Request: A Resolution of the Mayor and City Commission of the City of South Miami,
Florida, retroactively authorizing the City Manager to issue a letter to
Gomez Barker Associates, Inc., confirming a one -year extension of the
legislative (consulting) services; and providing an effective date.
Reason /Need: To authorize Acting City Manager to execute an Agreement Extension for
one year retroactive from November 16, 2009 to November 16, 2010 with
Gomez Barker and Associates.
For many years, Gomez Barker and Associates has served the City of South Miami well as our
Tallahassee legislative representative. A recent history of the appropriations received is attached. The fee
has been $5000 per month during the five (5) year term of the previous agreement which ended in
November, 2009. As a matter of courtesy to allow the new City Commission to make the determination
regarding such representation, the firm has continued to represent the City without compensation.
Further, the firm ahs proposed to reduce its compensation to $4500 per month from $5000 per month as
recognition of the need to retain independent advice regarding FPL and PSC matters.
City Commission approval of the attached resolution will allow the Finance Director to pay Gomez
Barker for their services retroactively to the end of their previous agreement for a total period of one
year. As in the case of Cardenas Partners LLC which provides our Washington representation, the City
Commission will be able to decide within sufficient time before the end of the agreements if it wishes to
continue or seek new representation through the competitive process.

RESOLUTION NO.
A resolution of the Mayor and City Commission of the City of South Miami,
Florida, retroactively authorizing the City Manager to issue a letter to Gomez
Barker Associates, Inc. confirming a one -year extension of the legislative
(consulting) services; providing an effective date.
WHEREAS, the City of South Miami recognize that the use of professional lobbying services is
essential to the success of the City's efforts in securing appropriations and funding from the State of
Florida; and
WHEREAS, the November 16, 2004 resolution terminated on November 16, 2008; and
WHEREAS, both the City and the Consultant previously extended the services for an additional
one -year term, as provided for in Section 2 of the November 16, 2004 resolution until November 16,
2009;and
WHEREAS, Gomez Barker Associates Inc. voluntarily reduced their fee from $5,000 to $4,500
per month to acknowledge the need for the City of South Miami to retain independent consultant services
regarding any Florida Power and Light related matters; and
WHEREAS, the City Commission authorizes the City Manager to issue a letter to Gomez Barker
Associates Inc. confirming a one -year extension until November 16, 2010.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA, that;
Section L The City Commission authorizes the City Manager to issue a letter to Gomez
Barker Associates Inc., confirming a one -year extension retroactive from November 16, 2009 to
November 16, 2010.
Section 2. This resolution shall take effect immediately.

R« Summary of Legislative Accomplishments (Appropriations)
I am pleased to provide this summary of legislative appropriations obtained for the
City of South Miami since 1999, the period of my representation. During that time we have
been able to secure a total of $15,707,647.07 in legislatively appropriated funds which
equates to $11,243,943.07 in disbursements when you exclude the Governor's vetoes. (For
illustrative purposes those are struck through in this memorandum). My total compensation
from South Miami during the same period has been $496,500. That equals a rate of return to
the City of 3,163% pre -veto and 2,264% post -veto when you compare my professional fees
to the amount of funding obtained.
South Miami's intergovernmental efforts are a success and have brought in significant
sums to enhance the potable water, stormwater, wastewater, transportation, housing, and
recreational needs of the City. And this memorandum only focuses on appropriations,
excluding the important policy objectives on which we have also worked. Those range from
preserving the capacity to approve or deny the placement of cell phone towers and antennas
to defeating legislation pre - empting the ability to enforce ordinances requiring mortgage
holders to maintain and secure foreclosed properties.
