APPLICANT'S REOTOEST:
The applicant is requesting a Certificate of Appropriateness (COA) for exteri
renovations to the existing building, including the repair of the roof and a new drive
on a designated historic site at 6002 SW 56 Street (Miller Drive) (Cambridge
Historic District).
In summary of the Scope of Work, illustrated on Sheet A-01, the applicant is proposing
the following renovations:
(A) New Windows and Doors, including front and rear door;
(B) New Canopy for the front door and windows;
(C) New Decorative shutters;
(D) Paint the existing garage door;
(E) Exterior painting of the entire building; and,
(F) New gravel driveway.
The proposed exterior renovation has been checked to assure compliance with all the
standards and requirements for the RS -3 Low Density Residential zoning district. This
proposal does not include additional square footage to the building'arid does not include
any increase in impervious coverage to the site. Pursuant to Section 20- 3.5(E)
Dimensional guidelines, of the Land Development Code, the newly proposed renovations
comply with the guidelines.
HISTORIC PRESERVATION BOARD ACTION:
The Historic Preservation Board reviewed the applicant's proposed exterior renovations
at its April 26, 2010 meeting.
The Board then adopted a motion by a vote of 8 ayes 0 nays recommending approval of
the requested Certificate of Appropriateness with the following condition:
1. That all windows are to be single hung windows and the applicant has a choice
of putting the shutters on all the gable windows.
RECOMMENDATION:
It is recommended that the City Commission approve the "Certificate of
Appropriateness" to allow for exterior renovations to the existing building, including the
repair of the roof and a new driveway on a designated historic site at 6002 SW 56 Street
(Miller Drive) (Cambridge Lawns Historic District) as shown on the applicant's plans
marked Exhibit "A" attached to this resolution which reflect the conditions recommended
by the Historic Preservation Board.

RESOLUTION NO.
A Resolution of the Mayor and City Commission of the City of South Miami, Florida
relating to the issuance of a Certificate of Appropriateness pursuant to Section 20-
5.19(E)(3) of the Land Development Code to permit exterior renovation and roof
replacement on a designated historic single family building located at 6202 SW 56 Street
(Miller Drive)(Cambridge Lawns Historic District); providing an effective date.
WHEREAS, the applicant, Nevys Rodriguez has submitted Historic Preservation Board
Application No. HPB -10 -004 requesting approval for exterior renovations to the existing
building, including the repair of the roof and a new driveway on a designated historic site at 6002
SW 56 Street (Miller Drive) (Cambridge Lawns Historic District); and
WHEREAS, pursuant to Section 20- 5.19(E) of the Land Development Code, a
"Certificate of Appropriateness ", is required for applications affecting the exterior (renovation,
repair, painting, signage, demolition or landscaping) of properties designated historic; and
WHEREAS, Section 20- 5.19(E)(3) of the Land Development Code requires the City
Commission to conduct a public hearing on certificates of appropriateness and to approve, deny,
approve in modified form, or defer a subject application; and
WHEREAS, the Historic Preservation Board at its April 26, 2010 adopted a motion by a
vote of ayes 8 nays 0 recommending approval of the requested Certificate of Appropriateness
with a condition; and
WHEREAS, the Mayor and City Commission of the City of South Miami desire to
accept the recommendation of the Historic Preservation Board.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. The Historic Preservation Board Application No. HPB -10 -004 requesting a Certificate
of Appropriateness, which will permit for exterior renovations to the existing building, including
the repair of the roof and a new driveway on a designated historic site at 6002 SW 56 Street
(Miller Drive) (Cambridge Lawns Historic District) as shown on the applicant's plans marked
Exhibit "A" attached to this resolution and illustrates the following condition:
1. That all windows are to be single hung windows and the applicant has a choice of putting
the shutters on all the gable windows.
Section 2. This resolution shall be effective immediately after the adoption hereof.

Explanations of categories for Section 2
Maintenance or Repair: The act or process of applying measures to sustain the existing form integrity and
material of a building or structure and the existing form or vegetative cover of a site. It may include initial
stabilization work, where necessary, as well as ongoing maintenance and repair. (Samples of material may be
requested).
.Restoration: The process of accurately recovering the form and details of a property and its setting as it
appeared at a particular period of time by means of the removal of later work or by the replacement of missing earlier
work. All applications for restoration shall include elevations, site and landscape plans (if necessary), and any other
supplementary information that will support the proposed project.
_J/Rehabilitation: The process of returning a property to a state of utility through repair or alteration which makes
possible an efficient contemporary use while preserving those portions or features of the property which are
significant to its historical, architectural, and cultural values. All applications for rehabilitation shall include:

