APPLICANT'S REQUEST The applicant, Rotary Foundation of South Miami, a non-profit organization, submitted a Banner Request Application requesting approval to hang a banner over Sunset Drive to promote the event "The 28th Annual South Miami Rotary Arts Festival". This is an arts festival that will be held on Sunset Drive in downtown South Miami February 25th through February 26,2012. APPLICABLE REGULATIONS The City Commission at its May 1, 2007 meeting amended the Land Development Code to require approval of all banners placed across a public street. The ordinance created Section 20-4.3(N) which sets forth regulations goveming the placement of banners. Section 20-4.3(N) ofthe Land Development Code states the following: 1. Organizations wishing to display a banner over rights-ofway in the City of South Miami must submit to the Planning Department a "Banner Request" application at least thirty (30) days in advance. 2. The city commission will review all requests and will determine whether the request conforms to the following guidelines: a. Only not for profit organizations may display banners; b. Banners for no more than three (3) special events shall be displayed at any given time; 2001 c. Banners may be displayed ten (10) to fourteen (14) days before the advertised event takes place; banners must be removed within (5) days after the end of the special event. d. Banner design, color, size, proposed location and wording must be approved by the city commission, and must be submitted along with request. 3. The organization displaying a banner must provide proof of public liability insurance naming the City of South Miami as additionally insured for the period of time banner is displayed. 4. The organization must pay a two hundred and fifty-dollar ($250.00) fee in advance or the actual cost incurred by the city to hang and remove the banner. The city commission may adjust this fee from time to time in order to reflect the current costs of installation. The city or one (1) of the first approved by the city to hang and remove the banners will be the only entities performing this task. The applicant has requested that the proposed banner be placed at 5880 Sunset Drive; and the installation of three pole banners along Sunset Drive from Red Road (SW 57th Avenue) to US-I; two pole banners along SW 73rd Street, from Red Road to US-I; and two pole banners along Red Road, from SW 74th Street to US-I, between February 13, 2012 through February 26,2012. The South Miami Rotary Art Festival takes place in the vibrant downtown area of South Miami on Sunset Drive (SW 72nd Street) from US 1 to Red Road (8W 57th Avenue) adjacent to The Shops at Sunset Place. The area is filled with historic buildings, restaurants and unique shops. Just three miles south of Miami's Coconut Grove, South Miami borders the University of Miami and the beautiful neighborhoods of Coral Gables and Pinecrest. There is free admission for patrons with ample nearby on·street and garage parking, free parking for artists, and convenient load in and out at artists' booths during set up and breakdown. When Saturday and Sunday, February 25-26, 10:00 AM - 6:00 PM both days. Where The festival is located in the heart of downtown South Miami, adjacent to the Shops at Sunset Place. It is held on Sunset Drive (SW 72nd Street) between Red Road (SW 57th Avenue) and US 1. Amenities for Artists We provide free coffee and donuts at headquarters both mornings. Booth sitters are available throughout the festival for brief breaks. There is boothside load in and load out from your vehicle. Artist Parking There is free parking for artists with their festival parking cards both in the South Miami Metrorail parking garage and on SW 74th Street for larger vehicles. Patron Parking Ample public parking is available both on-street and in garages. Parking machines take both cash and credit cards. Public Transportation The South Miami Metrorail and its parking garage are located directly across US 1 from the festival. Children's Alley We give booth space in our Children's Alley to local non-profits who can provide free educational and interactive activities for children. This allows parents with children a place for fun time that does not take away from the artists' revenues. A few of our partiCipants have been Aero Modelers of Perrine, Museum of Science, and the Southern Cross Astronomical Society. ATM location and Credit Cards ATM's are located in several banks on Sunset Drive adjacent to the festival, and most exhibitors accept credit cards. First Aid (provided by South Miami Hospital) The first aid tent is the red and white striped tent located at the intersection of SW 58th Avenue and Sunset between Chase Bank and the CVS. Qualified attendants can assist or refer you elsewhere as necessary Security South Miami Police are on the premises at all times including overnight. Festival Rules No solicitation by non-profit or commercial enterprises is allowed. In addition to bicycles, skateboards and skates, scooters, large signs and placards which could endanger or inconvenience festival goers are prohibited. Festivallnformation Page 1 of 1 Event History Applications Sponsors L EVENT HiSTORY In 1984 a dedicated group of Red Sunset Merchants Association members conceived an arts and crafts festival as a way to bring shoppers into the area and also to serve the community well by bringing the arts closer to the local population. Started as a small show with only 25 booths, it has grown into one of Miami-Dade's most anticipated festivals. The festival is now wholly produced by the dedicated volunteers of the Rotary Club of South Miami and its Rotary Foundation. Our artists come from all over the United States and from Canada. Over the years the show has added an educational Children's Alley and engaged local musicians to play during the juried event. Proceeds from our festival fund a full college scholarship for a South Miami student, elementary and middle school dictionary and atlas giveaways, and other local, national, and international service projects.
