Stoddard Mayor To: Date: From: Re: CITY OF SOUTH MIAMI OFFICE MEMORANDUM Honorable Mayor and City Commission September 4, 2012 Hector Mirabile, Ph.D. City Manager Manager's Report We recently experience the outer bands of Tropical Storm Isaac which provided a testing opportunity to our emergency preparedness and plans. Though the City improved the emergency response plan of the past we must continue improving our policies and create a Continuity of Operations (COOP) which would improve our apility at managing a, cata~trophic eyent. Chief Orlando Martinez De Castro and Major Rene Landa are spearheading this effort by coordinating with Miami Dade County's Department of Emergency Management as well as surrounding municipalities; I would like to commend Public Works for their quick and reliable response to the various issues that surfaced during this storm since they provided a high degree of service during adverse conditions. The Murray Park Pool project is moving forward with the attorney for Mr. DiPompeo having reviewed the contract and identifying some concerns which need to be identified and submitted to us in writing. To ensure clarity of what we are doing regarding the pool project I am attaching a timeline of events up to today. (See attached timeline for a detail of actions) Community policing is alive and well in South Miami with our South Miami's finest meeting with citizens and business leaders in establishing improved relations and information flow. As part of the police reporting we included a segment on Community policing which will grow in importance in the overall South Miami total operations. With the potential of consolidating various departments for improved services the community as a whole will benefit with this paradigm changes in City business operations. 1. Accomplishment. a. New IT IDe successes: 1. IT rebuilt, configured, and deployed 1 desktop. 11. Built, configured and deployed 2 new laptops for the Police Department. -2 -City Manager's Report to the Commission for September 4,2012 111. Rebuilt, configured, and deployed 4 laptops for the City EOC for TS Isaac .. IV. IT continues to work with the vendor of the GPS's to try and resolve ongomg Issues. v. IT is currently working with Sungard to resolve login issues for users on the CSMPD domain. vi. IT has completed the setup and configuration and has tested the OSSI two way 1M. (Messaging) Vll. IT resolved issues with the Time clock connectivity. Vlll. IT worked on an email corruption issue for one of the City's users. b. Finance: This has been resolved with no data loss. IX. Trainings for the Community Development for code Enforcement was completed.· This was 4 days. X. IT the installation, an~configuration for hardware inventory. , ; .: i , ' --. < ~ Xl. . There were issues with the video and audio system thathave be.en taken care of. Xll. IT completed extensive budget review with all departments and budget committee. August 20th through August 31 st Total Hours: 51 Hours Total Tickets: 23 i. Finance continues working on the FY 2013 budget and responding to multiple questions provided by committee members. Furthermore, Finance is working to revise the proposed FY 2013 to include comments and suggestions made at the Budget Workshop held on August 30, 2012. ii. Finance continues receiving and processing multiple payments for the 2012- 2013 Local Business Tax Receipt renewals. iii. Finance received a DRAFT copy of the performance audit report for Central Services and Building. Finance will be working with the Building Department and Central Services Division to review the recommendations. -3 -City Manager's Report to the Commission for September 4,2012 iv. Finance began receiving a multitude amount of alarm re-registration forms along with payments. v. Finance continues to work on completing preliminary calculations for the financial costs related to annexation. Finance began the closing process for August 2012. Finance will be moving forward with the preparation of the monthly report immediately thereafter. Central Services Monthly City Managers Report-:-9/4/12 i. The Department continues its review of the Future Land Use Map and Land Development Code, working in conjunction with the Planning Board and the City Attorney to provide recommended updates. I. With the recent adoption of the FLUM amendment for the two remaining Madison Square properties, staff will be transmitting the amendments to the Department of Economic Opportunity pursuant to Ch. 163, Florida Statutes. The zoning designation will be dependent the final development scenario chosen to be implemented. II. The amendment will be coming before the City Commission for review on September 4, 2012 in conjunction with the final reading of the proposed FLUM amendment for the two church properties. 1lI. Planning staff is preparing an amendment to the City's Comprehensive Plan for the adoption of an Education Element in order to be in compliance with the inter local agreement between the City and the County School Board. The ERPB proposed an amendment to the front setback requirements for nonconforming (by front setback) single-family residential structures. The Miami Dade Affordable Housing Foundations resubmitted a request for a variance that is scheduled to be re-heard by the Planning Board on August 28, 2012. The Planning Board reviewed a proposed amendment to the City's residential lighting requirements at their August 14, 2012 meeting. A request for .the abandonment of a portion of right-of-:way· along SW 82 Street at SW. 62 Avenye was submitted to the Department by the abutting property owner. This street end is currently closed and has been landscaped for a number of years. The Planning Department is reviewing the request with the City Attorney and the Public Works Department, and will be bringing it to the Commission later this year. b. The Historic Preservation Board held several meetings to discuss the development and production of a historic walking tour brochure for the area east of the metrorail. Staff is working with the Board to accomplish this in the current fiscal year. The Board is close to wrapping up their draft brochure and go to publication. c. The Planning Department is working on amending the City's Comprehensive Plan and Future Land Use Map to see if it is feasible to eliminate the "story" designations, and replace them with maximum densities and floor area ratios. d.
