Manager's Report
I would like to extend my sincere appreciation of staff, all employees, and contract workers
for their tireless efforts in assisting the Chief Financial Officer and me in the preparation of
the budget and their continuous work with the Budget and Finance Committee to include
responding to the various questions posed, The budget process is a hard road but once
completed it will provide the city commission with a budget with alternative viewpoints
and recommendations. This Thursday we will be holding our budget workshop which is
one of the milestones in completing the budget approval process.
The city staff actively worked with the city attorney in developing a purchasing ordinance
. which would meet the procurement needs of our city. In an effort to improve upon the
work already completed by the professional staff and our city attorney, I would request
from the Commission to pull item 15 to be addressed at a commission workshop so that it
can be better discussed and desired improvements discussed and possibly included.
The Murray Park Pool project contract is being reviewed by Di Pompeo's attorney and
should be provided back to us by this Friday. I am also in communications with Miami
Dade County's Deputy Mayor Benford who is assisting me with the Miami Dade County
side of the process.
Attached are the City's accomplishments for the August 21, 2012, Commission Meeting.
1. IT built, configured and deployed 3 new desktops. These were for CID,
M. Garcia and IA.
11. Built, configured and deployed 2 laptops for the Police Department.

Finance:
111. Built, configured and deployed new system for dispatch with 4
monitors.
IV. There were 2 virus issues that were taken care of.
v. IT is currently working with the vendor of the GPS's to try and resolve
ongomg Issues.
VI. IT was asked to move 8 systems for the carpet installation. These
systems were moved back after completion and set up.
Vll. There were 5 issues with OSS!. 3 of these were resolved; we continue
working on 2 issues regarding the daily reports and attachments.
Vlll. IT installed and tested 12 printers in the police units.
IX. IT in conjunction with Carmen Baker reviewed the planned training for
Community Development and made changes to vendors' schedule.
This was re-scheduled and coordinated to start the ,week of August 20th •
X. IT attended Budget meetings and worked with the Budget Committee
to answer questions about hardware and projects per department:

1. Finance continues to work on the FY 2013 budget and meeting with the
Budget and Finance Committee. Finance continues responding to multiple
questions provided by committee members.
11. SunGard provided onsite training for the OneSolution finance software for
the entire week of August 13,2012. The training addressed many different
aspects of the Finance system and reports. Finance continues having direct
communication with each department and providing constant support.
111. Finance continues receiving and processing multiple payments for the 2012-
2013 Local Business Tax Receipt renewals.
IV. Finance continues to provide support to the performance based auditor.
Their requests are being complete in an expedient manner.

v. Finance completed and mailed the annual alarm registration notices to all
residential and business customers; approximately 1,700.
VI. Finance continues to work on completing preliminary calculations for the
financial costs related to annexation.
VB. Finance completed the closing and posting of the July 2012 financial
monthly report.
Central Services Monthly City Managers Report:
i. Management of Soccer Programs RFP: The second RFP, (#PR-2012-7-18),
closed on Friday, August 3, 2012, at 10 AM. Two proposals were received.
On Monday, August 6, 2012, the Evaluation Selection Committee met to
review and score the proposals. The Selection Committee recommended the
South Miami Grey Ghosts Soccer Club for the award as the most responsive
and responsible bidder. The recommendation was approved by the
Commission at the August 7, 2012 meeting. .
ii. Janitorial Services RFP: The RFP for janitorial services over a three-year is
scheduled to close on August 24, 2012. A Pre-bid meeting, which included
an on-site walkthrough of all facilities requiring services, was held on
August 14, 2012. Fourteen companies were in attendance. As a result of
questions and feedback received during the pre-bid meeting~ and subsequent
questions received via email, an addendum was issued on Friday, August
16,2012.
iii. Pinecrest Villas Traffic Calming RFP: The Commission directed staff to
reject all bids received for this RFP and to re-bid the project. The RFP is
scheduled to be advertised the week of August 20,2012.
iv. Dante Fascell Sidewalk Repair Invitation to Quote (ITQ): The ITQ was
previously issued and closed on July17, 2012. Four contractors attended a
Pre-bid meeting held at the site; three quotations were received. Staff
analyzed the quotes and decided to reject all bids. The ITQ is scheduled to
be re-issued the week of August 20,2012.
v. Murray Park Pool Project: The contractor and their attorney are reviewing
the contract document that was included with the original design-build RFP.
The City Attorney added language however, that requires the contractor to
abide by all the reporting requirements of the CDBG grant funding. That
provision was not included with the original contract. The contractor's
attorney expects to be completed with the review by the week of August
20 th • See attached e-mail from Di Pompeo Construction Corporation.

