1. Finance has received each affected department as it relates to the possibility of
annexation. Finance continues to work on completing calculations for the
financial costs related to the possibility of annexation.
ii. Finance continues working with Paychex on the importing of the payroll general
ledger transactions into the accounting system. Furthermore, Finance is working
with Human Resources 'and Paychex on creating the correct formatted file'to
provide to the pension administrator.

IV. Emergency Debris Remova1: .' Thr(mgh market research~ located a contract from
the City of Miami for Emergency Debris Removal. The contract provides for
piggybacking and Will :be" oil the agenda for June 12th for Commission approval.
This service will be utilized after a hurricane or similar natural disaster that
would required the removal of debris to clear roadways and sidewalks.
v. IT Scope of Work: Submitted a draft scope of work for an upcoming RFP for
outsourced IT services. The IT function was previously outsourced
approximately two-years ago.
VI. Progress Road Improvements RFP: The RFP was issued on May 24th. A
mandatory pre-bid meeting was scheduled Thursday, May 31; fourteen (14)
companies attended. Proposals are due on Wednesday, June 13 th .
vii. Staff continues to assist departments as they interface with the OneSolution
module for issuing requisitions, purchase orders and entering vendor registration
information.

111. During the month of June, the Police department is continuing the process of training
all of its members on the "Mobile Rield Reporting" for the new O.S.S.l. system. This
portion of the system will go live at the end of the month.
iv. On Wednesday June 6th
, newly selected K-9h~ndler Ralph Gonzalez and K-9 Hero
were certified and their graduation ceremony was held at the Pembroke Pines Police
Department. After the awards ceremony the handlers put on a demonstration with~ their
K-:-9' s for those in attend<!llce.
v. On'May 21 st; a' panel 'convened for the 'purpose of , reviewing essays received by
students from the South Miami K -8 Center for the naming of our newly acquired K -9.
,A~rroximately ?O essay~ were .r~viewed and the name ':Hero" was chosen. On May

K-8 center and announced the winner. The 'student who wrote the essay recommending

1. On 06/05/2012, Luis Felipe Moya was apprehended'by the US Marshals Fugitive Task
Force in New' York City. Moya was being sought for a hit and run crash which
occurred on 57th Ave. & S. Dixie Highway, in which aU ofM student was seriously

11. On 06/05/20 12~ GIU personnel responded to the County Stockade to' conduct an
interview of a subject who admitted to committing a burglary of a residence in 2011.
The subject was subsequently charged with burglary. '
111. On 06/05/2012, GIU personnel were requested to the Shops @ Sunset Place because of
a stabbing. Based on information developed during the investigation, the subject was
identified and turned himself in that evening and arrested for aggravated battery.

IV. On 06/0612012, Detectives assigned with DEA participated in an operation involving
two (2) marijuana grow houses in Palm Beach County. A total of 162 marijuana plants
were recovered with a street value of $1 ,500,000.00.

\ U/C detectives worked a surveillance/detail at the
Empire Lounge after receiving complaints that there was possible illegal drug abuse
and underage dri~ing occurring at this location. U/C detectives arrested one (1) B/M,
18 y.o.a., for possession of marijuana. No other offenses were observed and the detail
ended as the party ending.

New business applications are a direct result of proactive field inspections; 43 inspections

CE reviewed, verified, and returned one (1) permit for the ERPB in 'a timely manner; within
1 or 2 days.
CE received and responded to 14 citizen complaints within 24 hours. Thirty (30) proactive
field inspections were conducted during this week.

IX. CE issued 16 courtesy notices; 2 notices of civil infractions with fines; and removed 30
snipe/illegal signs from the City's right:-of-ways, and successfully closed 31 cases:

things such as homes for sale, classes, etc.

Professional Development
1. Continued to coordinate the training for Jackie Dye and 2 new FlU students to ensure full
utilization of all staff members. TheSe training wili provide Jackie and the interns the tools
to properly assist staff with property res~arch and data entry.
f. Human Resources:
1. The next Paychex Training is scheduled for Wednesday, June 13, 2012 for the
implementation of the Employee Online System. We are very pleased to offer this new, easy
access system for our employees and will keep you posted on our progress.

II. We are actively recruiting for the South Miami Police Department's Reserve Police Officer
Program. Only certified officers are eligible for this position. Applicants must submit the
City Application with copies of all certifications to the Human Resources Office.
Recruitment will continue until further notice.
111. The Human Resources Department is pleased to present "Weight Watcher's at Work" as part
of the South Miami Wellness Program. The meetings are held on Tuesdays at 12:00 p.m. in
the Commission Chambers. The program is open to all employees, residents, and friends.

v. Pinecrest Villas Traffic Calming Project: The Interlocal Agreement was signed by city

, VI. Storm water Master Plan Update: The County released the storm water study data to the
City. The data collection and evaluation of the information is complete and storm water
modeling activities to determine potential flooding scenarios have begun.
Vll. National Flood Insurance Program -Community Rating System: The National Flood
Insurance Program's (NFIP) Community Rating System (CRS) is a voluntary incentive
program that recognizes and encourages community floodplain management activities that
exceed the minimum NFIP, requirements. As a result, flood insurance premium rates are
discounted to reflect the reduced flood risk resulting from the city actions meeting the three
goals of the CRS:
1. Reduce flood losses;
2. Facilitate accurate insurance rating; and'
3. Promote the awareness of flood insurance.

