be presented to the Planning Board on
November 27,2012.
g. The Planning Board will be reviewing a proposed amendment to the Land Development
Code to the on November 27, 2012, that would allow Auto Repair and Body Shops as a
special use within the GR -General Retail zoning District. This proposed amendment was
sponsored by Commissioner Harris.
h. The Planning Department will be amending the City's adopted comprehensive land use plan
and map to reflect the changes that were adopted by the City Commission between 2010 and
the present.
L The Planning Department will be presenting a report to the Pla!1_l1ing Board at their request,
which addresses a comparison of variance application fees charged by the City of South
Miami and other municipalities.
