Manager's Report
This past Monday, October 15, 2012, an unusual occurrence of opportunity crime within South
Miami took place where 17 vehicle burglaries were reported. The crimes were reported in police
zone four with some occurring in the\.boun<;lary.p~tvv~enzol1e~four and two (See attached map).
Out of the sixteen vehicle burglariestwelv~.{h~d ~.' COI)t.r!Ppt!ogJactor of being left open. The
police department proactively conducted an iristructionaldernon~tration on this particular issue II. " .. 1'1' 1·111,'
that was aired approximately two months ago by Channel 4 News as we" as being part of a
training session (Residential Safety held at the Chamber South) for residents last month.
Additiona"y, the police distributed an instructional flyer to residents in various parts of the city
last month to emphasize the need for taking care to lock their vehicles. Unfortunately, this type
of opportunity crime cahnot be prevented lwithbuttHe'prbperty owners Helping minimize tHeir
exposure or local residents calling in suspicious pers,ons. We encourage residents to call the
police department wHen tHey: obserVe suspicious p~rsons \ and take preCautionary steps' to make
tHemselves less vulnerable by securing tHeir vehicles and' folloWing tHe simple steps witHin tHe
SoutH Miami Flyer. THese flyers are available to all at tHe SoutH Miami Police Department and our
City Ha" Lobby as we" as at tHe back of tHe Commission CHamber. THe SoutH Miami Police
Department takes tHese and all crimes seriously and are working in an effort to identify and arrest
tHe offenders as we" as preventing future crimes but we:as a community need to work togetHer
to ensure everyone's s;lfety.
Accomplishments

1. Built, configured and deployed 2 new desktop systems.
11. Rebuilt, configured, and deployed 4 desktops.
111. IT continues to work with the vendor of the GPSs to try and resolve
ongoing issues.

IV. IT moved 18 employees and reconnected all systems in preparation for
the Sylva Martin Bldg renovation. This project is a priority.
v. IT installed 5 new URS systems.
vi. IT covered the Presidential convoy and took photos for the City.
V11. IT in conjunction with Carmel1 ~aker is working closely vyit4 Sungard
to adjust the dates for the Community Development Go live.
V!ll. IT worked on several of the servers that required updates and installed
them. Reboots of servers was required and those were performed with
minimal impact to users.
IX. IT has been working with OneSolution on an ongbinglssue' with the
software. A hotfix was applied to the system however errors continue
to appear. OneSolution is currently working on the error and trying to
resolve. . , '

are the highest awards given to government entities for financial reporting.
IV. Finance worked with the auditors the entire week of October 8, 2012.
Finance continues gathering all required documentation on: the Auditor's
preliminary list in preparation of the upcoming audit fieldwork. The list is
extensive and requires multiple reports and documentation.
v. Finance continues to work with departments on completing preliminary
calculations for the financial costs related to annexation. Finance prepared
the ad yalorem calculations based on the County's assessed value for a
particular area.

VI. Finance continues working with SunGard on developing standard reports for
the City, to include budget to actual, trial balance, check register, etc.
vii. Finance completed the financial monthly report for September 2012 and
year-end.
viii. Finance began working on the year-end adjustments resolution to close out
the 2012 fiscal year.
Central Services: City Managers Report -10/16/12 Commission Meeting
i. Murray Park Pool Project: A design build contract, a version from the
American Institute of Architects (AlA), was completed by the City Attorney
and provided to DiPompeo Construction. The contract is under review by
DiPompeo. Status request were submitted to Mr. DiPompeo by Central
Services and we are still waiting for the conclusion of his review.
ii. Sylva Martin Relocation: An Invitation to Quote was issued for modular
systems furniture on October 5th
• A Pre-quote meeting was held on
Wednesday, October 10th with five vendors in attendance. The vendors
were solicited from a Miami-Dade County furniture contract. . Quotations
are due Monday, October 22 nd • Delivery and installation of the furniture is
expected the week of December 17th

