3 A Resolution of the Mayor and City Commission of the City of
4 South Miami, Florida, Co- Designating S.W. 74th Street, from S.W.
5 57th Avenue (Red Road) to S.W. 61St Avenue as Richard O'Barry
6 Drive; Directing the City Manager to submit this Resolution to
7 Miami -Dade County and to take all other necessary actions to
8 carry out the purpose of this Resolution; and providing an
9 effective date.

12 Whereas, Richard O'Barry was a dolphin trainer in the Miami Seaquarium
13 during the 1960's training the dolphins who performed in the movie Flipper, and
14 Whereas, after leaving the employ of the Seaquarium, Richard O'Barry has
15 fought to free dolphins from captivity and raised awareness to prevent cruelty to
16 dolphins in Japan and worldwide, and
17 Whereas, in 1991 O'Barry received the 'Environmental Achievement Award'
18 presented by the United States Committee for the United Nations Environmental
19 Program (US /UNEP) in recognition of his efforts to save dolphins, and
20 Whereas, O'Barry has published two books, "Behind the Dolphin Smile" and
21 "To Free a Dolphin" concerning his work with saving dolphins, and
22 Whereas, the City Commission appreciates all efforts made by O'Barry to
23 save dolphins.
24 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
25 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
26 Section 1. S.W. 74th Street, from S.W. 57th Avenue (Red Road) to S.W.
27 61St Avenue shall be co- designated as "Richard O'Barry Drive ", and that it shall,
28 as soon as authorized by Miami Dade County, be known in and by the City of
Additions shown by underlining and deletions shown by o^trikins.
I South Miami as "Richard O'Barry Drive ", and signs shall be made and installed
2 above the present street declaring that designation.
3 Section 2. This Resolution shall be provided to the US Postal Service
4 and to the appropriate agencies to co- designate S.W. 74th Street, from S.W. 57th
5 Avenue (Red Road) to S.W. 61st Avenue as "Richard O'Barry Drive ".
6 Section 3. This Resolution shall take effect immediately upon its
7 adoption.

first Earth Day, 1970, he founded the
Dolphin Project, dedicated to freeing
captive dolphins who were viable
candidates and educating people
throughout the world to the plight of
dolphins in captivity. He launched a
searing campaign against the multi-
billion dollar dolphin captivity
industry, telling the public what was
really going on at dolphin shows and
urging people not to buy tickets to see
dolphins play the fool.
O'Barry has rescued and released more
than 25 captive dolphins in
Haiti, Colombia, Guatemala,
Nicaragua, Brazil, the Bahamas
Islands and the United States. His
more than 45 years of experience with
dolphins and his firsthand knowledge
about the methods used to capture and
train them has taken him all over the
world to participate in lectures and
conferences about the controversial
dolphin captivity issue. As he knew it
would, this created a lot of hostility
toward him by those who stood to
profit from the continued exploitation
of dolphins.
"They're in this for money. Take it
away, and they'll quit doing this,"
O'Barry says and adds: "Dolphins are
free - ranging, intelligent, and
complex wild animals, and they
belong in the oceans, not playing the
clown in our human schemes."
To recognize his contribution, in 1991
O'Barry received the'Environmental
Achievement Award' presented by

the United States Committee for

book is in the works.
O'Barry is a Fellow National in
The Explorers Club, a
multidisciplinary society that links
together scientists and explorers from
all over the world. Each member is an
accomplished individual with at least
one fascinating story to tell.
In January, 2007, O'Barry became the

CURRICULUM OF RICHARD O'BARRY
Richard O'Barry was born in New York City, October 14, 1939.
During the 1960s O'Bany worked for the Miami Seaquadum
where he participated in the capture of more than 100
dolphins, including the five dolphins who played the role
of Flipperin the popular TV -Series of the same name. O'Barry
eventually became head trainer of dolphins including Flipper,
and Hugo the killer whale.
After having worked as a marine mammal trainer for about ten
years, O'Barry had a personal transformation. In 1970, he
founded The World Dolphin Foundation Inc., and later, The
Dolphin Project Inc., organizations dedicated to the
understanding and welfare of dolphins and other whales
throughout the world. O'Barrys more than 40 years of
experience with dolphins and his firsthand knowledge about
the methods used to capture and train them has taken him all
over the world to participate in dolphin rescues operations,
campaigns, lectures and conferences about the ethics of
keeping dolphins captive.
O'Barry has participated in the rescue; rehabilitation and/or
release of 24 captive bottlenose dolphins over the years.
To recognize his contribution, in 1991 O'Barry received the
Environmental Achievement Award, presented by the United
States Committee for the United Nations Environmental
Program (USIUNEP) on Capital Hill, Washington. D.C.
His book Behind the Dolphin Smile was first published in 1989
and the second book, To Free a Dolphin was published in
September 2000. Behind the Dolphin Smile has been
published in the English, Spanish, German, Japanese, and
Hungarian languages. To Free a Dolphin has been published
in English and French. Both books are about his work and
dedication. His children's book Happvface has been published
in the Japanese and Dutch languages.

