REQUEST: An ordinance amending the Section A of the Building Department schedule of permit fees to increase certain new construction, repair and renovation fees, and reduce the roofing permit fees. BACKGROUND: ATTACHMENTS: At the December 6, 20 II City Commission meeting, it was requested that staff analyze the impacts of reducing the per square cost of roofing permits from the current $0.25 per square foot, to $0.14 per square foot, in keeping with the average permit fees from neighboring municipalities. Additionally, the Building Department analysis reviewed fees for new construction, alterations and repairs, and determined that the City of South Miami fees in these categories were generally lower than surrounding municipalities. The proposed changes increases several of these fees and reduces others. Details of proposed changes are enumerated in Section A of the building permit fee schedule that is attached. Draft Ordinance with Proposed Changes Ordinance No 04-11-2077 Section A; BUilding Department Schedule of Permit Fees BUilding Director's Memorandum 1 ORDINANCE NO. 2 3 An Ordinance amending the City of South Miami's existing Fee Schedule, 4 Ordinance No. 04-11-207; amending Section A of the Building Department 5 Schedule of Permit Fees. 6. 7 8 WHEREAS, it is the desire of the City Commission to revise several of its building 9 permit fees to be consistent with neighboring municipalities; and 10 11 WHEREAS, the Administration supports a revision to Section A of the Building 12 Department Schedule of Permit Fees; and 13 14 WHEREAS, the Building Department reviewed and analyzed the City's schedule of 15 permit fees and determined that the city's roofing permit fees were higher than those in . 16 . surrounding municipalities; and 17 18 WHEREAS, the Building Department reviewed and analyzed the City's schedule of 19 permit fees and determined that the city's permit fees for new construction, alterations and 20 repairs were lower than surrounding municipalities; and 21 22 WHEREAS, the City Commission desires to accept the recommendation of the City 23 Administration and enact the aforesaid amendments. 24 25 NOW, THJ:RJ:FORJ:, BE IT ORDAINED BY THE MAYOR AND THE CITY 26 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA: 27 28 Section I. Ordinance 04-11-2077 shall be amended as set forth in the attached Section 29 A; Building Department Schedule of Permit Fees. 30 31 Section 2. Any such fees may be waived or reduced by the Mayor and City Commission 32 byway of resolution. 33 34 Section 3: Severability. If any section, clause, sentence, or phrase of this ordinance is 35 for any reason held invalid or unconstituti.onal by a court of competent jurisdiction, this holding 36 shall not affect the validity of the remaining portions of this ordinance. 37 38 Section 4. Ordinances in Conflict. All ordinances or parts of ordinances and all section 39 and parts of sections of ordinances in direct conflict herewith are hereby repealed. However, it 40 is not the intent of this section to repeal entire ordinances, or parts of ordinances, that give the 41 appearance of being in conflict when the two ordinances can be harmonized or when only a 42 portion of the ordinance in conflict needs to be repealed to harmonize the ordinances. If the 43 ordinance in conflict can be harmonized by amending its terms, it is hereby amended to 44 harmonize the two ordinances. Director, Building Department SUBJECT: Review of Permit Fees for Roofing Permits DATE: December 20,2011 Pursuant to your request for a review of the roofing permit fees currently approved in the City of South Miami Schedule of Fees, the following analysis was conducted: Estimated labor man-hours and their associated costs for steps required for processing a roofing permit were determined, and applied to a "typical" roofing permit for a single family residence of 2,000 square feet. Staff involved in processing these permits include primarily a permit/plans coordinator with an average hourly wage of $15 plus benefits or approximately $18 per hour, a plans examiner with an average hourly wage of $54 with no benefits; and a roofing inspector with an average hourly wage of $28 plus benefits or approximately $33 per hour. Staff from other CSM departments is calculated at $50 per hour. Item 1-It takes time and effort for a permit clerk/coordinator to review, accept if correctly submitted, and process the application for the work. This includes date/stamping the documents, verifying the qualifications, insurance and bonding capacity of the contractor, and recording the information in the department computer system. The routing for approval from various review centers is initiated. Staff time required for processing item 1 is approximately 20 minutes by permit/plans coordinator (0.4 hrs @ $18/hr) for an approximate average cost of $7.20. Item 2-It takes time and effort for reviewers