The sign will contain the name of the business (Old Lisbon Restaurant). The sign area at 4 feet by 6 feet, totals 24 sq. ft. This does not exceed the maximum permitted square footage of a flat sign, which is 20% of the existing 370 sq. ft. fagade or a maximum of 74 sq. ft. The second sign will be placed on the east wall and consistent with the first sign, in other words, both signs are the same in style, material, and color (Pantone 295C blue), but not the same size. Actually, the applicant has reduced the sign down -to four feet, one foot smaller than what was recommended by the Historic Preservation Board. The sign characteristics for both signs include PVC lettering, 3/4" thick sign panel mounted directly on the wall with 1/4" studs and silicone, as illustrated on the specification plans by Sign - A -Rama. Pursuant to Section 20- 4.3(I)(5) All Other Zoning Districts, of the Land Development Code, the newly proposed flat signs comply with the guidelines. HISTORIC PRESERVATION BOARD ACTION: The Historic Preservation Board reviewed the applicant's proposed signage at its April 26, 2010 meeting. The Historic Preservation Board discussed and analyzed three different signage options submitted by the applicant. The HPB recommend signage option number two for approval with conditions to the city commission. The Board then adopted a motion by a vote of 8 ayes 0 nays recommending approval of the requested Certificate of Appropriateness with the following condition: 1. Option two for the south fagade to be moved over the eastern arch and the same style of sign is to be reduced to five feet in length or width on the eastern facade. RECOMMENDATION: It is recommended that the City Commission approve the "Certificate of Appropriateness" to allow for the proposed signage on a designated historic site at 5837 Sunset Drive (Shelley Building) as shown on the applicant's plans marked Exhibit "A" attached to this resolution which reflect the conditions recommended by the Historic Preservation Board. A Resolution of the Mayor and City Commission of the City of South Miami, Florida relating to the issuance of a Certificate of Appropriateness pursuant to Section 20- 5.19(E)(3) of the Land Development Code to permit the installation of wall signage on a designated historic commercial building located at 5837 Sunset Drive (Shelley Building); providing an effective date. WHEREAS, the applicant, Luis Berthin has submitted Historic Preservation Board Application No. HPB -10 -001 requesting approval for the installation of two wall signs on a designated historic site at 5837 Sunset Drive (Shelley Building); and WHEREAS, pursuant to Section 20- 5.19(E) of the Land Development Code, a "Certificate of Appropriateness ", is required for applications affecting the exterior (renovation, repair, painting, signage, demolition or landscaping) of properties designated historic; and WHEREAS, Section 20- 5.19(E)(3) of the Land Development Code requires the City Commission to conduct a public hearing on certificates of appropriateness and to approve, deny, approve in modified form, or defer a subject application; and WHEREAS, the Historic Preservation Board at its April 26, 2010 adopted a motion by a vote of ayes 8 nays 0 recommending approval of the requested Certificate of Appropriateness with a condition; and WHEREAS, the Mayor and City Commission of the City of South Miami desire to accept the recommendation of the Historic Preservation Board. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: Section 1. The Signage company, by the name of Sign -A -Rama submitted sign detail plans for review and approval from the HPB. The applicant is requesting a Certificate of Appropriateness for the installation of two wall signs on a designated historic site located at 5837 Sunset Drive (Shelley Building). The recommendation of the Historic Preservation Board will be transmitted to the City Commission for final approval. On February 22, 2010, the application was presented before the Historic Preservation Board (HPB) and was deferred with comments and suggestions from the Board. The Board members asked to see a photo of the entire front of the building as the Board members study the proposed sign. Furthermore, the Board's motion stated the letter size be reduced by ten percent for the sign facing Sunset Drive. The sign facing east is acceptable. At this time, the Boards suggestions have been taken into consideration and a revised proposal dated April 12, 2010 has been submitted for review. Attached, for additional information are the HPB excerpt minutes of the HPB February 22, 2010 meeting. STAFF ANALYSIS: The existing historically designated two -story building with arcade will be occupied by a new restaurant by the name of Old Lisbon, previously occupied by the Alta Cocina restaurant. The restaurant's location is the east corner bays on the first floor, facing SW 72 Street (Sunset Drive), located within the Specialty Retail Hometown District Overlay (SR: HD -OV) Zoning District. The attached photograph of the South Elevation illustrates an entire fagade of the existing