LargeScaleAmendments2010Cycle2ReportCITY OF SOUTH IN ANH Excellence, Integrity, Inclusion TO: Honorable Mayor, Vice Mayor & City Commission FROM: Hector Mirabile, City Manager South Miami kzftd All-Amedca Mly I r 2001 DATE: Tuesday, April 12, 2011 RE: Large Scale Amendments 2010 Cycle 2 TASK To provide an update of the various large scale amendments (LSA) to the 2010, Cycle 2 to the Comprehensive Plan STATUS UPDATE As per the Comprehensive Plan 2010 Cycle 2 Chart, the following amendments to the Future Land Use Map (FLUM) have entered the workshop phase of the cycle process: Medium Density Multiple Family Residential (Two - Story) Ordinance No. 42 -10 -2067 An Ordinance of the Mayor and City Commission of the City of South Miami, Florida, amending the text of the South Miami Comprehensive Plan, by amending the Comprehensive Plan Future Land Use Element in order to adopt a new future land use map category entitled "Low Density Affordable Multiple - Family Residential (Two story)" which in the future could be applied to development projects and properties providing multiple- family housing units or town home units in transitional residential areas; providing for severability, providing for ordinances in conflict; and providing an effective date. Mixed Use — Affordable Housing (Two - Story) Ordinance No. 33 -10 -2058 An Ordinance of the Mayor and City Commission of the City of South Miami, Florida, amending the text of the South Miami Comprehensive Plan, by amending the Comprehensive Plan Future Land Use Element in order to adopt a new fature land use map category entitled "Mixed Use - Affordable Housing (Two story)" which in the future could be applied to development projects providing affordable housing units and commercial uses; providing an effective date; providing for severability, providing for ordinances in conflict; and providing an effective date. Z: \Comm Items \CityComm WORKSHORdoc Public and Institutional (Two - Story) Ordinance No. An ordinance of the mayor and city commission of the City of South Miami, directing the local planning agency (Planning Board) to consider amending the South Miami Comprehensive Plan to create a new Future Land Use Category to be entitled "Public and Institutional (Two - Story)" providing for an effective date. Discussion: Public and Institutional (Four - Story) Religious (Two - Story) Resolution No. 51 -08 -12648 A resolution of the mayor and city commission of the City of South Miami, directing the local planning agency (Planning Board) to consider amending the South Miami Comprehensive Plan to create a new Future Land Use Category to be entitled "Religious Institution (Two - Story)" providing for an effective date. The next step in the cycle process for the FLUM amendments listed above is for their review by the Local Planning Agency. Once these amendments have completed all phases of review by the city commission as well as the Objections, Recommendations and Comments (ORC) phase by the Department of Community Affairs (DCA), they will be transmitted to DCA a second time for Notice of Intent (NOI). Currently at this time, the amendments pertaining to Lee Park Condominiums, Red Road Properties, Ltd, and South Miami Gardens (County) are waiting submittal to DCA for NOI. Once the four (4) FLUM amendments listed above are ready for submission to DCA for NOI, they will all be submitted together in one (1) package. Also, it is important to note that the FLUM amendments pertaining to the Mixed Use Commercial Residential and Madison Square North finished the final phase of the cycle process and are considered completed.