vi. Performance Based Audit: Continued to meet with the auditor on several
occasions in accordance with the scope of this contract to audit performance
of Central Services.
vii. Website Redesign Contract: The City Attorney completed the review of the
potential piggyback contract opportunity from the City of Naples to redesign
the City's website. The changes recommended by the City Attorney to align
the contract with the City of Naples were rejected by the vendor. Should the
project move forward, the recommendation is for the City to issue a RFP.
viii. Assisting the Police department to secure a bi-directional antenna to
improve the radio reception inside the building. The current system
encounters much static and interference. Miami-Dade County Radio
Engineering Division is providing technical expertise for this project and is
in process of securing quotations from an established County contract.
ix. Staff continues to assist departments as they interface with the OneSolution
module for issuing requisitions, purchase orders and entering vendor
registration information.
POLICE DEPARTMENT
Uniform Patrol Division
1. Totalof23 arrests: 11 felonies, 6 misdemeanors, 4 traffic arrests and 2 warrants served.
11. Of those 23 arrests, 3 were narcotics related.
Ill. On Friday, August 10th , the Uniform Patrol Division conducted a DUI Saturation detail
city wide. The purpose of this saturation patrol is to heighten public's awareness of
enforcement activities to reduce traffic violations and to detect and apprehend impaired
drivers. The detail yielded; fifty-four (54) citations and three (3) arrests.
Community Police Unit
1. On August 9t
\ we held a CPU meeting with all three (3) CRA officers. The meeting
covered a variety of topics including a unit assessment and numerous initiatives that are
in the planning stages. Officer Marcus Kinlaw completed the second crime prevention
course needed which allows him to become an active Crime Prevention Practitioner
(CPP). On August 18 th , as a community policing collaboration with the CRA, a crime
prevention fair was hosted at the South Miami Police Department's Substation. The
"Child Safety Day" campaign provided free fingerprinting for children of all ages. This
effort reduces the number of unidentified children in missing juvenile cases. The event
was a great success and many members of the community participated and expressed
their gratitude.
Criminal Investigations Division

CID Report from August 07, 2012-August 20, 2012
1. On August 9th , 2012, Operation Summer Clearance was conducted. The details of this
operation were to serve arrest warrants of subjects identified as selling narcotics or
conspiring to sell narcotics in the City of South Miami. The operation netted thirteen
(13) subjects identified as illegal narcotics dealers, six (6) were taken into custody and
one (1) was subsequently arrested by his probation officer. The remaining six (6)
subjects have Arrest Warrants issued and have been entered in the Local and
FCIC/NCIC Data base.
11. On August 14th and 15 t\ 2012, GIU Detectives conducted a surveillance detail on local
businesses due to some armed robberies in the area. During the detail, detectives
assisted Uniform Patrol in the apprehension of a burglary subject that broke into a
business located at 5806 Sunset Drive: Green Apple. While inside Green Apple, the
subject was in the process of breaking through the wall to burglarize the business next
door, 5802 Sunset Drive: Elements of Time. The subject and his girlfriend were
arrested for Armed Burglary.
Professional Compliance Division
1. Five (5) Officers scheduled and completed their annual physicals, an additional four are
scheduled for later this week.

