Subject: A Resolution of the Mayor and City Commission of the City of South Miami,
Florida, relating to budget; authorizing the transfer of $77,508.00 from account
No. 001 - 1310 -513 -9920, City Manager's General Contingency settlements, to
account No. 001 -1310 -513 -1210, Salaries account No. 001 -1310- 513 -2110,

Background: The City Manager's Office will be employing a new Executive Assistant to the City
Manager. The primary function of the employee is being the City's Public
Information Officer (PIO) with the primary duties of developing, implementing, and
maintaining an effective public information program citywide; serve as the City's
spokesperson and primary media liaison; develop positive press releases to the
media; perform special projects such as State of the City and other special events
as directed by the City Manager. Work includes professional application of
research and writing skills, maintaining a positive relationship with various news
entities, preparing and releasing material, and preparing various periodic and
special reports, citywide website management, and coordinating and reviewing
agenda items with the City Clerk.
The City of South Miami Human Resource Office (HR) for Fiscal Year 2011 budget
is forecasted to realize a savings of $68,656 due to the salary reduction of the HR
Director position and by not hiring for the two HR positions, HR Director and
Generalist, during the first quarter of this fiscal year. The City estimates the
savings based on a February I, 2011, starting date for both HR positions. As per
City Charter, within the last three months of the budget year, the Commission
may, by resolution, transfer any unencumbered appropriation balance or portion
thereof from one office or department to another. The City is currently unable to
transfer the funds from HR to the City Manager's Office until after July I, 2011.
Due to this Charter Rule, the City Manager is moving forward with the transfer
from General Contingency, which is within the City Manager's Budget. The
savings realized by the HR position will be utilized by the Manager as part of the
contingency settlements account should the need arise.

12 from account No. 001 - 1310 -513 -9920, City Manager's General Contingency; and,
