3 A Resolution of the Mayor and City Commission of the City of South
4 Miami, Florida, relating to current and future budgets; directing the
5 City Manager to freeze hiring of employees until the city revenue
6 conditions improve significantly; providing an effective date.

8 WHEREAS, the official June I" estimate of the taxable values released to taxing
9 authorities show a general decline in residential and commercial real property values in
10 Miami -Dade County for the third straight year; and
11
12 WHEREAS, the City is responsible for safeguarding the well being of its
13 populace during any financial crisis, and
14
15 WHEREAS, the City Commission wants to be proactive in terms of handling
16 budget deficits, and
17
18 WHEREAS, the only appropriate response to said financial crisis is a hiring
19 freeze, and
20
21 WHEREAS, it is hereby declared now and forever to be the fiscal policy of the
22 City of South Miami, that whenever there is a budget deficit in the projected budget, that
23 the only appropriate response to said deficit is the imposition of a hiring freeze subject to
24 the terms and conditions of this Resolution as heretofore set forth.

26 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
27 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:

29 Section 1. That the City Manager under said fiscal policy is hereby directed
30 to freeze hiring of employees in the current and future fiscal years, or until the City
31 revenue conditions improve significantly as determined by the City Commission.

33 Section 2. The City Manager is hereby directed not to hire any employees
34 unless authorized to do so by a majority vote of the City Commission.

36 Section 3. The City Commission hereby declares now and forever to be the
37 fiscal policy of the City of South Miami, that whenever there is a budget deficit in the
38 projected budget, that the only appropriate response to said deficit is the imposition of a
39 hiring freeze subject to the terms and conditions of this Resolution as heretofore set forth.

41 Section 4. The City Manager is hereby directed to make an exception with
42 regard to the Parks and Recreation Department as they might need to hire temporary
43 personnel for the summer programs in 2010.

45 Section 5. This resolution shall take effect immediately upon approval.
