I would like to remind all that the final Budget hearing is on Monday, September 24, 2012 at 7:00 PM where citizen and business owners are encouraged to participate. At the last budget meeting the concept of having a sign/monument for All American Veteran's Park, where the name of the park would be prominently placed as well as the names of those residents who were/are veterans, was discussed. Commissioner Welsh graciously volunteered to construct the sign/monument with the raw material purchased by the City. I would like to report that the project is moving forward with staff identifying the need for a permit and the normal processes attached to that permit. The City would waive the permit fee. I personally communicated the basic requirements of the project to Commissioner Welsh and he began the process by providing us with a preliminary concept sketch of the sign/monument for your review and input. We are soliciting the assistance of a licensed architect to assist the City. pro bono. in the technical drawings so that the ERPB and staff can evaluate and approve the permit. A potential vendor was suggested ,by Commissioner Welsh and we will include the company in the solicitation for quote as soon as we get a dollar figure for the rock(s) and delivery. Attached please find the draft sketch. -2 -City Manager's Report to the Commission for September 18, 2012 City staff and Di Pompeo Construction Corporation met today at 2 pm to discuss various issues relating to the contract. The items of concerns were divided into three groupings: Contract/Bond & Grant had nineteen issues; Additional funding requirements had twelve issues; and action items by the City had five issues. Most of the .i,ssues, were resolved through the verbal agreement that the current contract needed major modification and it was agreed by both parties that we would use an American Institute of Architect 'model contract for design and built and amend acc:qrdingly so that the contract would be more eCl,sily understood and the requirements having greater clarity. Mr. Di Pompeo also requested that he needed to speak with Miami Dade County personnel regarding the grants and we agreed, with, him but that our' representative needed to be present. Mr. Di Pompeo agreed that he would submit an AlA design and build contract with his recommended changes and addendums by Friday, September 21,20.12, no later than 9 am. '_,:._ .. _._-- -13 -City Manager's Report to the Commission for September 18, 2012 The following is my report for the September 18, 2012 Commission meeting . . ii. Zoning/Land Development Code/Comprehensive Planning a. The Department· continues its review of the Future Land Use Map and Land Development Code, working in conjunction with the Planning Board and the City . Attorney to· provide recbmmended updates. 1. With the recent adoption of the FLUM amendment for the two remaining Madison Square properties and the two Church properties, staff transmitted the amendments to the Department of Economic Opportunity pursuant to Ch. 163, Florida Statutes. ii. The Planning Department will continue working with the CRA to assist . them in the adoption of a new zoning category for this area as this item moves forward. The zoning designation will be dependent the direction of the CRA Board and the final development scenario chosen to be implemented for the project. Once direction is received from the Board, the Planning Department will prepare the zoning amendment for review by the Planning Board and the City Commission. iii. The final reading on the proposed changes to the land development code and zoning map for religious institutions will be coming before the Commission on October 2, 2012. iv. Planning staff will be submitting a proposed amendment to the City's Comprehensive Plan in October. The amendment is related to the adoption of an Education Element, in compliance with the inter local agreement between the City and the County School Board. v. The ERPB proposed an amendment to the front setback requirements for nonconforming (by front setback) single-family residential ·structures. Staff presented a proposed amendment to the Planning Board for review and recommendation. The Board felt the amendment was unnecessary and recommended denial of the proposal. This item will be coming to the Commission on October 2, 2012. vi. The Miami Dade Affordable Housing Foundations rehearing of a request for a variance for 6487 SW 60th Avenue will be coming to the Commission on Octo per 2, 2012. vii. A draft "lighting" ordinance will be presented to the Commission on October 2, 2012, for first reading. A request for the abandonment of a portion of right-of-way along SW 82 Street at SW 62 Avenue was submitted to the Department by the abutting property owner. This street end is currently closed and has been landscaped for a number of years. The Planning Department is reviewing the request with the City Attorney and the Public Works Department, and will be bringing it to the Commission later this year. b. The Historic Preservation Board is currently finaliZing the development of a historic walking tour brochure for the area east of the metrorail. Staff is working with the Board to accomplish this in the current fiscal year. The final product will be approved at the (rescheduled) September 27, 2012 Historic Board meeting. -14 -City Manager's Report to the Commission for September 18, 2012 c. The Planning Department is working with Jennifer Korth (Grants), the Green Task Force and Carmen Baker to ensure coordination with the City of Coral Gables and the FDOT on the proposed Red Road enhancements. d. The Planning Department continues to, work ,on ,amending the City's Comprehensive Plan and Future Land Use Map to see if it is feasible to eliminate the "story" designations, and replace them with ,mqximum densities and floor area ratios. e.