iii. 'Janitorial Servibes: Transition and start-up meetings were held, ~ith' Kelly,
Janitorial Systems who was awarded a three-y~l:l1" cOJ;ltract fOfJanitoriai
services at the Commission Meeting of October 2 nd • Services are expected
to start by November 1 st.
iv. VOIP Phone Systems: An agreement for the replacement of CitY' phones
with a Voice Over IP system is scheduled for the October 16th Commission
meeting. A VOIP system delivers voice communication and multimedia
sessions over internet protocol networks (IP). The City's existing phone
system is extremely outdated, has continuous service issues, and includes
outdated equipment. The City will be piggybacking from a City of
Pompano Beach contract that takes advantage of pricing discounts that were
negotiated in July 2010 for a much larger system than the City will install.
Cost to the City is expected not to exceed $105,000.
v. Pinecrest Villas Traffic Calming RFP: The RFP was issued on September
20, 2012. A Pre-bid meeting was scheduled on Thursday, October 4, 2012
at lOAM with four vendors in attendance. The due date was extended to

Wednesday, October 17, 2012 at 2 PM in order to answer questions and
provide potential bidders adequate time to prepare proposals.
vi. Police Department Support: PD completed their review of quotations
provided Miami-Dade County Radio Engineering Division for a bi-
directional antenna. The County developed the scope and solicited
quotations from a current County contract. The award recommendation is
scheduled for the October 16th Commission meeting.
vii. Staff continues to assist departments as they interface with the OneSolution
module for issuing requisitions, purchase orders and entering vendor
registration information.
Police Department: The following are accomplishments of the Police Department,
Parking Erlforcement& Code Enforcement Divisions during the time period of October 1 S\
thru October 14th,2012.
Uniform Patrol Division
1. Atotal of 12 a:rrests:03'felonies, 06 misdemeanors, 02 traffic and 1 warrant served;
11. Ofthose 12 arrests, 02 were narcotics related;
111. On Monday, October 8th, Lt. Barzola observed a subject standing on the sidewalk in
front of an office building which was under construction in the 6100 Blk of SW
72St. As; Lt Baftola: approached the office 'building, he obserVed another subject
standing! inside df the electrical room. LtBa.rzolaapproached the building; at which
time both subjects fled on foot. After a brieffoot pursuit, one of the subjects was
taken into c4stody. The investigation revealed that the subjects forced. their way
into the electhcal f66fu and were removing copper wiring from within. The 'subject
was charged with burglary and grand theft. . ,I •
IV. The Uniform Patrol Division scheduled a D.U.I. checkpoint for Friday October 19th

This checkpoint will be conducted on South Dixie Hwy in the 6300blk and target
south boun~ traffic.· i .
Community Police Unit
1. On Thursday, October 25 th , CPU Ofcs. Marcus Kinlaw and Armando Perez are
scheduled, in conjunction with the Code Enforcement Department, to have the first
"Business Security/Crime Prevention & Code Enforcement Tips Meeting". The
meeting is scheduled to take place at the First National Bank of South Miami from
6:30pm to 8:30pm.
11. CPU officers reported all lights that are either not functioning or which were
obstructed by shrubbery in the CRA area. The necessary steps will be taken to have
these issues resolved.

Criminal Investigations Division
1. On October 4, 2012, CID and Patrol personnel conducted an anti-burglary
surveillance detail to address concerns in the Zones 5 and 6 areas. No crimes were
detected and the operation was concluded without incident.
u. On October 8, 2012, a subject was found by CID personnel dressed in a utility
worker's uniform at 6150 Sunset Drive breaking into the building and removing
the copper wiring. The subject was taken into custody and charged with burglary
and grand theft. The subject is believed to be involved in another South Miami case
which took place a week earlier. Fingerprint analyses are pending in the open case.
Ill. On October 12, 2012, CID detectives took two (2) subjects into custody regarding a
strong-armed robbery which was reported on October 9, 2012. '