BACKGROUND & APPLICANT'S REQUEST
On April 12, 2010, the applicant, Nevys Rodriguez, filed a Historic Preservation Board
(HPB) Application with the Planning and Zoning Department at the City of South Miami.
The applicant is requesting a Certificate of Appropriateness for exterior renovations to
the existing building, including the repair of the roof and a new driveway.
The subject property is among the thirty properties within the Cambridge Lawns Historic
District. Pursuant to Section 20- 5.19(E) of the Land Development Code, a "Certificate of
Appropriateness ", is required for applications affecting the exterior (renovation, repair,
painting demolition or landscaping). The recommendation of the Historic Preservation
Board will be transmitted to the City Commission for final approval.
SITE PLAN & BUILDING ANALYSIS
The site is located on the southwest corner of SW 56 Street (Miller Road) and SW 62
Avenue. The front fagade faces Miller Road. The zoning district is RS -3 HP -OV
Residential Single Family Zoning District, within the Cambridge Lawns Historic District.
The site plan, sheet A -1, illustrates the existing one story building footprint within the
rectangular shaped lot. The building consists of a one car garage, accessible from SW
62 Avenue, where a new gravel driveway is being proposed.
PROPOSED RENOVATIONS
In summary of the Scope of Work, illustrated on Sheet A -1, the applicant is proposing
the following renovations:
(A) New Windows and Doors, including front and rear door;
(B) New Canopy for the front door and windows;
(C) New Decorative shutters;
(D) Paint the existing garage door;
(E) Exterior painting of the entire building; and,

have maintained the architectural style and the eclectic elements of Tudor Revival. This
proposal does not include additional square footage to the building and does not include
any increase in impervious coverage to the site.
DESIGNATION REPORT (Cambridge Lawns )
Design Review Guidelines- (p. 9
Guidelines for Tudor style. Preserve the following characteristics:
o One and one -half story in height
o High pitched, front facing gable roofs
o Prominent chimneys
• Symmetrical plan
• Entry door set into the facade beneath an arch.
Architectural Features: The prominent, flat roofed extension on the principal
elevation was probably an addition, the main residence displays characteristics
of the Tudor Revival in its steeply pitched root, its 1 % story height, and centrally
located recessed doorway.
RECOMMENDATION
The above guidelines are applicable to all fagades of an historic building. The applicant
has submitted existing and proposed elevations, floor plan, and a colored rendering
which will be presented at the meeting, illustrating the proposal.
It is recommended that the requested Certificate of Appropriateness be approved with
the following conditions:
(1) The applicant shall be responsible for repair of any damages to the public
sidewalk in front the subject property; and,
(2) Any comments and suggestions from the Historic Preservation Board.

MONDAY, April 26, 2010

I. Call to order: Ms. Clyatt called the meeting to order at 7:47 p.m.
II. Roll Call: Roll call was performed. Board members present constituting a quorum: Mr.
LaMonica, Ms. Shelley, Mr. Ruiz de Castilla, Mr. Hochstim, Ms. Clyatt, and Mr. Kurtzman,
Ms. Dison, and Ms. Lahiff.
Board members absent: None.
City staff present: Thomas J. Vageline (Planning & Zoning Director), Lourdes Cabrera -
Hernandez (Principal Planner) and Alerik Barrios (Secretary).
City staff absent: Sanford Youkilis (Consultant).
III. ADMINISTRATION: Mr. Vageline stated that the next meeting of the Board will be
on Monday, May 24, 2010 at 7:30 p.m. He further informed that there would be no meeting
during the month of June. Mr. Vageline commented that at the next scheduled meeting the
Board will elect a new Chair and Vice- Chair. Mr. Vageline read to the Board LDC Section
20 -6.1 (b) concerning election procedures.
Ms. Clyatt questioned if the Board member terms would be extended an extra year. Ms.
Lahiff responded that this question was not asked in the last meeting. Mr. Vageline
commented that the Department will look into that question.
IV. APPROVAL OF MINUTES: For the Board's meeting on February 22, 2010; Mr.
Kurtzman motioned for approval with corrections. Seconded by Mr. Hochstim.

