APPLICANT'S RLQLEST-
The applicant is requesting a Certificate of Appropriateness (COA) for the change of
�gM to an existing projecting sign on a designated historic site located at 5850B Sunset
Drive (D.J. Red Building).
The applicant is requesting approval for a vinyl graphics change of copy to the existing
4'x 4' projecting sign on the east side of the building. Refer to the attached superimposed
change • copy prepared by USA Signs, Inc. for details.
The existing current projecting sign is permitted pursuant to Section 20-4.3(l)(5), of the
Land Development Code (LDC):
PROJECTING SIGN One (1) PROJECTING SIGN is permitted as a replacement
for any permitted FLAT SIGN, when approved by the Environmental Review and
Preservation Board.
Pursuant to Section 20- 4.3(I)(5) All Other Zoning Districts, of the Land Development
Code, the following are the regulations for flat signs:
FLAT SIGNS with a total aggregate sign area, not to
exceed twenty (20) percent of the area of any building face;
for the purposes of sign regulation, there shall be
considered to be only four (4) facades to any building; no
single sign shall exceed two hundred (200) square feet in
area. Direct illumination is permitted.
Pursuant to Section 20- 4.3(I)(5) All Other Zoning Districts, of the Land Development
Code, the newly proposed change of copy to a projecting sign complies with the
guidelines.
HISTORIC PRESERVATION BOARD ACTION:
The Historic Preservation Board reviewed the applicant's proposed signage as a change
of copy at its April 26, 2010 meeting.
The Board then adopted a motion by a vote of 8 ayes 0 nays recommending approval as
presented of the requested Certificate of Appropriateness.
RECOMMENDATION:
It is recommended that the City Commission approve the "Certificate of
Appropriateness" to allow for the proposed signage on a designated historic site at 5850B
Sunset Drive (D.J. Red Building) as shown on the applicant's plans marked Exhibit "A"
attached to this resolution and as recommended by the Historic Preservation Board.

A Resolution of the Mayor and City Commission of the City of South Miami, Florida
relating to the issuance of a Certificate of Appropriateness pursuant to Section 20-
5.19(E)(3) of the Land Development Code to permit the installation of wall signage on a
designated historic commercial building located at 5850B Sunset Drive (D.J. Red Building);
providing an effective date.
WHEREAS, the applicant, Lena Sumonthee has submitted Historic Preservation Board
Application No. HPB -10 -005 requesting approval for the change of copy to an existing
projecting sign on a designated historic site at 5850B Sunset Drive (D.J. Red Building); and
WHEREAS, pursuant to Section 20- 5.19(E) of the Land Development Code, a
"Certificate of Appropriateness ", is required for applications affecting the exterior (renovation,
repair, painting, signage, demolition or landscaping) of properties designated historic; and
WHEREAS, Section 20- 5.19(E)(3) of the Land Development Code requires the City
Commission to conduct a public hearing on certificates of appropriateness and to approve, deny,
approve in modified form, or defer a subject application; and
WHEREAS, the Historic Preservation Board at its April 26, 2010 adopted a motion by a
vote of ayes 8 nay 0 recommending approval of the requested Certificate of Appropriateness
with certain conditions; and
WHEREAS, the Mayor and City Commission of the City of South Miami desire to
accept the recommendation of the Historic Preservation Board.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. The Historic Preservation Board Application No. HPB -10 -005 requesting a Certificate
of Appropriateness, which will permit the change of copy to an existing projecting sign on a
designated historic commercial building located at 5850B Sunset Drive (D.J. Red Building) is
approved as shown on the applicant's plans marked Exhibit "A" attached to this resolution.
Section 2. This resolution shall be effective immediately after the adoption hereof.

Explanations of categories for Section 2
Maintenance or Repair: The act or process of applying measures to sustain the existing form integrity and
material of a building or structure and the existing form or vegetative cover of a site. It may include initial
stabilization work, where necessary, as well as ongoing maintenance and repair. (Samples of material may be
requested).
Restoration: The process of accurately recovering the form and details of a property and its setting as it
appeared at a particular period of time by means of the removal of later work or by the replacement of missing earlier
work. All applications for restoration shall include elevations, site and landscape plans (if necessary), and any other
supplementary information that will support the proposed project.
Rehabilitation: The process of returning a property to a state of utility through repair or alteration which makes
possible an efficient contemporary use while preserving those portions or features of the property which are
significant to its historical, architectural, and cultural values. All applications for rehabilitation shall include:
elevations, site and landscape plans (if necessary), and any other supplementary information that will support the
proposed project.
Demolition: The process of destroying or tearing down a building or structure or a part thereof, or the process of
removing or destroying an archaeological site or a part thereof. The applicant(s) shall include a report explaining why
the proposed action should occur. If the action is to occur for reasons of financial hardship, all pertinent financial data
should be included pertaining to the cost of preservation, demolition and new construction. Any other material
pertinent to the application is also encouraged as supplementary information.
New construction: The process of constructing a building or structure that has never existed at that location.
Applications shall include a site plan, elevations, floor plan, and landscaping plan.

