24 Commissioner Harris spoke about the design of the doggie park, and about the
25 numerous activities at the Community Center.

27 Vice Mayor Liebman also spoke regarding the proposed dog park, adding that
28 Mayor Lerner does support contributing with funds for the park; he also spoke about
29 annexation. He then referred to the team building program, saying that he hopes to work more
30 cohesively together with his colleagues of the Commission.

Commissioner Welsh also spoke regarding annexation. He said that traveling
around other municipalities he stopped at Virginia Gardens where one of the employees told
him that they are small and that they want to keep it that way.
Mayor Stoddard also referred to annexation, saying that Joe Corradino of Pinecrest
who expressed willingness to help our City with annexation; regarding the poll for Street Sign &
Logo Workshop he announced that it will be held on Thursdi:lv)October 11, 2012 at 6:30 p.m.
He then referred to the All America Veteran's Park, pointiOgoUt that USl is designated as the
Blue Star Memorial Highway to honor the veterans of W\i\f11-he then asked the Commission to
consider Fuchs Park as the Veteran's Memorial,~ark.iih~¢(Jmmission then discussed the
importance of restoring the three signs on USl aHIi~entrance ol~lieCity.
The City Manager informed the ,~~~,Z;:sion that sta~£~~~I[eadY started placing

Manager's Report
Staff continues working in completing the new contract for the design and built of the Murray Park
Pool which is currently with the City Attorney who with Mr. Kulick should be completing the
draft for review and then submissior to Mr. DiPompeo for his review. Once Mr. DiPompeo
agrees with· the ~pecifications of the contract. it will be sent to Miami Dade County for their
review and approval. The design portion of the engagement will commence once Miami Dade
County provides their approval.
Staff is currently updating their police pay schedules for the upper and lower body as compared to
other municipalities which were used in theprevio~s negotiations. The two percent across the
board (A TB) pay increase will be reflected to ensure appropriate comparisons.
1. Accomplishment.
a. IT IDC successes:
I. Built, configured and deployed 3 new laptops for the Police Department.
11. Built, configured and deployed 2 new desktop systems.
Ill. Rebuilt, configured and deployed 5 laptops and 2 desktops.
IV. IT continues to work with the vendor of the GPS's to try and resolve
ongoing issues.
V. IT reinstalled wiring at motor pool.
VI. IT worked on AS-400 issues and coordinated upgrade of land file with
Sungard.

IX. IT worked on several of the servers that required updates and installed

were received and interviews were scheduled with a short list of bidders to
assist with the bid evaluation. An award recommendation is scheduled for
the October 2nd Commission meeting.
ii. Pinecrest Villas Traffic Calming RFP: The RFP was issued on September 20,
2012. A Pre-bid meeting is scheduled for Thursday, October 4, 2012 at 10
AM. Proposals are due on Friday, October 12, 2012 at lOAM.

Murray Park Pool Project: Staff met with Di Pompeo on September 18,
2012 to review questions and concerns raised by Di Pompeo regarding the
RFP contract. It was agreed to move forward with a design -build
contract; specifically an American Institute of Architects (AlA) contract
document. The City Attorney is in process of securing the appropriate
contract.
iv. Performance Based Audits: The firm conducting department audits
completed a draft assessment of Central Services. After a review of the
assessment, CS submitted a formal response. The final report will be
submitted to the City Manager for review.
v. CS . Move to Sylva Martin Bldg.: As a' result of budget approval, the
relocation to the Sylva Martin building will include; Central Services, Code,
Building. Planning will remain in the building. CS is in process of preparing
Quotes for various tasks that have been identified in support of the
relocation.
vi. Police Department Support: Miami-Dade County Radio Engineering Division
submitted quotations for a bi-dire~tional antenna. The quotations are under
review by Police.
vii. Staff continues to assist departments as they interface with the OneSolution
module for issuing requisitions, purchase orders and entering vendor
registration information.
d. Police Department: The following are the accomplishments of the Police
Department, Code Enforcement and Parking Enforcement Divisions during the time
period of September 18t h, thru September 30th, 2012.
Uniform Patrol Division
i. A total of 10 arrests: 02 felonies, 03 misdemeanors, 03 traffic and 2
warrants served
ii. Of those I 0 arrests, 02 were narcotics related:
iii. On Friday September 21 st, members of the Uniform Patrol Division
conducted a "Wolf-pack" operation. These operations are conducted using
several members of the UPD to address problem areas such as the
blocking of intersections, stop signs, red lights, speeding, and driving while
under the influence violations.
iv. The Uniform Patrol Division has scheduled a D.U.1. checkpoint for Friday
October 19 th • This checkpoint will be conducted on South Dixie Hwy in
the 6300blk and target south bound traffic.

