For the past 28 years, the South Miami Rotary Art Festival has been held in the City of South Miami, and sponsored through South Miami Rotary. Attached is a copy of Resolution #155-03-11705, revising a policy related to requiring signature petition from businesses as previously established through Resolution #27-03-11576. Accordingly, the South Miami Rotary is not required to obtain signatures for this event. As per Resolution #85-06-12226, of June 6, 2006, "Mayor and City Commission agree to close Sunset Drive for the annual event", and "Rotary shall not be required to reimburse the City for lost parking revenues". The applicant paid for the deposit ($600), application ($60.00), and Street ($300.00), and pole banner fees ($300.00), for a total of$I,260.00. Enclosed are checks in the amount of $60 for the Special Event Application Fee, $600 for the Security Deposit, $300 for the installation and removal of our street banner and $100 for the installation and removal ofthe 7 pole banners. Also enclosed are copies of Resolution 155-03-11705 exempting the Red Sunset Merchants Association's South Miami Arts and Crafts Festival and others from certain fees and provisions of Resolution 27-03-11576 and Resolution 85-06-12226 establishing Rotary Club of South Miami as the sole owners of the aforementioned festival in which they had been partners for the entire 22 years of its existence and extending those exemptions to our organization .. Profits from this festival are used to fund an annual full pre-paid college scholarship for an at- risk middle school student in South Miami. This scholarship is in conjunction with Take Stock in Children who provide a full complement of support services throughout each child's middle and high school years to insure that the child stays in school, stays out of trouble, and makes grades that will allow admission to college. Our free dictionary and atlas project in conjunction with the Miami-Dade Public Library System awards over 3000 dictionaries and atlases to South Miami 3 rd and 5th grade students, respectively, as well as to several at-risk schools throughout the county. We would be happy to innumerate some of our other projects which vary according to needs of the community and the world some of which were the lighting of Rotary Field at Murray Park in South Miami and our ongoing sponsorship ofthe Interact Club at South Miami Senior High School. Prior to last year the City of South Miami provided grants to non-profits such as Rotary to help defray Police and Public Works expenses incurred at events such as this. Last year we understood that you had budget problems, but we continued to show the City as a sponsor in our publicity in hopes that you will be able to return to that status when budget allows. The city has always recognized the value of our art festival to bring many return visitors to South Miami raising awareness of all that we have to offer. In addition, our site plan is not yet firm due to negotiations, but our basic layout will not be much different. Our food court and Children's Alley are expected to move with the artists occupying the same areas of Sunset that they formerly did. Event areas shall be restored to equal or better condition than they were before the event started. 7. If all restoration work is not performed within 30 days of work completion, the City of South Miami Public Works Department may restore the event area and charge the applicant for the cost of restoration plus a minimum of 15% for administrative fee and any additional incidental fees. 8. Applicant must pay all fees prior to the start of their event(s). 9. Applicants that receive approval for their event more than thirty (30) days in advance shall notify the City of South Miami Special EventlMarketing Coordinator at least forty-eight (48) hours prior to start of their event. 10. No monetary payment will be accepted.
