RESOLUTION NO.
A resolution of the Mayor and City Commission of the City of South Miami,
Florida, relating to the hiring freeze of all employees; rescinding Resolution
No. 134 -10- 13168; providing an effective date.
WHEREAS, the budget process for the FY 2010 -2011 is now over, and
WHEREAS, the City Commission, with the cooperation of the Budget and Finance
Committee has been able to make adjustments towards lowering the millage rate 3.74 %, which is
lower than the rollback rate of 5.1452 and resulting in 0.00% change in property tax rate in the
City of South Miami for the FY 2010 -2011, and
WHEREAS, the City Commission has hired a permanent City Manager who needs to
have the hiring freeze lifted.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The City Commission is hereby lifting the hiring freeze by rescinding
Resolution No. 134 -10 -13168 adopted June 30, 2010.
Section 2. This resolution shall take effect immediately upon adoption.

A resolution of the Mayor and City Commission of the City of South Miami,
Florida, relating to current and next fiscal year budgets; directing the Actin
City Manager to freeze hiring of -min- `ioa -'l ° saving all employees until
the city revenue conditions improve significantly; providing an effective date..,
WHEREAS, the official June I" estimate of the taxable values released to taxing
authorities show a general decline in residential and commercial real property values in Miami -
Dade County for the third straight year•, and
WHEREAS, the City is responsible for safeguarding the well being of its populace during
any financial crisis, and
WHEREAS, the City Commission wants to be proactive in terms of handling budget
deficits, and
WHEREAS, an appropriate response to said financial crisis is a hiring freeze.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. That the Acting City Manager is hereby directed to freeze lining of nen-