On Thursday October 25 th , CPU Ofc. Marcus Kinlaw and Armando Perez
have scheduled, in conjunction with the Code Enforcement Department,
its first "Business Security/Crime Prevention & Code Enforcement Tips
Meeting". The meeting is scheduled to take place at the First National
Bank of South Miami from 6:30pm to 8:30pm
Criminal Investigations Division
i. On September 18, 2012 SMPD Detectives assisting Opa-Locka PD were
able to obtain a search warrant for a residence and recover 178 Ibs of
hydroponic marijuana.
ii. On September 26, 201,2 South Miami Detectives detached with DEA were
involved in the seizure of $16,000,000 in US currency. At this time it is
undetermined what percentage of this forfeiture will be distributed to City
of South Miami Police Department.
iii. On September 28, 2012 SMPD Detectives cleared by arrest a pending
Aggravat~d B<l;ttery (Domestic) case. The sybject had fled to the Orlando
area but was apprehended here in Miami when he responded to court for
unrelated matters. '
Parking Enforcement
i. The Parking Enforcement Unit issued, a total of 1,971 citations from the
time period of September 18th thru September 30th• Total fine amount for
these citations: $37,460.00
ii. There were 4 citations issued for trucks unlawfully parked or willfully
obstructing traffic.

I. Digitizing Project -On-Going: working in collaboration with IDC to
inventory all city departments' documents to identify what needs to be
stored, scanned or destroyed according to the State',s Records Retention
schedule.

Planning (ERP) in collaboration with the IDC Department.

Department. Held several phone conferences with SunGard to review and
revise a more streamline timeline for the community development modules
implementation.

County's GIS, Planning & Zoning, and Property Appraisal Departments to
identify and address the City's geographical/mapping needs.

i. The Parks and Recreation Department has purchased a new ice machine and a new

program from their local schools. We would like to thank everyone who has
supported the acquisition of these two important items.
ii. Recruitment efforts are ongoing for volunteers to participate in the Volunteer Income
Tax Assistance Program (VITA). This program provides free tax preparation for
individuals that make less than $55,000 annually.
iii. Yoga classes are available at the Gibson-Bethel Community Center on Wednesdays
and Saturdays for a minimal fee of $5.00 per class. Please contact ANA Natali at (305)

iv. Line Dance classes are offered at the Gibson Bethel Community Center Thursday's
from 7:00pm to 8:30pm. These classes are available for adults 40 years and older.

v. The South Miami Grey Ghosts Soccer Program is looking for children ranging from 3
years to9 years old who are eager to play soccer and participate in a free soccer

The City of South Miami Parks and Recreation Department has partnered with Art For Life, Inc ..
They will be offering four (4) sessions of basic knot tying techniques at the Gibson-Bethel

October 25, and November I, 2012 in the Arts and Crafts room at the Gibson-Bethel

The following is my report for the October 2,2012 Commission meeting.
ii. Zoning/Land Development Code/Comprehensive Planning
a. The Department continues its review of th~ Future Land Use Map and Land Development
Code, working in conjunction with the Planning Board and the City Attorney to provide
recommended updates.
1. The Planning Department will continue working; with the CRA to assist them in
the adoption of a new zoning category for this area as this item moves forward.
The zoning designation will be dependent the direction of the CRA Board and the
final development scenado chosen, to' be implemented for the project. Once
directipn is received ,from the Board, the' Planning Department will prepare the
zoning amendment for review by the, Planning Board and ,the City Commission.
11. Planning staff will be submitting a proposed amendment to the City's
Comprehensive Plan in October. The amendment is related to the adoption of an
Education Element, in compliance with the inter local agreement between the City
and the County School Board.
Ill. The ERPB proposed an amendment to the front setback requirements for
nonconforming (by front setback) single-family residential structures. Staff
presented a proposed' amendment to the Planning Board for review and
recommendation. The Board felt the amendment was unnecessary and
recommended denial of the proposal. ,This item will be coming to the Commission
on October 16, 20 12. '
IV. Pursuant to resolution number CRA 62-12-602 (8/1 0/20 12), the Planning
Department will process a revised application for variance re-review once it is
resubmitted by the Miami Dade Affordable Housing Foundation.
v. A request for the abandonment of a portion of right-of-way along SW 82 Street at
SW 62 Avenue was submitted to the Department by the abutting property
owner. This street end is currently closed and has been landscaped for a number
of years. The Planning Department is still reviewing the request with the City
Attorney and the Public Works Department, and will be bringing it to the
Commission later this year.
b. The Historic Preservation Board finalized the development of a historic walking tour
brochure for the area east of the metrorail. The brochure is currently at the printers and
will be presented to the Commission when it is completed.

c. The Planning Department is working with Jennifer Korth (Grants), the Green Task Force
and Carmen Baker to ensure coordination with the City of Coral Gables and the FDOT
on the proposed Red Road enhancements. The project design is at 100% and additional
changes cannot be made. However, input from the City Engineer (Keith Ng), such as bike
lanes, was integrated into the final design.
d. The Planning Department continues to work on amending the City's Comprehensive Plan
and Future Land Use Map to see if it is feasible to eliminate the "story" designations, and
replace them with maximum densities and floor area ratios.

pending legal issues, including Metro South.