Building Elevation. The following photograph also noted South Elevation illustrates an entire fagade of the Proposed Building Elevation, which illustrates the applicant's intent. The applicant is proposing to install two flat signs each sign on a different wall (south and east) of the arcade on the building's fagade. It is important to note that the applicant has submitted three options for the south wall fagade of the building facing Sunset Drive, as follows: COA: Signage Installation 5837 SW 72 Street (Shelley Building) HPB -10 -001 -00A presented on April 26, 2010 Option 1A: One rectangular shaped sign will be placed on the south wall centered on the column, facing Sunset Drive. The sign will contain the name of the business (Old Lisbon Restaurant) with a background drawing. The sign area at 36 in. by 901in. totals 22.5 sq. ft. This does not exceed the maximum permitted square footage of a flat sign, which is 20% of the existing 370 sq. ft. facade or a maximum of 74 sq. ft. Option 1B: This rectangular shaped sign is the same as Option 1A, except it is only an alternate location above the arch. Option 2: One irregular shaped sign will be placed on the south wall centered on the column, facing Sunset Drive. The sign will contain the name of the business (Old Lisbon Restaurant). The sign area at 4 feet by 6 feet, totals 24 sq. ft. This does not exceed the maximum permitted square footage of a flat sign, which is 20% of the existing 370 sq. ft. facade or a maximum of 74 sq. ft. Option 3: One oval shaped sign will be placed on the south wall above the arch, facing Sunset Drive. The sign will contain the name of the business (Old Lisbon Restaurant). The sign area at 48 in. by 84 in. totals 28 sq. ft. This does not exceed the maximum permitted square footage of a flat sign, which is 20% of the existing 370 sq. ft. fagade or a maximum of 74 sq. ft. On February 22, 2010, HPB meeting, the Board requested for the signage to be reduced by ten percent. A copy of that proposal has been attached for comparison only. That proposal referred to letters at 14 inches for "Old Lisbon and 5 inches for "restaurant" with a total of 13.41 sq. ft. As noted and a part of this submittal, the letter height are as follows, for Option 1A - 9.25 in, Option 2 - 7.24 in and Option 3 - 8 inches. Therefore, letter heights have been reduced. As previously designed, the second sign will be placed on the east wall of the building (on the arcade's end). It will be visible by the pedestrians heading west on the sidewalk of Sunset Drive, approaching the restaurant. This sign is consistent with the first sign in letter style and color but not in the size. The sign area at 7 in. by 62.98 in. is 3.06 sq. ft., plus 2.5 in. by 25 in. is 0.43 sq. ft., totaling 3.49 sq. ft. This does not exceed the maximum permitted square footage of a flat sign, which is 20% of the existing 97 sq. ft. fagade or a maximum of 19.4 sq. ft. On February 22, 2010, at the HPB meeting, the Board noted the size of the sign on the side of the building facing east was acceptable. The design of this sign has not been changed. In reference to the sign characteristics the applicant has provided for the south elevation a W thick sign panel mounted directly on the wall with '/4" studs and silicone. The east elevation are individual PVC letters, 7" in height and 2.5" in height, blue PVC letters mounted directly on the wall with 1/4" studs with silicone, as illustrated on the specification plans by Sign -A -Rama. The applicant has submitted a color swatch, Pantone 295C and the proposed color for the letters on both signs with either option is to be blue. 2 COA: Signage Installation 5837 SW 72 Street (Shelley Building) HPB -10 -001 -00A presented on April 26, 2010 Pursuant to Section 20- 4.3(1)(5) All Other Zoning Districts, of the Land Development Code, the following are the regulations for flat signs: , FLAT SIGNS with a total aggregate sign area, not to exceed twenty (20) percent of the area of any building face; for the purposes of sign regulation, there shall be considered to be only four (4) facades to any building, no single sign shall exceed two hundred (200) square feet in area. Direct illumination is permitted. RECOMMENDATION: It is the policy of the Planning and Zoning Department that the amount of allowable Signage shall be kept to a minimum on historically designated buildings and notes that the proposal does not include illuminated letters of any kind, which may be a compatible solution for the subject historic Shelley Building. Staff recommends approval of the proposed two flat signs, with the following condition: The design intent should be in character with the architectural vocabulary and existing character of the historic building and compatible with the current signage. I. Call to order: Ms. Clyatt called the meeting to order at 7:47 p.m. II. Roll Call: Roll call was performed. Board members present constituting a quorum: Mr. LaMonica, Ms. Shelley, Mr. Ruiz de Castilla, Mr. Hochstim, Ms. Clyatt, and Mr. Kurtzman, Ms. Dison, and Ms. Lahiff. Board members absent: None. City staff present: Thomas