APPLICABLE LDC REGULATIONS
The subject building is listed as a "contributing building" (has architectural / historic merit) in the
Regulating Plan for the "SR (HD -OV)" Specialty Retail (Hometown District Overlay Zone): The
Historic Preservation Board's recommendation will be forwarded to the City Commission for
Approval.
APPLICANT'S REQUEST:
On April 12, 2010, the applicant, Lena Sumonthee, filed a Historic Preservation Board (HPB)
Application with the Planning and Zoning Department at the City of South Miami. The signage
company, by the name of USA Sign Inc. provided the applicant the submitted sign detail for
review and approval from the HPB. The applicant is requesting a Certificate of Appropriateness
for the chancre of copy to an existing projecting sign on a designated historic site located at
5850 Sunset Drive. This existing projecting sign was approved by the Historic Preservation
Board at its meeting on February 27, 2006. Attached letter, dated March 1, 2006 confirms the
approved projecting sign, at sixteen square feet.
The two -story historic building faces Sunset Drive. However, the subject restaurant location
faces SW 58`h Court. This restaurant has relocated from another location within our South Miami
Hometown District. This is "Origin" Asian Tapas - Sushi — Grill and will be replacing the previous
restaurant tenant, Poblano's, at the above referenced location. The applicant is requesting
approval for a vinyl graphics change of copy to the existing 4'x 4' projecting sign on the east
side of the building. Refer to the attached superimposed change of copy prepared by USA
Signs, Inc. for details.

I. Call to order: Ms. Clyatt called the meeting to order at 7:47 p.m.
II. Roll Call: Roll call was performed. Board members present constituting a quorum: Mr.
LaMonica, Ms. Shelley, Mr. Ruiz de Castilla, Mr. Hochstim, Ms. Clyatt, and Mr. Kurtzman,
Ms. Dison, and Ms. Lahiff.
Board members absent: None.
City staff present: Thomas J. Vageline (Planning & Zoning Director), Lourdes Cabrera -
Hernandez (Principal Planner) and Alerik Barrios (Secretary).
City staff absent: Sanford Youkilis (Consultant).
III. ADMINISTRATION: Mr. Vageline stated that the next meeting of the Board will be
on Monday, May 24, 2010 at 7:30 p.m. He further informed that there would be no meeting
during the month of June. Mr. Vageline commented that at the next scheduled meeting the
Board will elect a new Chair and Vice- Chair. Mr. Vageline read to the Board LDC Section
20 -6.1 (b) concerning election procedures.
Ms. Clyatt questioned if the Board member terms would be extended an extra year. Ms.
Lahiff responded that this question was not asked in the last meeting. Mr. Vageline
commented that the Department will look into that question.
IV. APPROVAL OF MINUTES: For the Board's meeting on February 22, 2010; Mr.
Kurtzman motioned for approval with corrections. Seconded by Mr. Hochstim.

Mr. Hochstim questioned why a projecting sign was proposed. Mr. Kurtzman responded that due
to the narrow street in that area and a flat sign at that location would not be seen.
Motion: Mr. Kurtzman motioned to approve the application as presented. Mr. Hochstim
seconded.
Vote: 8 Ayes 0 Nays

VI. NEW /OLD BUSINESS:
Ms. Lahiff commented that she did a tour of Dade Heritage in Miami Beach. They are
developing Mid -Beach and it includes architecture. They are developing a new Mid -Beach
architecture and awareness which encompasses the 1950's — 1960's (Mimo). She further
commented that there are some buildings in South Miami that are of that time. Ms. Lahiff
commented that its time the Historic Board looked into that time.
Mr. Hochstim commented that there are not more than four or five buildings that are from that
time in the city.
Ms. Lahiff and Mr. Hochstim came to the determination that they will be looking into any
historic buildings that represent the 1950's — 1960's.

Mr. Hochstim commented that he has just been appointed to the National Board of Directors of
DOMM (Documentation of Modern Movement). This is predominately post World War II
architecture. He commented that they are looking for examples in order to inform people of those
buildings to save them and designate them.
Ms. Shelly commented that the Miami Conservatory should be considered for Historic
designation.
Mr. Hochstim informed the Board that if they are interested on the lectures to email him and he
would inform them of the lectures.
Mr. Kurtzman questioned if the Bougainville Tavern had applied for a demolition permit and it is
on the City Commission agenda for the next meeting. Mr. Vageline responded that during the
last Commission meeting the item had been deferred to the next meeting in June. He further
commented that the department is working on that as of this moment.
Mr. Kurtzman questioned if picketing would jeopardize his position on the Board. Mr. Vageline
responded that the questioned will be forwarded to the City Attorney.
Ms. Shelly questioned if Ms. Klepser has any standing to tell the Board what to do. Ms. Clyatt
responded that Ms. Klepser requested that the meeting to be on a specific date because June is
the month were most people are out of town on vacation.
VII. ADJOURNMENT
Motion: Ms. Clyatt motioned to adjourn the meeting at 9:25 p.m.