v. Det. J. Lopez and Det. M. Vargas attended "Human Trafficking" training.
VI. Ofc. M. Lopez attended "Creating Trauma Informed Systems of Care".
This course was hosted by the South Florida Behavioral Health Network and
is very beneficial to CIT trained officers.
Vll. Lt. Morton is in the process of manuallye)1tering all of the officers training
records into the newly installed Training program in the Records
Management software.
Communications Division
1. Radio Rebanding project took place the week of October 8th ; all equipment
has been swapped out at no cost to the City of South Miami.
11. The resolution for the installatibn;ofthe Bi-directional Amplifier (BDA) to
improve Dispatch-to-car communicationh~s' been written and submitted for
Commission approval on Oct. 16t~. This is an Officer Safety issue that
needs immediate resolution.

Parkinf! Enforcement Division
i. The Parking Enforcement Division issued a tot~l of 2,149 citations fI;om the
time period of October 1st thru October14th. Total fine amount for these.
citations: $42,064.00
11. There were three (3) citations issued for trucks unlawfully parked or
willfully obstructing traffic in the downtown area.
Code Enforcement Division
Chief Coordinating Office:
1. Digitizing Project -On-Going: working in collaboration with IDC and city
departments to inventory and sort all documents, into destroy, scan &

destroy or store status pursuant to the State's Records Retention schedule.
The scanning of P & Z and Building documents is in progress.
11. ERP Project -On-Going: Continued to work on the Enterprise Resource
Planning (ERP) in collaboration with the IDC Department.
Ill. Sylva Martin Refurbishment Project -On-Going: As part of the ERP
project, working with P/WlBuilding/P&Z/IT, and Finance to refurbish the
Sylva Martin Building to ultimately consolidate the community
development departments (Building, Code & P & Z) in one location and
thereby create a streamlined and more efficient one-stop permitting process.
The project's time line was created i'll' collaboration with all department
heads and approved by the City Manager. The timeline includes a scanning
project, re-location of pertinent departments, cleanup, Sylva Martin build
. out, cubicles, and post moves.
IV. OneSolution Community Development Modules: On-going staff training
for the implementation of the module.· Coordinated and facilitated the
various business process analyses with' SunGard's new Business Analyst
Larry Bright and Glenda, IDC, and city staff. Inter-departmental
coordination includes the Building Department, Special Events, Land, Code,
P/W's,and'partiallythe Finance Department.
v. GIS -On-going: Continued to work with IDC staff and Miami-Dade
County's GIS, Planning & Zoning, and Property Appraisal Departments to
identify and address the City's geographical/mapping needs.
VI. Coordinated and conducted a field trip of American park with the City's
Mayor Dr. Stoddard to review the growil1g issue of invasive vines in the
city.
VIl. Coordinated and conducted field inspections with code staff and property
owners to review and address complaints of erroneous excess trash billings.
viii. 2012-13 Art Season: Recruited staff and collaborated with SOMI by
participating as Ambassadors of the event.
Code Enforcement/Licensing/Special Events

H. Collaborated with South Miami Merchants Association, South Miami Police
Department Community Policing Program and Code Enforcement

2012, which will be held at Jean Willis Park, next to the South Miami Police
Department (6130 Sunset Drive), from 10:00 a.m.-II :30 a.m.

South Miami Elves Parade which will be held on Sunday, December 2,
2012. Grand Marshall will be Ms. Pam Giganti, Channel 6, anchor person.

Engineering and Construction Division
The following is a status report of on-going projects.
Sylva Martin Remobilization: Staff moved out of the building and relocated within City
Hall. Quotes were solicited for painting, electrical, air conditioning work, and floor
finishing. Proposals are scheduled to be received the week of October 15 th . An Invitation
to Quote was posted for the modular furniture and a pre-bid meeting was held on October
10,2012. Proposals are due October 22,2012.

