The Police Department considers the safety of its officers of the utmost importance and desires to have the ability to quickly and accurately locate an officer's vehicle should he or she is unable to respond to the radio due to an emergency or injury. The Automatic Vehicle Locators (AVL's) will interface with the OSSI product, which has been installed at the Police Department. The AVL software system allows for greater accountability, officer safety and faster response time. The Reserve Officer program is being expanded to 15 officers. These four (4) AVL's will be installed in vehicles used by the reserve officers who augment the deployment of patrol units. Whereas, the safety of the South Miami Police Officers is of the utmost importance to both the City and the Police Department, and being able to quickly and accurately locate an officer's vehicle should he or she be unable to respond to the radio due to an emergency or injury, is an important function of the dispatch center, and Whereas, the Automatic Vehicle Locator (AVL) software will interface with the 0551 product, allowing police dispatchers to send the police units closest to emergency calls, for the fastest delivery of police services possible, in order to better serve our City's population, and Whereas, the AVL system allows for greater accountability, officer safety and faster response time, and Whereas, the SunGard Public Sector is the sole source of a vehicle locator system (the AVL) that can interface with the City's 0551 product and the 0551 product is necessary for the operation of the AVL system; and Whereas, this equipment is permissible under Section VIII, A, 1, (d) of the "Guidelines of Equitable Sharing for State and Local Law Enforcement Agencies" and necessary for the operation of the Police Department.