accreditation.
Training Classes

Sarasota, FL. -40 hours

Code Enforcement Division
Chief Coordinating Office:
I. Continued to coordinate the development and launching of a city-wide volunteer
program.
II. Digitizing Project -On-Going: working in collaboration with IDC to inventory all
city departments' documents to identify what needs to be stored, scanned or
destroyed according to the State's Records Retention schedule. A resolution is
being prepared and will be presented at the next commission meeting.
III. ERP Project: Continued to work on the Enterprise Resource Planning (ERP) in
collaboration with the IDC Department.
IV. Sylva Martin Refurbishment Project-On-Going: As part of the ERP project,
working with IDC, P/W'slBuildinglP&Z/ and Finance to refurbish the Sylva Martin
Building to ultimately consolidate the community development departments·
(Building, Code & P & Z) in one location and thereby create a streamlined and
more efficient process.
V. OneSolution Community Development Modules: began staff training for the Land
management module; codes for the land file were reviewed. Continued to
coordinate, and facilitate the various business process analyses between SunGard,
IDC, and city staff. The CE module training is scheduled to begin Tuesday, August
21, 2012, for 4 days. Inter-departmental coordination includes the Building
Department, Special Events, Land, Code, P/W's, and partially the Finance
Department.
VI. GIS: Continued to work with IDC staff and Miami-Dade County's GIS, Planning &
Zoning, and Property Appraisal Departments to identify and address the City'S
geographical/mapping needs.
Code Enforcement/Licensing/Special Events
1. During this period, this division collected and/or was instrumental in the collection of

Il. Continued to conduct shopping cart removal sweeps throughout the city; 9 shopping
carts were removed from the city.
Ill. Five (5) business accounts were closed and 7 transferred.
iv. CE received and reviewed 8 new business (BTR) applications; new business
applications are a direct result of proactive field inspections; 96 inspections were
conducted during this period
v. Eighty-four (84) building permits were reviewed and returned in a timely manner
within 1 or 2 days.
VI. CE reviewed, verified, and returned nine (9) permits for the ERPB in a timely manner,
within 1 or 2 days.
Vll. CE received. and responded to 34 citizen complaints within 24 hours. One-hundred
thirty-three (133) proactive field inspections were conducted during this period.
Vlll. CE issued 45 courtesy notices; 9 notices of civil infractions with fines; and removed
75 snipe/illegal signs from the City'S right-of-ways, and successfully closed. 30 cases:
a. Snipe/illegal signs are signs placed/stuck on the city's right of ways advertising
a variety of things such as homes for sale, classes, etc.
b. Closed cases. include courtesy cases complied with and fines paid for.
ix. Continued removal of small graffiti notices from throughout downtown with
biodegradable product.
x. Received and conducted 35 new lien search requests.
Special Events Coordination
1. Collaborated with Parks & Recr.eation on the preliminary stages of the Back-Pack
Give-A-Way, which will be held on August 16,2012 at the Gibson-Bethel Community
Center.
Il. In collaboration with the CRA and South Miami Police Department, a Prevention Fair
-Child Safety Day, was held on August 18, 2012, at 10:30 a.m. -2:30 p.m., at the
South Miami Police HUD Sub-station, (6726 SW 59 Place). A Child Identification Kit
was distributed to at least 30 parents who. attended the event. There was finger printing,
face painting, and refreshments at the event.
111. Processed and routed reimbursement in the arnountof $80.00 for One Good Tea, LLC,
for a commercial shoot held at a private resident's horne.

IV. Meetings are being held with business owners and cultural groups who will be assisting
with the preparations for Safe Streets Halloween.
v. Planning the Veteran's Day Celebration event set for November 12,2012, at City Hall.
vi. Working in collaboration with the 1 ST National Bank of South Miami to prepare for the
South Miami Elves Parade which will be held on Sunday, December 2,2012.
V11. Community Policing Program: CE is working in collaboration with the CRA, and the
South Miami Police Department, to conduct safety training for residents on "How to
secure your horne". Meeting date to be determined and announced.

