5To: From: Date: Slibject: Background: CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER INTER-OFFICE MEMORANDUM The Honorable Mayor and Members of :pty Commission Hector Mirabile, PhD, City Mana ge0( South Miami 2001 January 6, 2012 Agenda Item # __ -=="--__ A Resolution relating to budget; authorizing the City Manager to increase appropriations for expenditure account #615-1910-521-5205 (Federal Forfeiture Computer Supplies) in the amount of $35,300; an increase in appropriations for expenditure account #615-1910-521-5210 (Federal Forfeiture Operating Supplies) in the amount of $25,500.00; respectively, for GPS hardware for the patrol vehicles, Accreditation building improvements and assessment costs. The Police Department is in the process of getting State Accredited, which requires many building improvements such as the Property and Evidence Section. Patrol vehicles will also have GPS devices installed for officer safety purposes. Should an emergency occur and the officer cannot respond to the radio, he or she can be located through the GPS device. These proposed expenditures for new equipment are permissible under Section VIII, A, 1, (d) ofthe Department of Justice publication titled: "Guide to Equitable Shoring for State and Local Law Enforcement Agencies". Attachments: III Proposed Resolution 1 2 RESOLUTION NO.: _____ _ 3 4 A Resolution relating to budget; authorizing the City Manager to increase 5 appropriations for expenditure account #615-1910-521-5205 (Federal Forfeiture 6 Computer Supplies) in the amount of $35,300; and increase in appropriations for 7 expenditure account #615-1910-521-5210 (Federal Forfeiture Operating Supplies) in 8 the amount of $25,500.00; respectively, for GPS hardware for the patrol vehicles, 9 Accreditation building improvements and assessment costs. 10 11 Whereas, the Police Department is required to maintain communications and computer 12 equipment in order to enforce the laws of the State of Florida to provide for the public's safety, 13 and provide for disaster relief and homeland security, thereby making our community safer, 14 and 15 16 Whereas, Accreditation increases the law enforcement agency's ability to prevent and 17 control crime through more effective and efficient delivery of law enforcement services to the 18 community it serves, and 19 20 Whereas, the Property and Evidence Section under the Services Division is using outdated 21 equipment for storage, impoundment and documentation of property and evidence, crucial for 22 the successful outcome of criminal prosecutions; in order to meet State Accreditation standards 23 the room needs to be outfitted with new evidence lockers, and 24 25 Whereas, the Police Department desires to provide officer safety through the use of 26 Automatic Vehicle Locators (AVl) or GPS devices to be installed in all of the uniform patrol 27 vehicles, as planned in the 0551 project, and 28 29 Whereas, the Police Department has received confiscated revenue in the amount of 30 $61,241.90 in fiscal year 2012 from Federal Forfeiture Funds; and 31 32 Whereas, this equipment is permissible under Section VIII, A, 1, (d) of the "Guidelines of 33 Equitable Sharing for State and Local Law Enforcement Agencies" and necessary for the 34 operation of the Police Department. 35 36 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE 37 CITY OF SOUTH MIAMI, FLORIDA: 38 Section I. The City Manager is authorized to increase appropriations for expenditure 39 account 615-1910-521-5205 (Federal Forfeiture Computer Supplies), in the amount of 40 $35,300.00; ana increase appropriations for expenditure account 615-1910-521-5210 (Federal 41 Forfeiture Operating Supplies), in the amount of $25,500.00. 42 Section 2.
