Manager's Report Dear members of the Commission, there is· one critical item that came before me that is of importance to the City of South Miami that Tiriust make yori as a body' aware. Ordinance 11-95-1584 which established the City of South Miami Health Facilities Autpority, states that it shall be composed of 'Dve v()tinglnembers.·: 'CUrrently there are OIl,ly two voting members appointed for the City of South Miami Hearth Facilities Authority, hence leaving the authority without quorum. The former, chair resigned ~Ol1g with two ,other members within the past few months. Furthermore, the authority hired Squire Sanders to represent the City of South Miami Health. facilities AuJhority in the IRS audit of thebon4s which were solicited by South Miami Hospital. Unfortunately, the authority is currently without guidance and the law firm of Squire Sanders and is unable to get their invoices paid under the method which was established under the former chair of the authority. IV. v. VI. Uniform Patrol Division A total of 16 arrests: 02 felonies, 11 misdemeanors, 02 traffic and 1 warrant served; Of those 16 arrests, 03 were narcotics related. On October 19th , the South Miami Police Department conducted a mUlti-agency DUl checkpoint, south bound on S. Dixie Hwy at the 6300 Block. The event involved a total of 39 officers (23 South Miami and 16 from outside agencies). Seven (7) arrests were made, 133 traffic citations issued and 900 vehicles were contacted during this. event. During this period,. UPD conducted four (4) undercover operations concentrating on areas recently targeted for vehicle burglaries. Of note, a South Miami resident, Victor Barbosa, was arrested, a known vehicle burglar who was found to be loitering & prowling at Red Road Commons. On October 31 st, SMPD personnel participated in Safe Streets Halloween creating a· ~afe . and pleasant environment for all participants. , j<, On November 3rd and 4th SMPD personnel participated in the Chamber's· 41st Annual Art Show. No incidents were reported during this event. Community Police Unit 1. On Wednesday, October 24th,. CPU SMPD Staff personnel and CPU officers yonducted a presentation at St. Johns AMES for community leaders in the CRAarea. 11. On Thursday, October 25th , Staff personnel and CPU officers participated in the Red Sunset " Merchants Association meeting. The presentation was cancelled due to the lack of involvement from the business community and re-scheduled .. lll. UPD personnel (including CPU) distributed 100's of pamphlets. to area residences and businesses detailing crime prevention techniques. Criminal Investigations Division 1. On Friday, October 19 th , members of the .special Investigations Unit (SID), along with members of the UPD, conducted surveilla1}ce, to address the recent burglary to vehicles. While conducting this surveillance at Red Road Commons, officers heard a vehicle alarm sound within the garage of the complex., Officers quickly surrounded. the garage and , observed a subject exiting on foot at a fast pace. The subject was stopped and through their investigation the subject was found to be in possession' of property which is believed to have been taken during a burglary. The officers could not locate a victim at that time; however, the subject could not dispel the officers alarm for his reason for being in the area, as he did not reside their. He was taken into custody and charged with Loitering & PrOWling. On Friday, November 2nd , members of' the Special Investigations Unit conducted surveillance again addressing the recent vehicle burglaries. While conducting, surveillance in the area of 74St & 59Av (apartment complex), they observed a subject walking through the parking lot lifting door handles of vehicles, The subject was then observed the inside of a vehicle which he had found unlocked. The subject was taken into custody and charged with burglary .. lit. South Miami detectives detached to DEA were involved in a seizure of a 1969 Gulfstream 2B airplane. The aircraft is valued at approximately $5,000,000.00. It is undetermined at this point,whatpercentage.ofthis forfeiture will be distributed to the City of South Miami PD."')'; IV. On Friday, November 2nd ,detectives took a subject into custody who was involved in the theft of I-Phones from patrons which were dining in the downtown area. A second subject has also been' identified as well as the source to whom these stolen phones are being sold. The Department continues its review bf the Future Land Use Map and Land Development Code, working in conjunction with the Planning Board and the City Attorney to provide recommended updates. 1. The Planning Department will continue working with the CRA to assist them in the adoption of a new zoning category for the Madison Square project. The proposed amendment options will be heard at the Planning Board public hearing on November 13,2012, then to the City Commission. n. The Department will be readdressing the proposed Neighborhood Mixed Use zoning category.' This is a "new" 3-story category that provides some flexibility for mixed use projects .. III. The Planning Department provided the Hope Lutheran Church a notice of a proposed Future Land Use Map amendment and companion zoning map amendment, changing their existing designation from Public Institutional (PI) to the new Religious (R) category. It is anticipated that the proposed amendments will be heard by the Planning Board in December. -17 -City Manager's Report to the Commission for November 7,2012 IV. The ERPB proposed an amendment to the front setback requirements for nonconforming (by front setback) single-family residential structures. Staff presented a proposed amendment to the Planning Board for review and recommendation. The Board felt the amendment was unnecessary and recommended denial of the proposal. This item went before the City Commission in October and after some discussion, sent the item back to the Planning Board for additional review. The Board will rehear this item on November 13,2012. v. A request for the abandonment of a portion of right-of-way along SW 82 Street at SW62 Avenue was submitted to the Department by the abutting property own'er. This street end is currently closed and has been landscaped for a number of years. The Planning Department is still reviewing the request with the City Attorney and the Public Works Department, and will be bringing it to the Commission later this year. b. The Planning Department is completing the digitizing of all active property records" board actions and other planning and 'zoning documents. To date, approximately 260 boxes of material have been sent out for digitizing. c. The Department will be presenting a request to the Planning Board for the rehearing of a multiple variance request by the Miami-Dade Affordable Housing Foundation for 'the constrUction ofa new single family residence.
