Background: Concerning the Murray Park Community Pool, the City's Public Works Department issued two (2) Requests for Proposals (RFP's) — one for the design /build of the pool and the other for its operations thereafter. With respect to the Design /Build RFP, at the November 23rd, 2010 Commission Workshop the City's selection of one out of the two (2) proposals received in response to the Murray Park Community Pool Design /Build RFP No. SM -PW 2010 -10 was withheld until such time as an operator was selected and available to provide the City the insight necessary to proceed with the design /build aspect of the project. At the February I a, 2011 Commission Meeting, the Commission authorized the Manager to request that Ocaquatics Swim School, the Murray Park Community Pool Operator RFP No. SM -FN 2010 -15 top ranked and recommended respondent, participate and advise the City as part of the City's Design /Build Team for construction of the Murray Park Community Pool. With respect to moving forward on selection of one of the two (2) designs considered, please be mindful of the Cone of Silence which is still in place until such time as a contract is awarded. In accordance with Miami -Dade County Ordinances, the Cone of Silence does not apply to oral communications at pre -bid conferences, oral presentations before evaluation committees, contract discussions during any duly noticed public meeting, public presentations made to the City Commission during any duly noticed public meeting, contract negotiations with the staff following the award of an RFP, RFQ, RFLI or bid by the City Commission, or communications in writing at any time with any City employee, official or member of the City Commission unless specifically prohibited. A copy of all written communications must be filed with the City Manager. Violation of these provisions by any particular bidder or respondent shall render any RFP award, RFQ award, RFLI award, or bid award to said bidder or respondent void, and said bidder or respondent shall not be considered for any RFP, RFQ, RFLI or bid for a contract for the provision of goods or services for a period of one (1) year. Site Work • ADA compliant 5'-0" wide concrete sidewalks will be constructed to connect the existing community center walkway (north of the basketball courts) & the community center parking lot to the aquatic center entrance. • A bicycle rack will be provided.
