A Resolution of the Mayor and City Commission of the City of South Miami,
Florida, authorizing the City Manager to execute construction contract with JVA
Engineering, Inc. in the amount of $15,120 for three Pinecrest Villas Traffic
Calming Speed Tables to be charged to People's Transportation Plan (PTP),
Account Number 124-1730-541-6490.
The City of South Miami ("City") desires to install traffic calming devices in the
Pinecrest Villas neighborhood as proposed in the traffic calming studies in an
effort to provide relief and improve quality of life to residents. Upon concurrence
from a majority of the residents, and the City Commission, Miami Dade County
has approved the installation of the three speed tables at: (1) SW 76th Street
between SW 59th Place and SW 60th Avenue; (2) SW 78th Street between SW
61st Avenue and SW 60th Avenue and (3) SW 78th Street between SW 59th
Court and SW 59th Avenue.
The City received 3 bids in response to the solicitation. Bids were received from
JVA Engineering Contractor, Inc., TJ Pavement Corp.and Homestead Concrete
& Drainage at $15,120, $15,180 and $16,089, respectively. The bids were
reviewed and it was determined that JVA Engineering is the lowest responsive
and responsible bidder for Pinecrest Villas Speed Tables.

WHEREAS, the Mayor and City Commission wishes to provide traffic calming to Pinecrest Villas along SW
76 th Street and SW 78th Street, and
WHEREAS, the City requested and bids were received from JVA Engineering Contractor, Inc., T J
Pavement Corp. and Homestead Concrete & Drainage at $15,120, $15,180 and $16,089, respectively.
WHEREAS, JVA Engineering Contractor, Inc. submitted a bid of $15,120.00, which is the lowest, most
responsive and most responsible bidder for Pinecrest Villas Traffic Calming Speed Tables.
WHEREAS, the total construction cost is $15,120, funded by People's Transportation Plan from Account
Number 124-1730-541-6490;
WHEREAS, the Mayor and City Commission desires to authorize the City Manager to execute a
construction contract with JVA Engineering Contractor, Inc. for three speed tables for Pinecrest Villas Traffic
Calming in an amount of $15,120.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA THAT:
Section 1: The City Manager is hereby authorized to execute the construction contract and issue a Purchase
Order to JVA Engineering Contractor, Inc. for the Pinecrest Villas Traffic Calming Speed Tables in the amount not
to exceed $15,120.
Section 2: The expenditure shall be charged to People's Transportation Plan Account Number 124-1730-541-
6490, which has account balances of $298,000, before this resolution was adopted.
Section 3. This resolution shall take effect immediately upon adoption.

A Resolution to propose traffic flow modification pursuant to a public hearing, the
installation and mainteuance responsibilities of tltree speed tables located within the
Pinecrest Villas Neigbborhood in the City of South Miami, Florida.
WHEREAS, the City of South Miami ("City") desires to install traffio calming devices in the Pinecrest
Villas neighborhood as proposed in the traffic calming studies in an effort to provide relief and improve quality of
life to residents; and
WHEREAS, 87% of the survey ballots received from residents of the Pinecrest Villas Neighborhood
conours with the desire of the City to install traffic calming devices; and
WHEREAS, an Interlocal Agreement between the City and Miami-Dade County ("County") was executed
on May 26, 2011 to install traffic calming devices in the Pinecrest Villas neighborhood; and
WHEREAS, the County procedure, for the installation of traffic calming devices, pUl1mant to County
Public Works Department (''PWD'') procedure 2.9, requires that the PWD make the determination as to whether
concurrence from the affected residents and/or property owners is reqnired. However, that same rule also provides
that in lieu of concurrence from the affected residents and/or property owners, a municipality may pass a resolution
after a public hearing requesting l'WD to consider the proposed traffic flow modifications.
WHEREAS, the County and the City have determined that it is in the best interest ()f the general public to
install tbese devices.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE

WHEREAS, traffic improvements to attain pedestrian friendly environment are vital to the lives
of all residents of the City of South Miami; and
WHEREAS, the City of South Miami Commission wishes to begin implementing the City's
Neighborhood Traffic Calming Study for the City of South Miami's Pinecrest Villas Neighborhood; and
WHEREAS, the City has been presented with an Intergovernmental Agency Agreement with

increase the distance from the intersection and comply with the 50 feet minimum, We will send you the revised

However, due to overwhelming reaction from the residents in the Pinecrest Villas neighborhood, we strongly
request to proceed with the installation of the 2 speed tables on SW 78 th Street. I have attached copies of the

In response to your subject request, please be advised that the Miami-Dade County Public Works
Department (PWD) reviewed the traffic calming study to evaluate the need for calming devices in the
Pinecrest Villas area. As a result, it was determined that the installation of a speed hump on SW 76
Street and SW 78 Street will enhance the traffic along these corridors. However, the two closely
spaced speed humps on SW 78 Street may reduce the effectiveness. Therefore, it is suggested that
only one speed hump should be installed on SW 78 Street. Moreover, speed humps will not be
considered at the approaches to a horizontal or vertical curve where visibility of the hump is restricted.
The speed humps will not be considered within 250 feet of a traffic signal, within 50 feet of an
intersection, or in front of a driveway (please see attached policy on speed humps).
Furthermore, the City must execute an intergovemmental agency agreement. An electronic copy of
this document is attached with this email. Signed and sealed design plans must be submitted to our
Department for review. 100% of the residents/property owners immediately adjacent to the proposed
speed hump and two-thirds (2/3) of the residents/property owners of the blocks shall concur with the
installation of the speed hump.

I am preparing digital copies of the Manor Lane and Cocoplum Terrace traffic studies per the request of
Mr. Khan. We are sending you additional (hard copy) documents for Manor Lane and Mango Terrace
traffic calming as well.
In the meantime, we would like to proceed with the Pinecrest Villas speed tables. The design is currently
in progress. Construction documents are about 50% complete. We would like to proceed with and
complete the survey for resident concurrence as soon as possible. Please describe the resident
concurrence requirements needed for MDC approval. What is the area and number of residents that must
be surveyed? Please provide us with the necessary information to perform the survey.

The City of South Miami Public Works Department (CSMPWD) is preparing to go in to
the design phase for neighborhood traffic management for the Cocoplum Terrace
Neighborhood, and Pinecrest Villas Neighborhood. The purpose of the traffic management projects
is to address speeding and traffic intrusion in local residential streets.

The City initiated a traffic calming study for both neighborhoods to perform traffic data collection
and analysis, as well as development of traffic calming altematives for the study areas. The study
resulted in the following recommendations:
Cocoplum Terrace Neighborhood
Most recommended improvements for this area have been implemented, including the lane closure
of the SW 70th Street and installation of traffic circles. The items below are pending and are planned
to go into design soon.
1. I nstallation of six speed tables between:
SW 64th Street and SW 66 th Street at
• SW 64th Court
• SW 63rd Court
• SW 6200 Court
SW 70th street and Sunset Drivel SW 72 00 Street at:
• SW 64th Court
• SW 63rd Court
• SW 63rd Avenue
2. Install speed table I street narrowing west of SW 62nd Avenue, on SW 69th Street and SW 68th
Street, to create a transition for traffic operation between commercial and residential areas along
SW 62nd Avenue.
Pinecrest Villas Neighborhood~
The traffic study recommends the installation of three speed tables at:
• SW 76th Street between SW 59th Place and SW 60th Avenue.
• SW 78th Street between SW 60th Avenue and SW 61st Avenue.
• SW 78th Street between SW 59th Avenue and SW 59th Court.
I have included a map of each area for your reference. Note that the locations for the
Pinecrest Villa Speed tables are highlighted in yellow.
Based on our conversation yesterday, please describe the concurrence requirements
from the residents and inform CSMPWD of any reqUirements for Miami Dade Public
Works approval.