Commerce Lane Road Resurfacing and Streetscape Project: A notice to proceed was
provided to the contractor on October 3,2012. Work was performed on October 6-8,2012.
A final walkthrough was done on October 9 with the engineer. The project is complete.
As-builts will be provided to the City, prior to project close out.
Progress Lane Drainage Improvements: Shop drawings for the catch basins were
submitted October 8, 2012, for City staffanq engineer review. The PO is being prepared.
Once received, a Notice to Proceed will be issued. Work is expected to commence upon
delivery of the concrete catch basin structures in November 2012.
Pinecrest Villas Traffic, Calming Project: The project is currently advertised for public
bidding. The bid opening meeting is sGheduled fqr Qc~ober 17, 2012.
Dante Fascell Tennis Center Sidewalk Upgrade and Repair: The contractor mobilized
and commenced the work, how~ver, due Jo inclemellt weather, he was unable to continue
on the sidewalk restoration. The contractor is now sCl1eduled to complete the week of
October 15 th . . .
Mango Terrace Traffic Calming Project: The final traffic study was provided to Public
Works and is being reviewed by the COUllty:. ~omments from Miami Dade Public Works
are scheduled to be provided by the week, qf October 29th

Sunset Drive Median: A preconstruction meeting was held. The contractor was provided
with the contracts for signature on Odober 3,2012. A schedule was requested to certify
that the work will not interfere with special events taking place in the area.
Stormwater Master Plan: Technical Memorandum # 3 (out of 5) was provided to the City
on October 8,2012. Two more deliverables are 'expected before the end of the month, for
completion of the project. A meeting was held on Monday, October ·16 to discuss the
progress of the project.
Police Parking Lot Upgrade: Currently, three quotes were received' for the project,
however, there are differences in the scope of work. A meeting is,scheduled with the Police
Chief for the week of October 15, to determine the actual scope of work for the project.

Wednesdays and Saturdays at $5.00 per class. Please contact ANA Natali at

IV. Line Dancing classes are offered by the City of South Miami Parks and

x. South Miami Grey Ghosts Football teams are doing well. Practices are held at

for the Miami Extreme Football League. An article was posted on the
neighbor's section of the Miami Herald.
X11. On October 4,2012, Maritza Noval, a representative from Care Plus conducted
blood pressure screening at the Senior Center. There were raffles and goodies.
xiii. On October 9, 2012, the seniors were provided with free manicures
xiv. On October 11, 2012, a Candle Light Visual was held at the Gibson-Bethel
Community Center sponsored by the South Miami Grey Ghosts Football and
Cheerleading Programs. Many participants and community members came and
supported the cause.
xv. On October 13,2012, the South Miami Grey Ghosts Football and Cheerleading
Program held their homecoming at Palmer Park from lOam to 5pm. Live
entertainment, refreshments and food were available.'
Parks/ Maintenance Division:
1. Laid out and painted fourteen (14) soccer fields at South Miami Park.
11. Met with Dr. Busey for soil and turf samples as well as irrigation. We should
have results ten days from this date.

The following is my report for the October 16, 2012 COlllmission meeting. ,
Zoning/Land Development Code/Comprehensive Planning
a. The Department continues its review of the Future Land Use Map and Land
Development Code, working in conjunction with the Planning Board and the City
Attorney to provide recommended updates.
1. The Planning Department will continue working with the CRA to assist
them in the adoption of a new zoning category for this area as this item
moves forward. On October 8, 2012, the CRA Board adopted a resolution
[No. 67-12-607] requesting the Planning Department and Planning Board
review a rezoning request for the Madison Square Project from NR -
Neighborhood Retail, to SR -' Specialty Retail. It is anticipated' that this
request will be going to the Planning Board in November then to the City
Commission. .
11. Planning staff will be submitting a proposed Future Land Use Map
amendment and companion zoning map amendment. The amendment is
related to the adoption of the new religious category. In reviewing the
location of other religious institutions in South Miami, it was determined
that another church in the north part of the City was also located in a PI -
Public Institutional District, and would need to be amended to be consistent
with the recent changes approved by the City Commission at the October 2,
2012 meeting.