dedicated to educating the public about the tuna - dolphin issue
and to end any further dolphin captures in Biscayne Bay,
Miami, Florida, USA.
1970 -71: Head Trainer of Hugo the killer whale, Miami
Seaquarium.
1971 -73: Head Trainer for the Feature Film and TV
Series: Salty the Sea lion.
1964 -2000: Underwater Stuntman (Screen Actors Guild) on
many feature films and television productions.

Directed the rehabiiitation/un- training and release of bottlenose
dolphins known as Opo. This organization pioneered captive
dolphin rehabilitation and release on Mashta Island, Key
Biscayne, Florida.
1972 -2000: Founder & Director of The Dolphin Project Inc, an
organization dedicated to the understanding and welfare of
dolphins and other whales throughout world. Directed the
rehabilitationlun- training and release of bottlenose
dolphins Liberty andFlorida. Actively involved in the effort to
ban whaling in Japan, and to stop the international traffic in
captive dolphins. Conducted open ocean studies with wild
Atlantic spotted dolphin (Stenella frontalis) at Wnite Sand
Ridge, Little Bahamas Bank, Bahamas Islands-
1976-77: Founder, Director of "The Rolling Coconut Review."
This was a troupe of environmentalists and musicians working
together to raise consciousness about various pressing dolphin
and whale issues. The tour, which started in Coconut Grove
Florida and ended in Tokyo, Japan, featured the following:

Research Communication Alliance (ORCA), a project to
rehabilitate and release two captive bottlenose dolphins back
into the wild after seven years of captivity. (The dolphins has
been captured for Dr. John C. Lilly's human /dolphin
communication project, JANUS) O'Barry was responsible for
the care and rehabilitation /un- training of bottlenose
dolphins Joe and Rosie on Wassau Island Georgia. This
project was documented by the National Geographic Society.
1988: Consultant for the Institute of Hydrobiology, Wuhan,
People's Republic of China and involved in the project to
establish a semi - natural preserve for the endangered Chinese
River dolphin (Upotes vexillifer) in the Yangtze River.
1988: Consultant for Nanjing Normal University, People's
Republic of China, in a project to save the Chinese River
dolphin (Upotes vexill'rfer) from extinction.
1989: Founding member of Wiidwatch Australia, a project to
create an alternative to captivity by providing an opportunity to
see wild and free dolphins in South Australia.
1993: Contracted by the World Society for the Protection of
Animals (WSPA) to direct the rescue, rehabilitattontun- training
and release of bottlenose dolphin Flipper in Brazil.

1995196: Prepared three former US military dolphins for
release back into the wild. While one dolphin was deemed
unsuaitable for release, the remaining two dolphins were
released into the Golf of Mexico May of 1996. They were later
recaptured in a joint effort between the local dolphin captivity

1996197: Director of the Welcome Home Project. Project
involved rehabilitating and returning two dolphins back into the
Indian River Lagoon in Melbourne, Florida. For details read: To

1998: Director of the Rescue and Rehabilitation of bottlenose
dolphin Stephanie in San Andres, Colombia. This effort was
featured in a six part French documentary entitled "The Blue
Beyond" and produced by Tele Images Nature Productions,
Pads, France.
20OD -2001: Worked as wildlife Consultant for the World
Society for the Protection of Animals (WSPA)
2001 - 2003: Worked as Marine Mammal Specialist for the
World Society for the Protection of Animals (WSPA), the
world's largest network of animal protection organizations,
representing more than 400 member organizations in 91
countries.
2001: Implemented the rehabilitation and un- training of
bottlenose dolphins Adel and Turbo in Guatemala.
