7~ 7 3 RESOLUTION NO. _____ _ 4 5 A Resolution urging and encouraging the Florida State Legislature to 6 enact legislation banning the marketing, possession, trafficking and 7 furnishing of "bath salts" containing dangerous synthetic drugs. 8 9 WHEREAS, certain synthetic hallucinogenic drugs marketed as "bath salts" are 10 powerful stimulant drugs that are suspected to have been designed to avoid prosecution; and 11 12 WHEREAS, "Ivory Wave", "Purple Wave", "Vanilla Sky", and "Bliss" are all 13 among the many street names of a so-called designer drug known as "bath salts"; and 14 15 WHEREAS, with recent developments involving individuals' use of "bath salts" 16 containing dangerous synthetic drugs, stricter measures must be taken to. stop the growing 17 prevalence of this designer drug; and 18 19 WHEREAS, users of dangerous drugs like "bath salts" contammg dangerous 20 synthetic drugs are terrorizing our communities and destroying lives; and 21 22 WHEREAS, citing an "imminent threat to public safety", the U.S. Drug 23 Enforcement Administration ("DEA") made illegal the possession or sale of all known 24 chemicals used to make "bath salts" for a one-year period; and 25 26 WHEREAS, the Mayor and Commission of the City of South Miami urge the DEA 27 to make the ban permanent, in order to protect our communities; and 28 29 WHEREAS, by marketing these products as "bath salts" and labeling them "not for 30 human consumption", the manufacturers and purveyors of these drugs have been allowed to 31 sell them with impunity; and 32 33 WHEREAS, in recent years, the abuse of "bath salts" has been increasing and have 34 become increasingly popular due to the perception that they pose a false sense that they are 35 a safer alternative to illegal methods of getting "high"; and 36 37 WHEREAS, "bath salts" are readily available on the internet, at convenience stores, 38 discount tobacco outlets, gas stations, pawn shops, tattoo parlors, and other locations; and 39 40 WHEREAS, the Mayor and Commission believe that legislation banning the 41 marketing, possession, trafficking and furnishing of "bath salts" containing dangerous 42 synthetic drugs will give law enforcement the tools they need to keep our streets safe from 43 this new and emerging drug that ruins lives and causes havoc in communities across the 44 country. 45 46 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY 47 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT: 48 49 Section 1. The foregoing "WHEREAS" clauses are true and correct and hereby 50 ratified and confirmed by the City Commission. 51 52 Section 2. The Mayor and Commission of the City of South Miami, Florida, 53 hereby urge and encourage the State Legislature to enact legislation that bans the marketing, 54 possession, trafficking and furnishing of "bath salts" containing dangerous synthetic drugs 55 within the State of Florida. The City Clerk is hereby directed and authorized to send a copy of this resolution to Governor Rick Scott, and to all State Representatives, State Senators, the presiding Officers and Council members of the municipalities in Miami-Dade County, and to Richard Kuper, Esquire, Executive Director of the Miami-Dade County League of Cities. Section 4. This Resolution shall become effective upon adoption.