Mrs. Cabrera - Hernandez explained that property is a subject property among the thirty properties
within the Cambridge Lawns Historic District. The applicant submitted the Scope of Work that
proposed renovations would include new windows and doors, including front and rear door and a
new canopy for the front door and windows and new decorative shutters, painting of the existing
garage door, exterior painting of the entire building and new gravel driveway. She further
commented that all the sample materials being proposed are available for the Board to see. Mrs.
Cabrera - Hernandez informed the Board that the proposed exterior renovation has been checked
to assure compliance with all the standards and requirements for the RS -3 zoning district. The
exterior facades shall and have maintained the architectural style and the eclectic elements of
Tudor Revival. This proposal does not include additional square footage to the building and does
not include any increase in impervious coverage to the site. It is recommended that the requested
Certificate of Appropriateness be approved with the following condition that the applicant shall
be responsible for repair of any damages to the public sidewalk in front the subject property.
Mr. Kurtzman commented that the east facade right elevation was using single hung windows
and on the front facades are sliders. He suggested that he would like to see the home with all
single hung windows. The applicant commented that the slide windows were installed to avoid
an egress issue. Mr. Kurtzman responded that the house is grandfathered in. The applicant
commented that he does not have any issues with adjusting the windows for all of them to be
single hung windows.
Ms. Clyatt questioned what type of door is being placed. The applicant responded the same type
of door similar to the one that was being replaced.
Mr. Hochstim questioned if the recess would remain the same or be filled in and what was the
color scheme being proposed. The applicant responded that the recess will be filled in with a
similar material and the exterior walls will be painted in white dove and the canvas will be black.
Mr. Hochstim commented that the black canvas does not last very long in this type climate. He
further commented that the canvas would change color to a grey. The applicant commented that
the black canvas is a matter of taste, it is up to the actual owner of the property and as of this
moment he needs to sell the house.
Mr. Hochstim questioned why there are shutters on the gables. The applicant responded it is for
decoration.
Mr. Hochstim recommended that the gable opening does not need to be emphasized so it is either
all the shutters are placed on every window or not.
Ms. Clyatt questioned if there was any work being done to the interior of the property. The
applicant responded yes, that as of this moment it is going through the building process.
Ms. Clyatt complemented the applicant on a job well done on the roof of the property. Mr.
Kurtzman further commented that Planning and Zoning department must have given an approval

for the roof because of the weather. The applicant commented that the roof needed to be done as
quickly as possible to avoid any interior issues.
Mr. Hochstim commented that the house is not a tudor style building. Mr. Kurtzman commented
that these are Gothic and Mediterranean homes. Mr. Hochstim commented that the Board needs
to be careful on titles that are given to these homes.
Mr. Kurtzman complimented the applicant on how they are just cleaning the home and leaving it
as is.
Ms. Clyatt commented that the house should have an historic designation plaque. The applicant
responded that there was no plaque. He further requested if there was any possibility to buy one
or if the City could provide him with one.
Ms. Clyatt commented that she was very excited that demolition did not occur on this property.
Motion: Mr. Hochstim motioned to approve the application with the conditions that all windows
are to be single hung windows and the applicant has a choice of putting the shutters on all the
gable windows. Mr. La Monica seconded.
Vote: 8 Ayes 0 Nays

VI. NEW /OLD BUSINESS:
Ms. Lahiff commented that she did a tour of Dade Heritage in Miami Beach. They are
developing Mid -Beach and it includes architecture. They are developing a new Mid -Beach
architecture and awareness which encompasses the 1950's — 1960's (Mimo). She further
commented that there are some buildings in South Miami that are of that time. Ms. Lahiff
commented that its time the Historic Board looked into that time.
Mr. Hochstim commented that there are not more than four or five buildings that are from that
time in the city.
Ms. Lahiff and Mr. Hochstim came to the determination that they will be looking into any
historic buildings that represent the 1950's — 1960's.
Mr. Hochstim commented that he has just been appointed to the National Board of Directors of
DOMM (Documentation of Modern Movement). This is predominately post World War II
architecture. He commented that they are looking for examples in order to inform people of those
buildings to save them and designate them.
Ms. Shelly commented that the Miami Conservatory should be considered for Historic
designation.
Mr. Hochstim informed the Board that if they are interested on the lectures to e -mail him and he
would inform them of the lectures.
Mr. Kurtzman questioned if the Bougainville Tavern had applied for a demolition permit and it is
on the City Commission agenda for the next meeting. Mr. Vageline responded that during the
last Commission meeting the item had been deferred to the next meeting in June. He further
commented that the department is working on that as of this moment.
Mr. Kurtzman questioned if picketing would jeopardize his position on the Board. Mr. Vageline
responded that the questioned will be forwarded to the City Attorney.

Ms. Shelly questioned if Ms. Klepser has any standing to tell the Board what to do. Ms. Clyatt
responded that Ms. Klepser requested that the meeting to be on a specific date because June is
the month were most people are out of town on vacation.