XIV. Peacock Crossing sign installations at All-American Park: To protect and ensure the
safety of these animals, installation of the signs has commenced and is expected to be
completed by the end of the week, weatherpermitting.

1. On June 4, 2012, Humana conducted blood pressure screening at the Senior Center.
II. On June 7, 2012, a Matter Balance workshop was held at the Senior Center to educate seniors on

i. ZoninglLand Development Code/Comprehensive Planning
The Department continues its review of the Future Land Use Map and Land Development Code,
working in conjunction with the Planning Board and the City Attorney to provide recommended

updates. The following amendments are currently being evaluated by the Planning Department and
the Planning BoardlLP A.
1. An amendment to create a new category called Neighborhood Mixed-Use, a three-story
transitional zoning district th~t could be applied to a transitional zone between Mixed
Use/Multi-Family and Single-Family zoning districts was reviewed by the Planning Board at
their April 24th meeting. They provided staff with direction to amend the proposal. Staff is
preparing additional language to take back to the Planning Board in July.
11. A land use amendment to change the two remaining parcels for the Madison Square projeet
from single.:..family residential to mixed use commercial/residential. This item went before the
Planning Board acting in their capacity as the Local Planning Agency (LPA), at their April
24,2012 meeting, and failed to receive a favorable recommendation by a tied vote. This item
will becoming before the City Commission, at the July 24th Dleeting ..
lll. A Future' Land Use Map amendment to change the existing land use designation for
Fellowship Baptist Church and University Christian Church, from PubliclInstitutional, 4--,
story, to Religious lnstitution 2-story. This item had to be pulled due to art ~rror in the
required notification. It is scheduled to be re-heard by the Planning Board at their June 19, .
2012 regular meeting. This item is scheduled to come before the City Commission in JUly.

IV. The Planning Department will be submitting a Future Land Use Map (FLUM) amendment to
the Planning Board on June 19,2012 to apply the recently adopted Hospital category to t4~
Larkin Hospital property to bring it into conformance with the existing use. This item is

v. Planning Staff attended a Joint Planning Forum of the School Site Planning and Construction
Committee and Staff Working Group, on May 17, 2012 at 5:30PM. The question came up on
thetimytable for the,adoption qfthe City's Education Element, incompliance with th~iriter
local agreement with the County School Board. Staff hopes to have this, item before the .
Planning Board for review in August.
VI. On June 5th, theERPB reviewed and recommended approval of the proposed swimming'
pooL amendment. This item is being reviewed by the Planning Board onthe next reg4lar
meeting June 19, 2012, followed by the City Commission. This item was an ERPB request
by the Board.
At the request of the ERPB, a second review will be performed of the two (2) proposed amendments
to their Powers & Duties ordinance at the ,next regular scheduled June 19,2012 meeting. The Board

requires that all architects must be licensed and registered with the State of Florida by the (DPR)
and the Board of Architects and Material Design.

licensed architects and one (1) licensed landscape architect. The remainder of the board can be

The proposed amendments recommended by the ERP B to the aforementioned sections will be
presented to the City Commission on July 24, 2012.
a. The Miami Dade Affordable Housing Foundations will be resubmitting a request for a
variance to the Planning Board on June 19, 2012. They are requesting, a rehearing of this
variance due to an error on the part of their surveyor for 6501 SW 60 Avenue.
b. A request for the abandonment of a portion of City right-of-way for 6310 SW 65th Avenue
will be heard by the Planning Board on June 19, 2012 before coming before the City
Commission in JUly. Staff is working with the City Attorney and the' property owner on this
item.
c. The Planning Department in conjunction with Public Works and the Building Department
met with a representative from the National Flood Insurance Program (NFIP) as part of the
City's 2012 Community Rating Service (CRS) cycle verification on May 15,2012. Based on
the initial responses from'the Tri'silrance Services Office (ISO), there may be an 'opportunity
for the City to increase its rating (insurance reduction) from an 8 to a 7. The Planning

Department and Public Works is working towards this rating reduction, to further reduce
flood insurance premium costs.
e. The Metro South Apartments project located at 6101 Sunset Drive has been postponed from
the ERPB of June 19 th 'regular meeting.
Please note that this project was exempted from the proposed revisions to Section 20-8.9 -
Special Exceptions by the City Commission, and therefore will not come before the Planning
Board or City Commission for review and approval.

and the Property Appraiser's office, and the County GIS, in conjunction. with Code
