RE: Sunset Drive Improvements Phases I & III Report on Road and Sidewalk
Conditions.
History
The City of South Miami's Sunset Improvements Phases I, II and III were completed by M.Vila &
Associates, Inc. with C3TS designing the project.
Shortly after the completion of Phase I, the asphalt road surfaces along the pedestrian crosswalks started to
dip, the same thing happen on certain areas of the road and along the curbs in Phase III. Numerous asphalt
patches have been made in an effort to repair the damaged areas creating an uneven and unsightly road.
On March 5, 2010 Sean Compel, from C3TS, Carlos Hurtado, from M.Vila, Grizel Martinez from the City's Public
Works department and Rudy de la Torre met at the City of South Miami's City Hall to perform an on site inspection
of Sunset Improvements Phases I & III, and to discuss the City's discontent with the existing road conditions. During
the walkthrough inspection of the site we found signs of further deterioration and some chipped and cracked
sidewalks which will need repair.
On March 15, 2010 the City of South Miami's Public Works Department formally asked M. Vila & Associates. Inc.
to resurface the damaged roads to acceptable standards and to make all necessary repairs to the sidewalks and curbs.

On March 25, 2010 the Acting City Manager and Rudy de la Torre met with principals from M. Vila and C3TS to
discuss the City's formal request, existing road conditions and course of action to take in order to make the necessary
repairs. We agreed for the three parties to meet, identify all the problem areas on actual site plans and to discuss
acceptable. repairs. At this point, the parties remain cooperative and we will continue to seek an acceptable
resolution. We will keep the City Commission aware of the progress towards achieving the goal of a fully acceptable
and long lasting road project.

Dear Miguel,
As you are aware M Vila & Associates performed the construction of Sunset Improvements Phases I, II,
III, and is in the process of completing Phase IV.
Shortly after the completion of Phase I, the asphalt road surfaces along the pedestrian crosswalks started
to dip, the same thing happen on certain areas of the road and along the curbs in Phase II1, numerous
asphalt patches have been made in an effort to repair the damaged areas creating an uneven and unsightly
road.
On Friday Mach 5, 2010 Sean Compel, Carlos Hurtado, Grizel Martinez and I met at the City of South
Miami's City Hall to perform an on site inspection of Sunset Improvements Phases I & III, and to discuss
the City's discontent with the existing road conditions.
We found that more asphalt areas are showing signs of further deterioration on Phases I and III, in
addition we found areas of the sidewalks which are also chipped and cracked and will need some repairs.
Please see the attached pictures.
Please be advised that both these projects are still under warranty and that the existing road conditions
and the repairs that have been made are unacceptable to the City of South of South Miami.
This letter shall serve as a formal request to resurface the damaged roads to acceptable standards, and to
make all necessary repairs to the sidewalks.
