Subject: A Resolution authorizing the City Manager to purchase Automatic Vehicle
locators (AVl's) for the Uniform Patrol vehicles, (37 devices) from
SunGard Public Sector, a sole source vendor, using account #615-1910-
521-5205 (Federal Forfeiture Computer Supplies) in the amount of
$28,897.00.
Background: The Police Department considers the safety of its officers of the utmost importance and
desires to have the ability to quickly and accurately locate an officer's vehicle should he
or she is unable to respond to the radio due to an emergency or injury. The Automatic
Vehicle locators (AVl's) will interface with the OSSI product, which has been installed at
the Police Department.
The AVl software system allows for greater accountability, officer safety and faster
response time.
This proposed expenditures for new equipment are permissible under Section VIII, A, 1,
(d) of the Department of Justice publication titled: "Guide to Equitable Sharing for State
and Local Law Enforcement Agencies".
Expense: $28,897.00 with a current balance of $60,800.00

8 Whereas, the safety of the South Miami Police Officers is of the utmost importance to
9 both the City and the Police Department, and being able to quickly and aClilurately locate an
10 officer's vehicle should he or she be unable to respond to the radio due to an emergency or
11 injury, is an important function of the dispatch center; and
12
13 Whereas, the Automatic Vehicle Locator (AVL) software will interface with the OSSI
14 product, allowing police dispatchers to find and send the police units closest to emergency
15 calls, for the fastest delivery of police services possible, in order to better serve our City's
16 population; and

18 Whereas, the AVL system allows for greater accountability, officer safety and faster
19 response time; and

21 Whereas, the SunGard Public Sector is the sole source of a vehicle locator system (the
22 AVL) that can interface with City's OSSI product and the OSSI product is necessary for the
23 operation of the AVL system; and

25 Whereas, the funds intended to be used to purchase the AVL are Federal Forfeiture
26 funds and the purchase of this equipment with such funds is permissible under the "Guidelines
27 of Equitable Sharing for State and Local Law Enforcement Agencies" and will enhance the
28 operation of the Police Department.
29 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
30 CITY OF SOUTH MIAMI, FLORIDA THAT:
31 Section 1. The City Manager is authorized to purchase 37 AVL's from SunGard Public
32 Sector to be installed in the Uniform Patrol vehicles, using account #615-1910-521-5205
33 (Federal Forfeiture Computer Supplies), for an amount not to exceed $28,897.00.

35 Section 2: If any section clause, sentence, or phrase of this resolution is for any reason
36 held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect
37 the validity of the remaining portions of this resolution.

39 Section 3: This resolution shall become effective immediately upon adoption by vote of
40 the City Commission.

This Quote constitutes an Amendment to the Software License & Services Agreement and the Maintenance Agreement (together. the "Contract and Agreement")
by and between the parties hereto. The product and pricing information detailed above comprises the "Exhibit 1 If schedule attached to this Amendment. Except
as otherwise provided herein, all tenus and conditions of the Contract and Ag.reement shall remain in full force and effect.
Any interfaces listed above are interfaces only. Customer shall be responsible for obtaining the applicable software, hardware and system software from the
appropriate third party vendor.
Any software applications listed above which are solely owned by SunGard Public Sector ~e tlBaseline Component Systems" under the provisions of the Contract
and Agreement. Before signing this Quote, please contact your Account manager if you are not certain which software applications are owned by SunGard Public

Any hardware or other third party products and services listed above, including third party software, are nPay Agency Products" under the provisions of the

For training and on-site project management sessions which are cancelled at the request of Customer within fourteen (14) days of the scheduled start date,
Customer is responsible for entire price of the training or on-site project management plus incurr~d expenses.
Payment Terms are as Follows:
License, Conversion, Project Planning, Project Management, Hardware and Third Party Software Fees are due upon execution of this Quote. Training,
Professional Services and Travel/Living expenses are due as incurred monthly. Installation is due upon completion. Additional services, if requested, will be
invoiced at then-current rates. Any shipping charges shown are estimated only ~ actual shipping charges will be due upon delivery. Hardware and Third Party
Software Implementatiop-is due 50% on execution of this Quote, and 50% due upon invoice, upon completion.
SunGard Public Sector Application Annual Support -the initial term of Maintenance and support Improvements is included in License Fees and begins upon
execution of this Quote and extends for a twelve (12) month period. Subsequent terms of support will be for twelve (12) month periods, commencing at the end
of the initial support period. Support fees shown for the second term of support shall be due prior to the start of that term. Fees for subsequent terms of support
will be due prior to the start of that term at the then prevailing rate. Third Party Application Annual Support Fees -payment terms shall be as provided by the

The Trimble Placer line of GPS receivers has a proven track
record of exceptional reliability and longevity. Continuing our
tradition of high performance and robust GPS receivers for
mission-critical applications are two state-of-the-art Trimble
models: Placer Gold APU and Placer Gold Dead Reckoning Unit
Plus.
These Placer Gold models are equipped with two independent,
configurable RS232 serial ports (both of which may be used
with an RS232 to USB 2.0 adapter), as well as user selectable

Mobile GPS Receiver with Dead Reckoning
DesigneU fon use(in(area$(where satellite signals are intermittently
blocked, the Placer Gol~1 Dead Reckoning Unit Plus (DRU Plus)
model includes all the features of the Placer Gold APU model and
adds dead reckoning capabilities. The DRU Plus outputs dead
reckoning position data in the absence of satellite signal reception
using a built-in angular rate sensor, a vehicle speed input and a
reverse signal input. This allows dispatchers and managers to track
vehicles through obstructed areas, such as tall buildings, tunnels or
mountains.
