77 1 RESOLUTION NO. ----- 2 3 A Resolution providing the City Manager with instructions on how the 4 City Commission desires the City Manager to proceed with regard to 5 the proposed Murray Park Community Pool. 6 7 WHEREAS, the City has secured grants for an estimated amount of one million two 8 hundred thousand ($1,200,000.00) dollars to build a community pool; and 9 10 WHEREAS, the City Manager has requested directions from the City Commission as to 11 how the City desires the City Manager to proceed with regard to the construction of the 12 community pool; and 13 14 WHEREAS, the City Manager has suggested the following possible courses of action 15 ("COA"): 16 17 COA 1: Continue negotiating with the YMCA for the management of the Gibson-Bethel 18 Community Center as well as the pool, terminate the YMCA's lease of the South Miami 19 Park and, if a pool operator's agreement can be, in the City Manager's estimation, timely 20 executed, hire a design build firm and construct the pool. 21 22 COA lA: Continue negotiations with the YMCA for the management of the Gibson- 23 Bethel Community Center as well as the pool, renegotiate the YMCA's lease of the South 24 Miami Park and, if a pool operator's agreement can be, in the City Manager's estimation, 25 timely executed, hire a design build firm and construct the pool. 26 27 COA2: Continue the process of hiring the design build contractor and construct the pool 28 with the City of South Miami operating the pool. The City would either enter into a 29 contract with the YMCA to act as the pool operator or the City would absorb the total 30 operational and maintenance costs associated with the pool. 31 32 COA3: Same as COA2 but the CRA would absorb the costs associated with the total 33 operation and maintenance of the pool provide this course of action is approved by the 34 the CRA and Miami-Dade County. 35 36 COA4: Continue the process of hiring the design build contractor and build the pool and 37 during that time attempt, for a third time, to find a pool operator using the RFP process. 38 39 COA5: A combination of any of the aforementioned COAs or an alternative. 40 41 COA6: Discontinue any further attempts to build the pool and return the money already 42 expended (approximately $198,000) to Miami-Dade County from the City'S General 43 Funds. 44 Page 1 of2 1 2 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY 3 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: 4 5 Section 1. The recitals set forth hereinabove are hereby made a part of this resolution by 6 reference. 7 8 Section 2. The City Manager is hereby authorized to move forward with Course of 9 Action number _ as set forth in the recitals with the following additional direction: 10 11 12 Section 3.
