Ordinance: An Ordinance of the Mayor and the City Commission of the City of South
Miami, Florida relating to the fee schedule, amending Ordinance 21 -09-

fees from the schedule, proving for severability, Ordinances in conflict, and
an effective date;
Request: Authorizing a revision to the Schedule of Fees, adding new fees and adjusting the Valet
Parking fees.
Reason/Need: To amend the current fee schedule and include a new Parking Division Schedule of
Fees. See attached document labeled "Parking Meter Rates from Various Municipalities & Agencies,"
which shows a breakdown of the Parking Meters hourly fee rates from the following municipalities.
• City of Coral Gables
• University Of Miami
• Miami Beach
• Town Of Surside
• Bal Harbour Village
• Sunny Isle Beach
• City Of Miami
Recommendations: The above modification is recommended in order to add an Hourly Meter Parking
Rate to reflect $1.50 per hour from the current rate of $1.00 per hour. In addition, a New Meter Rental
Fee of $25.00 (15hr x $1.50 + $2.50) per meter per day, and a revised Valet Parking fee of $25.00
(15hr x $1.50 + $2.50) from the current fee of $18.00 (15hr x $1.00 + $2.50) per meter per day. The rate
change is estimated to increase the parking franchise revenue amount by approximately $547,200.00.

ORDINANCE NO.
An Ordinance of the Mayor and the City Commission of the City of
South Miami, Florida relating to the fee schedule, amending Ordinance
21 -09 -2013 as amended by Ordinances to include a new Parking Division
Fee Schedule, increasing some parking fees, adding new fees and deleting
some fees from the schedule, providing for severability, Ordinances in
conflict, and providing an effective date.
WHEREAS, the City has reviewed fees schedules for several municipalities; and,
WHEREAS, the City has found that parking fees for the other municipalities are
higher than those parking fees included in the South Miami Fee Schedule, specifically
parking; and,
WHEREAS, the cost of services being provided as part of the parking program by
purchasing new Parking Pay Stations has increased the cost of the parking program, while
increasing the level of service to residents, businesses and visitors, and,
WHEREAS, the Mayor and City Commission desire to amend the City Fee Schedule
to include a new Parking Division Fee Schedule to cover the cost of new and existing parking
infrastructure and services, provided.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. That Ordinance 21 -09 -2013, shall be amended by this Ordinance by including
a new Parking Division Fee Schedule as follows:

Section 2. If any section, clause, sentence, or phrase of this ordinance is for any reason
held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not
affect the validity of the remaining portions of this ordinance.
Section 3. All ordinances or parts of ordinances in conflict with the provisions of this
ordinance are repealed.
Section 4. This ordinance shall take effect immediately.

(G) REFUNDS, TIME LIMITATIONS AND CANCELLATIONS
225 Fees charged for a permit shall be refunded by the Building Official
subject to the following:
226 No refunds will be made on requests involving:
a) Permit fees of $200 or less.
b) Permits revoked by the Building Official
c) Permits canceled by court order
d) Permits which have expired
e) Permits under which work has commenced
f) The original permit holder when there is a change of contractor.
A full refund will be granted to a permit holder who takes out a permit covering work outside City limits.
a) A written request is submitted to the City prior to the permit expiration date; and
b) A validated copy of the permit is submitted with such request.

shall not affect the validity of the remaining portions of this ordinance.

this ordinance are repealed.
Section 4. This ordinance shall take effect immediately.