from the Planning/Zoning and Code Enforcement organizations to insure that the work conforms with local City Codes, and that no other outstanding violations exist at the property where the work is to be done. Staff time required for processing item 2 is approximately 2 hours by professional staff from the Zoning and Code Enforcement organizations (2.0 hrs @$50/hr) for an approximate average cost of $100.00. Dr. Mirabile Page 2 Item 3-It takes time and effort for a State of Florida licensed plans examiner to review the construction documents and confirm their concurrence with the Florida Building Code Staff time required for processing item 3 is approximately 30 minutes by plans processor (0.5 hrs@ $54/hr) for an approximate average cost of $27.00. Item 4-It takes time and effort for the permit plans coordinator to inform the applicant after all mandatory reviews have been completed that the permit can be issued upon payment of the appropriate fees to the CSM Finance Department It takes time and effort to issue the actual permit document/card once the preceding steps have been completed. Staff time for required processing item 4 is approximately 20 minutes by plans coordinator (0.4 hrs @ $18/hr) for an approximate average cost of $7.20. Item 5-It takes time and effort to acknowledge notifications from the contractors regarding when field inspections are ready to be done and to issue the appropriate routing instructions to the field inspectors. Staff time for required processing item 5 four times is approximately 5 minutes each by plans coordinator (0.4 hrs @$18/hr)foran approximate average cost of $7.20. Item 6-It takes time and effort to conduct an average of four (4) separate on-site field inspections by a State of Florida licensed Roofing Inspector while the roof is under construction, and when completed. Staff time for required processing of item 6 four times is approximately 50 minutes each by field inspector (3.4 hrs $33/hr) for an approximate average cost of $112.20 Item 7-Permit fee also pays for the costs to subsidize the expenses associated with office equipment and supplies and the operation of a city vehicle, insurance and gas costs to travel to the project site. Annual budget for these items is approximately $6,500 or approximately an average of $6.00per permit Item 8-It takes time and effort to close out the permit upon completion and final inspection. All documentation must be kept for ten (10) years. Staff time for required processing of item 8is approximately 15 minutes by permit coordinator (0.4 hrs @ $18/hr) for an approximate average of $7.20. Total approximate average cost for above items is $274.00 or $0.14 per square foot for a single family residence. The preceding value does not include cost of office space, equipment, code books, computers or other related expenses, which would increase the actual total cost It should be noted that our two closest neighbors, The Village of Pinecrest and the City of Coral Gables fees are at $0.23 and $0.15 respectively. In developing the above analysis, it was noticed that perhaps except for roofing fees, most of the permit fees charged by the City of South Miami are lower than for our adjacent municipalities. However, the reality is that a true comparison between municipalities is difficult given the various methodologies used by different jurisdictions to determine these fees. The permit fees are established by Ordinance by the City Commission upon the recommendation of staff. Overall "Building Department Schedule of Permit Fees" has not been increased since 2009 Roofing permit fees (and all other fees) can be lowered or increased by Commission action at any time at their discretion. If action is taken to modify fees at this time, perhaps consideration should be given to raising the new construction building permit fee from 1 % to 2% to match other municipalities. Your direction as to how to proceed will be appreciated. WHEREAS, the City reviewed fees schedules for Miami-Dade County and several municipalities; and, WHEREAS, the City found that fees for the County and other municipalities are higher than those fees included in the South Miami Fee Schedule; and, WHEREAS, the cost of services for Planning; Building; Parking; Parks & Recreation; Public Works; Central Services; and other related fees increased considerably in the past year with new services being requested; and, WHEREAS, the Mayor and City Commission desire to adopt a new Fee Schedule allowing funding which will cover the cost of services provided; and, WHEREAS, any such fees may be waived or reduced by the majority vote of the Mayor and City Commission by way of resolution. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. That Ordinance 21-09·2013 shall be amended by this Ordinance by replacing the Permit Fee IFee Schedule with the amended Permit Feel Fee Schedule as attached. Section 2.