INTERGOVERMENTAL AGENCY AGREEMENT
TO PERFORM TRAFFIC ENGINEERING FUNCTIONS
THIS INTERGOVERNMENTAL AGENCY AGREEMENT TO PERFORM TRAFFIC
ENGINEERING FUNCTIONS (AGREEMENT), made and entered into this I c;;-~y of ~J-
2011, by and between the City of South Miami, FLORIDA, a municipal corporation of th:r;;r;;;rf;
OF FLORIDA, hereinafter referred to as the CITY and MIAMI-DADE COUNTY (COUNTY), a political
subdivision ofthe STATE OF FLORIDA, MIAMI-DADE County.
WITNESSETH
WHEREAS, pursuant to Section 2-96.1 of the Miami-Dade County Code, all traffic control
and traffic engineering services in Miami-Dade County are under the exclusive jurisdiction of the
COUNTY; and
WHEREAS, the CITY desires to assume the installation and maintenance responsibilities of
certain traffic engineering functions pertaining to its local municipal streets only; and
WHEREAS, the COUNTY has determined that the CITY is both equipped and able to
perform the traffic engineering functions as herein specified on its local streets; and
WHEREAS the CITY has, by proper resolution attached hereto and by reference made a
part hereof, authorized its officer(s) to enter into this AGREEMENT.
NOW THEREFORE, the CITY and the COUNTY agree as follows:
1. The recitals set forth above are incorporated herein by reference.
2. The CITY will only install and maintain the following designated types of traffic control
devices and only on those local municipal streets operated and maintained by the CITY within its
boundaries:

Three speed tables located at:
1. SW 76th Street between SW 59th Place and SW 60 th Avenue.
2. SW 78th Street between SW 61 st Avenue and SW 60th Avenue.
3. SW 78th Street between SW 59th Court and SW 59 th Avenue.
Traffic calming devices may be installed on local municipal streets only after an appropriate traffic
engineering study has been perfarmed and sealed and signed plans have been submitted ta the
Public Warks Department .of the COUNTY far its review and appraval.
3. The CITY shall attach a decal ta the back .of the sign panels indicating .ownership and
date .of installatian.
4. The CITY assumes sale and camplete respansibility far the maintenance .of all such
signs that are installed by the CITY within its baundaries.
5. The CITY assumes sale and camplete liability far any accidents andfar injuries which
may .or are alleged ta .occur .or arise aut .of the installatian, aperatian .or maintenance .of said traffic
contral devices, and hereby indemnifies and saves harmless the COUNTY fram any and all claims
.of negligence as a result .of the installatian, aperatian .or maintenance .of said signs.
6. All traffic cantrol signs installed by the CITY in accardance with this AGREEMENT
shall conform to the applicable requirements established by the fallowing pUblications:
• Florida Department of Transportatian's Standard Specifications for Road
and Bridge Construction.
• Manual on Uniform Traffic Control Devices far Streets and Highways, U.S.
Department of Transportation Federal Highway Administration (ANSI D6.le-
1989), including latest revisions.
• Standard Highway Signs, U.S. Department of Transportation, Federal
Highway Administration.
• Miami-Dade County Public Warks Manual (available from the Public Works

Department, Reproduction Services, 111 NW 1 Street, Suite 1604, Miami,
FL 33128)
7. For installation oftraffic control devices, the CITY shall hire a COUNTY licensed
contractor or perform the work in-house by the CITY Public Works crew.
8. Should the CITY install street name signs at the same site where a stop-top
street name exists, then the CITY shall utilize the other corners of the intersection.
Subsequently, the CITY shall rernove the COUNTY'S stop-top street name signs by an
approved sign contractor. All signs and hardware rernoved shall be disrnantled and returned to
the Traffic Signals and Signs Division of the COUNTY'S Public Works Departrnent.
9. The CITY shall be responsible for keeping records of any and all installations
and repairs, and fumishing pertinent documents as and when said records rnay be requested.
10. Failure to carry out any of the duties and responsibilities assumed herein by
the CITY may result in termination of this AGREEMENT, at the sole discretion of the COUNTY.
IN WITNESS WHEREOF, the CITY and the COUNTY have set their hands the day and year
above written.
