Dear Mr. Filer:
As per our conversation today, Miami -Dade Transit (MDT) is respectfully requesting that
no action be taken on our earlier request (described in my February 15, 2010 letter to
you) to reprogram $1.5 million in Congestion Mitigation and Air Quality (CMAQ) funding
allocated for the South Miami Metrorail Station Pedestrian Overpass to the Quail Roost
Park and Ride Project.. Instead, we would like for FDOT to transfer the $1.5 million in
CMAQ funds presently slated for the South Miami pedestrian bridge to the City of South
Miami for their US -1 pedestrian crossings project. The draft scope of services is
attached. This pedestrian crossings project will serve the same purpose as a
pedestrian bridge project.; It will provide safer pedestrian crossing at US 1, specifically to
and from the Metrorail station, at a lower cost. We recently discovered that the City of
South Miami is LAP certified making them eligible to be the direct recipients of the funds.
This direct transfer of funds is City's and MDT's preference. We would like to work with
FDOT, the City of South Miami and Florida Highway Administration (FHWA) to make this
happen as soon as possible.
Additionally, please note the FY.2010'Transportation Improvement Program (TIP)
amendment to delete the South Miami Metrorail Station Pedestrian Overpass Project
and.transfer $1.5 million in FHWA flexible funds originally allocated to the Pedestrian
Overpass Project. to the Quail Roost Project is scheduled to be heard by the
Metropolitan Planning Organization (MPO) at its April 29, 2010 meeting. In light of our
present plan, MDT is requesting that.this item be removed from the MPO agenda.

City of South Miami
US -1 Pedestrian Friendly Initiative
Background:
During the 2008 legislative session, the City of South Miami obtained a funding
appropriation in the amount of $1.5 million for the implementation of pedestrian safety
improvements to South Dixie highway within the City limits. The project contemplated
at that time was an overpass that would have,been located at US 1 at Sunset Drive (SW
72 Street). At the time of the appropriation; the City was not Local Agency Program
(LAP) certified, as required by the Florida Department of Transportation (FDOT).
Therefore, Miami -Dade County, which was LAP certified, became the custodian of these
funds from FDOT on behalf of the City. The City is now LAP certified and is requesting
that these funds be transferred to the City.
The three intersections are all intersections with US I (South Dixie Highway), a major
north -south arterial. The US 1 (South Dixie Highway) right -of -way is 100 feet wide. It
contains a 6 -lane divided highway with left turn lanes. There is broken or missing
sidewalk in places around the intersection. There is no median safety zone for
pedestrians. The cross walk signals are of an older style. There is no pedestrian lighting
at the intersections and little landscaping.
Based on several City Commission meetings and opportunities for public comments
regarding the project, the intended scope of the project has changed. The new scope of
services removes the concept of the overpass and adopts at -grade safety improvements.
The improvements include improved signalization, cross -walk timed signals, and median
safety areas. The purpose of these enhancements is to allow South Miami residents to
cross this 100 foot, 6-lane highway with increased security. With these modifications,
OS- I at Sunset Drive '(SW 72 Street) will be presented as a thoroughfare that is
aesthetically pleasing and compliments the urban reality on both sides rather than
bifurcating the City of South Miami.
Revised Scope of Services:
The proposed projects would change the intersections to remove the asphalt pavement at
the intersections, and replace it with a patterned pavement that would have designed
characteristics. The crosswalks would be replaced with different color patterned
pavement. The medians of the roadway would be widened and curbed. The crosswalk
signals would be replaced with the count -down signals. Landscaping would be planted in
the medians and at all sides of the intersection.
The concept is to provide a palette for creative patterns, textures and designs for each of
the intersections. Each intersection would be designed by a different noted artist through
a competition. The prize for the best design for each intersection would be $5,000, plus
the knowledge by the artist that their design would be visible to tens of thousands of
people daily. One selected design would be implemented at each intersection. This
would be replicated seven times, until each of the intersections has receiveda distinctive
pattern, design, art work for the safe pedestrian crossing of the corridor and for traffic
calming.
Goals and Justification of Revised Scope of Services:
The justification for the proposed change in the scope of services is based on mitigating
overall traffic congestion and maintaining the City of South Miami's image of a Transit
Oriented Development District. The City has determined that smart growth benefits the
long range transportation needs that include pedestrian friendly initiatives which reduce
auto dependency and roadway congestion.
• Mitigate congestion by adopting pedestrian friendly design and street
improvements
• Reduce air pollution by creating more density around transit system (Metro -rail
and other public transportation
• Create safe and attractive entry way leading toward each transit station
These enhancements will allow South Miami residents to cross this 100 foot, 6 -lane
highway with increased security and safety.
US 1 (South Dixie Highway) exists as a high -speed / pedestrian unfriendly barrier to the
unity of the City. Residents of the City of South Miami have great difficulty passing
from one side of the US 1 corridor to the other. The intent of this project is to provide a
safe crossing for pedestrians, bicyclists, vehicles and to create social linkages and
economic opportunities for the residents of the Community Redevelopment Area to fully
participate in community life.
Through the use of different textures and materials, such as brick, concrete, patterned
concrete, paver blocks, and other materials, the intersections would serve as traffic
calming areas and the speed of the vehicles on US 1 would be reduced. In addition there
would be expanded landscaped medians that would serve as pedestrian safety landing
areas. Count -down crossing signal lights for pedestrians would assist in informing the
pedestrians of the time they had to cross an intersection. This would provide the
knowledge needed for making a decision about beginning to cross or waiting for the next
cycle to cross.
These changes will concentrate on long range growth from within the center of South
Miami. In addition, the City will be able to avoid urban sprawl; and advocates compact,
transit- oriented, walkable, bicycle - friendly land use. Pedestrians, bicyclists, motorists and
public transportation users of all ages and abilities are able to safely and comfortably
move :along and across a complete street.
Conclusion:
The City of South Miami is requesting a change in project scope from overpass to
pedestrian friendly initiatives at- grade, which are in -line with congestion mitigation,
emissions reduction, and creating neighborhood identity that promotes pedestrian
activity, human interactions, and safety. The estimated cost per intersection will be $1.5
million. The following cost breakdowm will provide a financial reference.
