RESOLUTION NO.
A resolution of the Mayor and City Commission of the City of South
Miami, Florida, relating to boards and committees; creating an
Insurance Advisory Committee in order to analyze the cost
effectiveness and efficiency of all City insurance policies; providing an
effective date.
WHEREAS, the City of South Miami has numerous insurance policies as do
other municipal corporations; and
WHEREAS, a review of our current insurance policies reveals that in many cases
the City is over charged for insurance premiums; and
WHEREAS, because of the current economic situation, the City requires more
efficient streamlined cost - effective insurance policies to serve the best interests of the
taxpayers and citizens of the City of South Miami; and
WHEREAS, glaring examples under insurance coverage often come to
light, such as the example of the South Miami Community Redevelopment
Agency (SMCRA) having a $500,000 liability policy, whereas in said policy there
is no mention of the City of South Miami as a loss payee. It is verily believed that
adding the City of South Miami as an additional loss payee as an additional policy
can be accomplished with any additional premiums; and
WHEREAS, it is necessary and proper to establish an Insurance Advisory
Committee to analyze the cost effectiveness and efficiency of all City of South
Miami insurance policies and to recommend to the City Commission an insurance
program that is cost effective and efficient.
WHEREAS, pursuant to Article II section 8 of the charter, as amended on
February 9, 2010, when a board or committee has less than five (5) members, then the
selection of all members shall be by three (3) affirmative votes of the City Commission
from recommendations submitted by any City Commissioner.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND TIIE
CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AS
FOLLOWS:
Section 1. The City Commission hereby creates an Insurance Advisory
Committee to analyze the cost effectiveness and efficiency of all City of South
Miami insurance policies and to recommend to the City Commission an insurance
program that is cost effective and efficient.

I Section 2. The Committee shall consist of three (3) residents of Miami -Dade
2 County who are proficient in the field on insurance.

4 Section 3. The policies and recommendations of said Insurance Advisory
5 Committee shall be established by a majority vote of the three (3) members of the
6 Committee. Said policies and recommendations are to be submitted to the City
7 Commission at least once a year, and/or as often as the Committee deems it necessary to
8 recommend and review all insurance options available to the City of South Miami,
9 included but not limited to self-insurance.

11 Section 4. The Committee shall function on an advisory capacity only.

13 Section 5. The Committee members shall serve a two -year term and without
14 compensation; provided, however, the City will reimburse expenses incurred.

16 Section 6. Meetings of the Insurance Advisory Committee shall be subject to
17 the Florida Sunshine laws, including the public meeting law and the public records law.
18 All meetings of the group shall be advertised in a conspicuous place at City Hall and
19 open to the public.
20 Section 4. This resolution shall take effect immediately upon approval.