111. A request for the abandonment of a portion of right-of-way along SW 82
Street at SW 62 Avenue was submitted to the Department by the abutting
property owner. This street end is currently closed and has been landscaped
for a number of years. The Planning Department is still reviewing the
request with the City Attorney and the Public Works Department, and will
be bringing it to the Commission later this year.
b. The Historic Preservation Board will be presenting the completed historic South
Miami walking tour brochure to the Commission at an upcoming meeting.
c. The Planning Department is completing the digitizing of all active property records,
board~ actions and other planning and zoning documents. To date, approximately
200 boxes of material have been sent out for digitizing, with another 60 pending
cataloging and pickup by ADS.
d. The Planning Department is in the process of finalizing its temporary !pove to the
City Hall in preparation for the interior renovations of the Sylva Mqrtin Building.
Planning and Zoning staff will be located on the second floor with bujlding and
code enforcement during this transition; microfilm will be located in the front
portion of Central Services; and the Director will be located adjacent to the City
Manager.
e. The Planning Department continues to work with the City Attorney on the various
pending legal issues,.including Beneficial Co~munitles (Metro South Apartments).
f. Staff presented for discussion at the October 9, 2012 Planning Board meeting, the
concept of developing administrative procedures to allow pop-up restaurants to
operate within appropriate locations iJ1.. South Miami Staff is currently refining the
details of these procedures for review by the City Commission.
g. At the October 9, 2012 Planning Board m~eting in conjunction with the discussion
of pop-up restaurants, the Board expressed interest in staff exploring regulations to
expand the allowance of food truckS on, public property (i.e. parks) during special
events, or at certain times a month, similar to the "food truck roundup" that is held
at various locations in the City of Miami. Current South Miami regulations only
allow food trucks in the TODD LJ-4 Zoning District and on private property.

Vehicle Burglary -A Crime of Opportunity
Vehicle Burglary is most often a crime of opportunity. Our own carelessness is often causing our vehicles to be broken into
as well as stolen; however, you can minimize your chances of being a victim by taking away the opportunity.
Here are some tips to remember:
• LOCK your vehicle and take the keys
• PARK carefully in well lighted areas
• USE anti-theft devices
• CLEAN it out; do not leave anything in it
• REMOVE the garage door opener
• UTILIZE your garage to park in, ifpossible
• MARK it; use an engraver to mark property
• REPORT suspicious activity or persons 9-1-1.
Lock up:
• An unlocked car is an open invitation to a car thief. Lock up when you leave your car, and take the keys with you.
• Lock the trunk or tailgate.
• Close all windows -professional thieves have tools that unlock cars through the smallest openings.
• Be sure vent or wind-wing windows are shut tight and locked.
• Lock your car even if you are making a quick stop at the gas station, convenience store or mini-mall.
• At night, park in well-lit areas with Jots of people around when out running errands.
Items to avoid leaving in your vehicle and/or view:
• Cellular phones and chargers
• Pagers
• Cd's
• Purseslbriefcases
• Wallets
• Back packs
• Laptops/cameras
• Sports equipment/tools
• Removable stereos including the removable face plates
Operation I.D.:
• With an electric engraver, etch your driver's license number on stereo equipment and other valuable items.
• Record your vehicle identification number (located on a small metal plate on the dashboard of newer cars) and store
it in a safe place.
• Keep the vehicle registration in your wallet or purse, not in your car.
• Use anti-theft devices
• Consider the purchase and installation of security devices, such as:
• Interior hood lock release. '
• Second ignition switch or "kill switch" to prevent electrical current from reaching the coil distributor.
• Fuel switch to prevent fuel from reaching the carburetor.
• Locking devices for batteries, wheels, decks, etc.
• Alann device to activate a siren, hom or lights -or aU three -to frighten the thief away.
• Device that attaches to the steering wheel or brake pedal.
