A resolution of the Mayor and City Commission of the City of South
Miami, Florida consenting to and confirming the appointment of
Lorenzo Woodley as the Director of Parks & Recreation for the City
of South Miami.
It is recommended that the Mayor and Commission adopt the
attached resolution consenting and confirming Lorenzo Woodley as
the Director of Parks & Recreation for the City of South Miami.
Article III, Section 5 and Article VI, Section 7 of the City of South
Miami City Charter require the City Commissions consent for the
appointment of Department Directors.
The position was advertised as required by City policy. A selection
Committee, comprised of Alan Ricke, Director of Parks &
Recreation, Town of Cutler Bay; Jos~ Rilo, Park Manager, City of
Miami; and LaTasha Nickle, Human Resources Director
interviewed the eligible candidates. As described in the attach
memorandum, the Committee unanimously recommends Mr.
Woodley for the position. The City Manager presents the
appointment of Mr. Lorenzo Woodley to the Mayor and
Commission for consent.
The Department of Parks and Recreation is responsible for the
City's planning and development of parks and facilities that are
environmentally sensitive, providing diverse leisure-time
opportunities, supporting the community's vision and desires, and
maintaining the value over time. The department is also
responsible for providing high quality, high impact recreation
experiences by organizing, promoting, and delivering programs and
services to our community
The Parks & Recreation Director position is an administrative and
professional position in the planning and development of parks and

facilities coordinating all of the City's Parks & Recreation functions
in a manner consistent with the City's mission and objectives. The
Director is required to exercise extensive initiative and
independent, professional judgment in the oversight of all aspects
of the City's parks and environmental facilities use functions.
Mr. Woodley is well-qualified for the demands and responsibilities
of the position. He has more than eighteen years of experience in
the City's Parks and Recreation department in the position of Parks
& Recreation Supervisor and Assistant Direc~or of Parks &
Recreation. .

A Resolution consenting to and confirming the
appointment of Lorenzo Woodley as the Director of
Parks & Recreation for the City of South Miami,
Florida.
WHEREAS, the City Manager is recommending Lorenzo Woodley as the
Director of Parks & Recreation; and
WHEREAS, pnrsuant to Article III, Section 5 and Article VI, Section 7 of the
City of South Miami City Charter the City Manager has the power to appoint Directors of
the City Departments with the consent and conformance of the Mayor and the City
Commission; and
WHEREAS, the Mayor and City Commission wish to consent to and confirm the
appointment of Lorenzo Woodley as the Director of Parks and Recreation for the City of
South Miami.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. Consent and confirm the appointment of Lorenzo Woodley as the
Director of Parks & Recreation for the City of South Miami.
Section 2.. This resolution shall take effect immediately upon adoption.

Re: Report of Selection Committee for Parks & Recreation Director
The selection committee for the Parks and Recreation Director conducted interviews of
the certified, eligible candidates on January 5, 2012. The interview committee members
are:
Alan Ricke, Director of Parks & Recreation, Town of Cutler Bay
Jose Rilo, Park Manager, City of Miami
LaTasha Nickle, Human Resources Director
Three candidates were invited to interview:
Delvin Donovan
Lorenzo Woodley
Katharine Maseri
The redacted resumes and applications are attached to this memorandum for your review.
Following the interviews, the committee reached a unanimous decision concerning the
ranking of the three candidates for the position. The committee unanimously
recommends the selection of Lorenzo Woodley as the Parks & Recreation Director.
Some of the more noteworthy observations are set forth herein.
Mr. Rilo was favorably impressed by Mr. Woodley's hands-on approach to management
and his commitment to performing any and all necessary tasks to keep the programs
operating at peak: level-including driving a van or cleaning a restroom.
Mr. Ricke, a former Parks & Recreation Director at South Miami, noted that he could see
growth and development from five years ago. He stated that five years ago, he would not
have said Mr. Woodley was ready to be a Parks Director, but that based upon the very
favorable changes displayed in the interview, he felt that he could be successful in the
position.
The committee was also unanimous in its ranking of the other candidates, rating Mr.
Donovan second and Mrs. Maseri third.
