SILENCE OR TURN OFF ALL CELL PHONES 7 8 The City Commission of the City of South Miami, Florida met in special session on 9 Tuesday, September 27, 2011, beginning at 7:43 p.m., in the City Commission Chambers, 6130 10 Sunset Drive. 11 12 B. ADD-ON ITEM(S) 13 (NONE) 14 15 C. ROLL CALL 16 17 The following members of the City Commission were present: Mayor Philip K. Stoddard, 18 Vice Mayor Valerie Newman, and, Commissioners Velma Palmer, Brian D. Beasley and Walter 19 A. Harris. 20 21 Also in attendance were: City Attorney Thomas F. Pepe, City Clerk Maria M. Menendez 22 and City Manager Hector Mirabile. 23 24 D. MOMENT OF SILENCE 25 By Mayor Stoddard. 26 27 E. PLEDGE OF ALLEGIANCE 28 The Pledge of Allegiance was recited in unison. 29 30 F. LOBBYIST(S) ADDRESSING THE CITY COMMISSION TONIGHT MUST HAVE BEEN 31 REGISTERED WITH THE CITY CLERK 32 33 G. PRESENTATIONS 34 35 Dr. Mirabile conducted a presentation with a list of major adjustments incorporated in 36 the proposed budget 2011-2012 after the September 13, 2011 budget hearing, considering 37 recommendations provided by the Commission. In addition, the City Manager presented the 38 appropriation amount breakdown by fund for the proposed FY 2012 budget. The following 39 were some of the items discussed: 40 41 • The federal lobbyist was removed from the budget; SPECIAL COMMISSION MINUTES -2 nd BUDGET HEARING 1 September 27, 2011 • Hybrid vehicles vs electric vehicles; 1 2 3 4 • Commissioner Harris requested insert pages with changes to the budget book instead of issuing a complete new book; 5 6 7 With some further comments this session was closed. 8 9 ORDINANCE(S) SECOND READING -PUBLIC HEARING(S) 10 28-11-2101 11 1. An Ordinance levying the millage of 4.6662 which represents the 2011 rolled- 12 back rate and is a 6% decrease from the City's current millage rate of 4.9526, for 13 the fiscal year 2011/2012. 3/5 14 (City Manager-Finance Dept.) 15 16 Moved by Commissioner Beasley, seconded by Commissioner Palmer to approve this 17 item. 18 19 At this time the public hearing was opened. 20 21 Yvonne Beckman said that the City could have done better this year and proceeded to 22 address the Commission with a list on how to reduce the millage. 23 24 Sharon McCain referred to the proposed acquisition of iPads for the Commission and 25 Sunshine Law related issues. 26 27 David Fry thanked everybody for cutting the budget, adding that the City Manager is on 28 the right track but that he could still do better. 29 30 31 With no further speakers the public hearing was closed. 32 With no further comments, the motion to approve this item passed by a 5-0 vote: 33 34 35 36 37 38 39 40 Commissioner Palmer: Vice Mayor Newman: Commissioner Beasley: Commissioner Harris: Mayor Stoddard: 29-11-2102 Yea Yea Yea Yea Yea 41 2. An Ordinance adopting the Capital and Operating Budget of $19,185,738 SPECIAL COMMISSION MINUTES -2 nd BUDGET HEARING 2 September 27, 2011 1 2 3 $19,159,736 and pay plan for the fiscal year 2011/2012. (City Manager-Finance Dept.) 4 Moved by Commissioner Beasley, seconded by Commissioner Palmer to approve this 5 item. 6 7 8 At this time the public hearing was opened. 9 Sharon McCain referred to the federal lobbyist line item which was removed from the 10 budget, urging the Commission to allocate that money for traffic calming. She then 11 recommended against the purchase of the proposed green car for Code Enforcement, and that 12 the money should be saved for traffic calming. 13 14 Yvonne Beckman spoke with concern about the decrease in property value in the City. 15 She then referred to the bike project, and to the green car initiative. She said that some of the 16 forfeiture fund should be used for the after-school program. 17 18 Bob Welsh referred to the line item for the League of Cities gala event and the line item 19 for the Chamber South membership. Speaking about the federal lobbyist, he said that since 20 their contract expires in January that perhaps they can get the projected $700 grant money for 21 the City before they go. 22 23 Oliver Von Gundlach thanked the City Manager for the negotiations of the union contract, 24 for the pension reform, and for the budget. 25 26 With no further speakers the public hearing was closed. 27 28 Vice Mayor Newman said for the record that she would be totally against the $2.9 29 million for the bike greenway, and that she would never approve it; she said that the condition 30 of the infrastructure of the streets is critical and in dire need of repair and that is where they 31 need to put the money. She said that we need to develop a plan in order to fix our 32 infrastructure. She then asked the Commission to give the City Manager clear direction for 33 fixing our infrastructure. 34 35 Commissioner Beasley said that the budget shows $1.05 million for drainage 36 improvement, and that the $2.9 million was unfunded; therefore, the budget clearly indicates 37 the intent to start fixing our infrastructure. He added that there is also over $700 for traffic 38 calming in the CIP. 39 40 At this time the City Manager provided information to the Commission about the 41 projected cost to fix all that needs to be fixed in the City. 42 SPECIAL COMMISSION MINUTES -2 nd BUDGET HEARING 3 September 27, 2011 1 Commissioner Palmer said that they should be aware of what our priorities are and that 2 she was not aware of the true condition of our infrastructure. 3 4 Dr. Mirabile explained that he tries not to use general fund money for traffic calming 5 because PTP dollars are free to us and we use those dollars for traffic calming. However, it 6 would be good to have money for street resurfacing and that comes out of general fund. 7 8 With regard to the $91,397, the Commission had various requests on how to use that 9 money, such as street resurfacing and sign age; however, the City Manager recommended 10 starting with the resurfacing and then the balance could be redistributed as per the direction 11 of the Commission at a future date. 12 13 Moved by Commissioner Beasley to move the $91,397 from the vehicles to road 14 resurfacing.
