3 A Resolution of the City of South Miami supporting Central Everglades
4 Planning Project.

6 WHEREAS, the Greater Everglades Ecosystem is a globally imperiled habitat and the
7 primary source of drinking water for (insert municipality); and
8 WHEREAS, Everglades National Park is critical to South Florida's tourism, with nearly
9 a million people visit each year; of whom 30 percent are from outside the United States
10 WHEREAS, the Everglades ecosystem has continued to decline in the face of restoration
11 delays and an expedited solution is needed to increase the quality, quantity, timing and
12 distribution of freshwater flows into the central Everglades, Everglades National Park and
13 Florida and Biscayne Bay; and
14 WHEREAS, increased deliveries of water south of Lake Okeechobee will reduce
15 damaging discharges to the Caloosahatchee and St. Lucie estuaries; and
16 WHEREAS, the goal of the Central Everglades Planning Project (CEPP) is to
17 significantly reduce planning times and deliver a finalized plan, for a suite of restoration projects
18 in the central Everglades within 18 months,
19 WHEREAS, full support and funding by the State of Florida and the U.S. Congress is
20 needed to implement this project, protect regional water supply, create much needed jobs and
21 strengthen the local economy.
22 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
23 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT:

25 Section 1. The City of South Miami Commission supports the completion of a project
26 implementation report (PIR) through the CEPP by May 2013 that addresses key obstacles for
27 restoring freshwater flows and implements meaningful ecological and economic benefits toward
28 restoring America's Everglades.
29 Section 2. The City of South Miami Commission hereby urges the SFWMD, the State of
30 Florida to support the Central Everglades Planning Project.

32 Section 3. The City of South Miami Commission hereby urges the U.S. Congress to
33 support the Central Everglades Planning Project.

35 Section 3: If any section clause, sentence, or phrase of this resolution is for any reason
36 held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect
37 the validity of the remaining portions of this resolution.

39 Section 4. This resolution shall become effective immediately upon adoption by vote of
40 the City Commission.