J. Vageline (Planning & Zoning Director), Lourdes Cabrera - Hernandez (Principal Planner) and Alerik Barrios (Secretary). City staff absent: Sanford Youkilis (Consultant). III. ADMINISTRATION: Mr. Vageline stated that the next meeting of the Board will be on Monday, May 24, 2010 at 7:30 p.m. He further informed that there would be no meeting during the month of June. Mr. Vageline commented that at the next scheduled meeting the Board will elect a new Chair and Vice- Chair. Mr. Vageline read to the Board LDC Section 20 -6.1 (b) concerning election procedures. Ms. Clyatt questioned if the Board member terms would be extended an extra year. Ms. Lahiff responded that this question was not asked in the last meeting. Discussion: Ms. Clyatt questioned if all the options were correct and is the sign in compliance with the Board's request. Mrs. Cabrera - Hernandez responded yes and the dimensions were reduced in size as request by the board. Mr. Hochstim commented that he is concerned of the overall building because of the Rainbow Nails sign that is off center, not centered on the arch and hung crooked. He suggested that the option 2 is the proper option for the building and it should be hung over the arch. Page 3 of 4 Mr. Hochstim proposed to the Board a drawing the applicant would want to consider. Mr. Kurtzman questioned if the proposal is to go with individual letters being on studs on the eastern facade. Mr. Kurtzman commented that if option two were approved the eastern facade sign would have to be a lot smaller than the main sign. Mr. La Monica questioned the sign on the eastern facade, if it was going to be the same size as the front sign. Mr. Kurtzman commented that two of the conditions that the Board had requested included the overall construction of the sign and lettering. Mr. La Monica suggested that the signs should be consistent so that there is a unified identity and look. Mr. Hochstim questioned the dimensions of the east sign versus the south sign, are they the same size. Mrs. Cabrera - Hernandez responded that the proposed size was different, but the applicant provided options to hopefully be approved. Mr. Hochstim commented that option two has to be the same as the main signage and the illumination system has to be moved if the applicant wants the sign to be illuminated. He further commented that the signage on the east side would be slightly smaller (5 square feet) and the other sign is to be six square feet. The applicant requested if the signage being proposed could include a logo look in the background. Ms. Shelly commented that the the piece in the restaurant is a logo for the company, but she does not agree since it is not a clear read. Ms. Lahiff commented that esthetically the signage being proposed with the image in the back ground is not offensive. Motion: Mr. Kurtzman motioned to approve the application with the stipulation that option two for the south facade to be moved over the eastern arch and the same style of sign is to be reduced to five feet of width on the eastern facade. Mr. Hochstim seconded. Vote: 8 Ayes 0 Nays Motion passed VI. NEW /OLD BUSINESS: Ms. Lahiff commented that she did a tour of Dade Heritage in Miami Beach. They are developing Mid -Beach and it includes architecture. They are developing a new Mid -Beach architecture and awareness which encompasses the 1950's — 1960's (Mimo). She further commented that there are some buildings in South Miami that are of that time. Ms. Lahiff commented that its time the Historic Board looked into that time. Mr. Hochstim commented that there are not more than four or five buildings that are from that time in the city. Ms. Lahiff and Mr. Hochstim came to the determination that they will be looking into any historic buildings that represent the 1950's — 1960's. Mr. Hochstim commented that he has just been appointed to the National Board of Directors of DOMM (Documentation of Modern Movement). This is predominately post World War II architecture. He commented that they are looking for examples in order to inform people of those buildings to save them and designate them. Page 4 of 4 Ms. Shelly commented that the Miami Conservatory should be considered for Historic designation. Mr. Hochstim informed the Board that if they are interested on the lectures to email him and he would inform them of the lectures. Mr. Kurtzman questioned if the Bougainville Tavern had applied for a demolition permit and it is on the City Commission agenda for the next meeting. Mr. Vageline responded that during the last Commission meeting the item had been deferred to the next meeting in June. He further commented that the department is working on that as of this moment. Mr. Kurtzman questioned if picketing would jeopardize his position on the Board. Mr. Vageline responded that the questioned will be forwarded to the City Attorney. Ms. Shelly questioned if Ms. Klepser has any standing to tell the Board what to do. Ms. Clyatt responded that Ms. Klepser requested that the meeting to be on a specific date because June is the month were most people are out of town on vacation. VII.