Professional Development
1. Coordinating One Solution training for all support staff to ensure full utilization of the
software as well as all pertinent staff members. This'training will provide the city's
support staff with the tools necessary to properly assist each other, as well as residents
and business owners with permit applications, property research, data entry, and public
information.
11. Began the One Solution training for Community Development modules.
Human Resources Report
1. The Human Resources Department is invites all interested staff, residents
and friends to join the "Weight Watcher's at Work" program as part of the
South Miami Wellness Program. We enjoyed two very successful cylces of
the program and are seeking new members so that we may continue to offer
this valuable benefit. Discounts are available for all participating

11. We are currently seeking qualified applicants for the Project Manager in our
Public Works Department. Qualified applicants must submit a completed
application to the Human Resources Office by August 24,2012.
111. We are actively recruiting for the South Miami Police Department's Reserve
Police Officer Program. Only certified officers are eligible for this position.
Applicants must submit the City Application with copies of all certifications
to the Human Resources Office. Recruitment will continue until further

IV. Attended collaborative meeting with the Police Department and finance
to organize and better manage the US DOJ Bulletproof Vest grant.
v. Submitted proposal for a community garden in the Community
Redevelopment Area to the Health Foundation of South Florida.
VI. Submitted water and sewer project proposal for General Obligation
Bond (GOB}funding in the amount of$615,200.00. The project will
entail design and construction activities associated with the installation
of forcemains, water and sewer lines, and hydrants.
Vll. Attended collaborative meeting with Code Enforcement, Planning and
the Green Taskforce to discuss landscape processes for residential and
commercial properties within the City of South Miami.
V111. Assisted the City Attorney to resolve on-going legal issues with the
contractor (M. Vila) for Sunset Drive, Phase IV project funded by the
Florida Department of Transportation and to ensure that the City is
reimbursed the retainage for Sunset Drive, Phase IV project.

Engineering and Construction Division
The following is a status report of on-going projects.
Manor Lane Traffic Calming Project: The City is seeking a response with the County on
their review status.
Request for ADA Title II Accessibility-Sidewalk along the east side of SW 62nd Ave from
SW 72nd St to US-1: The City is continuing to assist the County on this matter. There are
no changes since the last report.
Alleyway Drainage Improvements in the vicinity of Sunset Drive and SW 58th Avenue:
Contract execution is in progress and a pre-construction meeting is scheduled for this week.
Commerce Lane Road Resurfacing and Streets cape Project: Contract execution is in
progress and a pre-construction meeting is scheduled for this week.
Progress Lane Drainage Improvements: A pre-construction meeting is scheduled for this
week and contract execution is in progress.
Pinecrest Villas Traffic Calming Project: As directed by the Commission, Public Works is
coordinating with Central Services to rebid the project.
Dante Fascell Tennis Center Sidewalk Upgrade and Repair: Public Works is coordinating
with Central Services to rebid the project.
National Flood Insurance Program -Community Rating System: The City is preparing a
flood awareness page on the City's website. This page will have information on flood data
and statistics, FEMA and insurance information.
Mango Terrace Traffic Calming Project: The designer finalized the traffic calming report-
on July 19, 2012. Survey ballots will be distributed to the neighborhood to determine the
most favorable traffic calming option for the City to implement.
Sunset Drive Median -Downtown: Three (3) bids were received on July 24, 2012. Public
Works and Central Services are continuing to review the bids.
SW 64 th Street Corridor Improvements Phase II: Miami-Dade County approved the
additional funding for continued improvements on feeder streets located south of SW 64th
Street between SW 5ih Court and SW 59 th Avenue. Based on funding availability, it is the
intent to perform road resurfacing work on the aforementioned streets.
City Welcome Signs along US 1: Funding is proposed in next year's CIP budget.

Traffic Calming at SW 60 th Place and SW 42 nd Street: In accordance with county
requirements, concurrence letters were mailed to the four comer properties abutting the
intersection.

the city for the Solid Waste Division, mowed City Hall and right of ways,
pressure cleaned sidewalks downtown, and cleaned up downtown.

