* ** *IMPORTANT MESSAGE REGARDING REIMBURSEMENT * * **
The Department has become aware of past inconsistencies concerning Agency reimbursements under
the Power Plant Siting Act. As a result, this e -mail is intended to provide your agency with guidance, so
as to minimize future misunderstandings.
Your agency may be eligible for reimbursement for specific activities related to one or more of the
following projects; Florida Power and Light's Turkey Point Units 6 & 7, Florida Power and Light's
DeSoto Next Generation Solar Energy Center, and /or the Gainesville Renewable Energy Center.
However, in order to be eligible for reimbursement, your agency must adhere to the requirements of the
relevant statutes and rules. In accordance with 403.518(2 )fc 1 F.S. the Department will review
each agency reimbursement request in order to verify that the expenses are valid.
In addition to reimbursements for the public notice requirements of informational public meetings under
403.50663(3), F.S. agencies that prepare reports pursuant to s. 403.507 F.S., and agencies that
participate in a hearing pursuant to s. 403.508. F.S. may be eligible for reimbursement. In order to
receive reimbursement, your agency must submit a written request for reimbursement pursuant to S.
403.518Q2 c 1. F.S. no later than 45 days after final action on the application. The request must include
invoices for reimbursement pursuant to rule 62- 17293(2) c , F.A.C.
Authorized agency expenses may only include direct costs for those items identified in s. 403.518(21je�

• time spent reviewing the application,

• preparation of any studies required of the agency,
• agency travel and per diem to attend any hearing held pursuant to the PPSA,
• any local government's or regional planning council's provision of notice of public meetings
required as a result of the application for certification.
Note that in general, fees for professional services such as engineerin consultants or attorney's fees
(excluding agency staff) are not reimbursable, unless:
• The professional service is incurred in order to contract for a study as identified in 403.507
F.S. and
• Approval is first obtained from our office
If your agency determines that contracting external expertise for the evaluation of the application pursuant to
403.507. F.S. may be necessary, and if your agency desires to be reimbursed for that expense, your agency must
obtain rp e- appreyal from the Siting Coordination Office as to the amount and purpose of such expenditure. Such
studies must be related to the jurisdiction of the agency and must be directly related to the evaluation of the
application. Additionally, in accordance with 403.507(3 d� the agency shall keep the applicant and the
Department informed of the progress of such studies as well as the issues raised thereby; and copies of such
studies shall be submitted with your agency report as per 403.507(51(b), F.S. Further, any such reimbursable
contract must conform to the contract guidelines in rule 62- 17.293(1(e , F.A.C.
