Roll Call: 12 The following members of the City Commission were present: 13 Mayor Philip K. Stoddard, Vice Mayor Valerie Newman, and, 14 Commissioners Velma Palmer, Brian D. Commissioner Palmer expressed dissatisfaction with the method being used by the majority of the Commission for selecting the firm. She said that the way it was done it was unfair to all of the firms. She favored the way that it has always been done which is considered a very fair process, she said, and that is by rating them after the interviews, and then passing the tally sheets to the City Attorney for the announcement of the winner. Mayor Stoddard said that they chose to do this in the open for the benefit of everybody so that there would be no secret about what they thought or the reason for their choice.