Parks and Recreation:
The following are the accomplishments that have taken place from August 7-August 20,
2012:
1. The City of South Miami has partnered with the Princeton Review to help prepare
for the SAT test. Classes will be held at the Gibson-Bethel Community Center. The
City has also partnered with VITA (Volunteer Income Tax Assistance Program)
which isa program that provides free income tax preparation for moderate-income
taxpayers.
11. On August 7, 2012 the Eye Institute provided screenings and give-a-ways for
seniors in the Senior Center.
111. On August 11,2012, The South Miami Grey Ghosts Soccer Club held a welcoming
Celebration Day at South Miami Park. Participants had the opportunity to meet
with the new club managers, register for the upcoming season, and receive soccer
tips.
IV. On August 16, 2012, we had our yearly backpack giveaway event at the Gibson-
Bethel Community Center. School supplies were distributed to the children of the
community and to those in the After School House Program.
v. On August 16,2012, two (2) Careplus representatives came to the Senior Center to
celebrate the seniors that were born during the month of August. They shared cake,
enjoyed live entertainment and refreshments.
VI. On August 17, 2012, summer camp staff organized an End of Camp Picnic and
Water Day at the Gibson-Bethel Community Center to close our ten (10) weeks
Summer Camp Program. The children enjoyed pizza, refreshments, live
entertainment and water activities.
Vll. On August 18, 2012, a Mock PRA test event was held at the Gibson-Bethel
Community. This is a free practice test and strategy session that helps identify .
strengths/weaknesses and boost students SAT or ACT scores.
Vlll. On August 19,2012, the South Miami Grey Ghosts Football teams played their first
game at Hialeah Park.

IX. On August 20,2012, the After-school Care Program began. The Community Center
will continue providing transportation to children from local schools to the Gibson-
Bethel Community Center.
Planning and Zoning
Zoning/Land Development Code/Comprehensive Plamling
a. The Department continues its review of the Future Land Use Map and Land
Development Code, working in conjunction with the Planning Board and the City
Attorney to provide recommended updates.
b. With the recent adoption of the FLUM amendment for the two remaining Madison
Square properties, staff will be transmitting the amendments to the Department of
Economic Opportunity pursuant to Ch. 163, Florida Statutes. The Planning
Department will continue working with the CRA to assist them in the adoption of a
new zoning category for this area as this item moves forward. The zoning
designation will be dependent the final development scenario chosen to be
implemented.
c. The Planning Department submitted a proposed zoning amendment to the Planning
Board on August 14, 2012, for the creation of a "new" Religious zoning category
that will be applied to the recently adopted Religious category in the City'S
Comprehensive Plan. The amendment will be coming before the City Commission
for review on September 4, 2012 in conjunction with the final reading of the
proposed FLUM amendment for the two church properties.
d. Planning staff is preparing an amendment to the City's Comprehensive Plan for the
adoption of an Education Element in order to be in compliance with the inter local
agreement between the City and the County School Board. Staff will have this, item
before the Planning Board for review in October.
e. The ERPB proposed an amendment to the front setback requirements for
nonconforming (by front setback) single-family residential structures. Staff
presented a proposed amendment to the Planning Board for review and
recommendation. The Board felt the amendment was unnecessary and
recommended denial of the proposal. This item will be coming to the Commission
on September 4,2012.
f. The Miami Dade Affordable Housing Foundations resubmitted a request for a
variance that is scheduled to be re-heard by the Planning Board on August 28, 2012.
This rehearing is due to an error on the part of their surveyor for 6487 SW 60th
Avenue.

g. The Planning Board reviewed a proposed amendment to the City's residential
lighting requirements at their August 14, 2012 meeting. A draft ordinance will be
presented to the Commission on September 4,2012.
h. A request for the abandonment of a portion of right-of-way along SW 82 Street at
SW 62 Avenue was submitted to the Department by the abutting property owner.
This street end is currently closed and has been landscaped for a number of years.
The Planning Department is reviewing the request with the City Attorney and the
Public Works Department, and will be bringing it to the Commission later this year.
1. The Historic Preservation Board held several meetings to discuss the development
and production of a historic walking tour brochure for the area east of the metrorail.
Staff is working with the Board to accomplish this in the current fiscal year. The
Board is close to wrapping up their draft brochure and go to publication.
J. The Planning Department is working on amending the City's Comprehensive Plan
and Future Land Use Map to see if it is feasible to eliminate the "story"
designations, and replace them with maximum densities and floor area ratios.
k. The Planning Department is currently drafting language to possibly allow for pop-
up restaurants. Staff will be looking at regulations adopted by other municipalities
to determine their potential for use by the City. Pop up restaurants are an ideal way
to utilize vacant commercial space and gain exposure for new culinary concepts.
