Resolution: A Resolution of the Mayor and City Commission of the City of South Miami,
Florida, relating to the sponsoring and waiving of the requirements of
Resolution No. 27 -03 -11576 for the South Miami Twilight 5 K Run and
Walk; providing an effective date.
Request: TeamFootWorks is a 501 (c) (3) corporation committed to fitness education
through the production of events and educational material. Throughout the year they offer
training programs and events to promote fitness.
One of their main events and one we can be most proud of is the Twilight Run. This year will be
the 22nd running of the South Miami Twilight 5 K Run and Walk.
TeamFootWorks has been organizing running /walking events for more than 30 years and they
work with the cities of Miami, Coral Gables, Ft. Lauderdale, West Palm Beach as well as Miami
Dade County and Key Biscayne, and in addition they work with national sponsors such as
Mercedes -Benz and American Airlines as well as hometown sponsors which include Winn
Dixie, Subway, Red Sunset Merchants Association, South Miami Hospital, Town Restaurant and
others.
TeamFootWorks in the past 5 years has donated $424,842.00 to various worthwhile causes and
charities and $19,500.00 to the City of South Miami's After School House and South Miami's
Police Explorers.
TeamFootWorks is requesting for the City of South Miami to sponsor this hometown event
"South Miami Twilight 5K Run and Walk" and to waive the requirements of resolution no. 27-
03 -11576 and to waive the temporary right of way usage fee for this event.
Presently the City of South Miami sponsors and or supports the following hometown events.

Santa's Parade of Elves
South Miami Arts & Craft Festival
Footworks Fun Run
Volksblast
The South Miami Twilight 5K Run and Walk is an event that supports charities and provides
short fun runs for kids making this event an event for the entire family.
Conclusion: TeamFootworks wishes for the City of South Miami to sponsor the South Miami
Twilight 5 K Run and Walk.
Cost: Under the current Ordinance No. 21 -09 -2013 fees for the South Miami Twilight 5
K Run and Walk would total an estimated $12,637.00 if this request is not approved.
Under the proposed Resolution TeamFootWorks will be liable to reimburse the City for the cost
of Parking meters, Police and Public Works services which would total an estimated $2,680.00
of which $1,250.00 would be paid from the City's Fiscal Year 2009 -2010 allowance for support
of the former Footworks Fun Run, leaving a balance of $1,430.00 to be paid by
TeamFootWorks.

A Resolution of the Mayor and City Commission of the City of South Miami,
Florida, relating to the sponsoring and waiving of the requirements of Resolution
No. 27 -03 -11576 for the South Miami Twilight 5 K Run and Walk; providing an

Whereas, the Mayor and City Commission of the City of South Miami wishes to sponsor the South Miami
Twilight 5 K Run and Walk; and
Whereas, TeamFootWorks, the event organizer is requesting for the City of South Miami to sponsor the
event, to waive the requirements of resolution no. 27 -03 -11576 and to waive the temporary right -of -way usage fee
for this event; and
Whereas, TeamFootWorks is a 501 (c) (3) corporation committed to fitness education through the
production of events and educational material; and
Whereas, TeamFootWorks in the past 5 years has donated $424,842.00 to charities and $19,500.00 to the
City of South Miami's After School House and South Miami Police Explorers; and
Whereas, the City of South Miami presently sponsors and allocates funds to support local events; and
Whereas, the City of South Miami has allocated funds in the amount of $1,250.00 to support the event
formerly known as the Footworks Fun Run in fiscal year 2009 -2010 budget; and
Whereas, the funds allocated by the City of South Miami to support the event formerly known as the
Footworks Fun Run, be used to defray the cost of the city's in -kind Police and Public Works services for the event;
and
Whereas, TeamFootWorks shall be required to obtain public liability insurance coverage, which policy
shall name the city as an additional insured for the date, time, and location of the sponsored event, in the amount of
$1,000,000, prior to the event.
Now, therefore, be it resolved by the Mayor and City Commission of the City of South Miami,
Florida that:
Section 1: The request by TeamFootWorks, for the City of South Miami to sponsor the South Miami Twilight
5 K Run and Walk, to waive the requirements of resolution no. 27 -03 -11576 and to waive the temporary right -of-
way usage fee for this event is hereby approved.
Section 2 This resolution shall be effective immediately.

Explorers (2005 2009)
TeamFootWorks has donated $424,842.00 to various worthwhile causes and charities
from 2005 —2009. Please see attached list.
We work with national level sponsors such as Mercedes -Benz and American Airlines,
our hometown sponsors include Winn Dixie, Subway and. Town Kitchen and Ear as well
as the Red Sunset Merchants Association.
As TeamFootWorks takes pride in never starting an event by asking for free services
from a municipality, we also do not like to pay above and beyond what other events do:
Considerations granted others should be extended to us as well.
We are asking the City of South Miami to consider being a sponsor of this "hometown
event." The race is currently supported by South Miami .I lospital and Town Restaurant
and Community Newspapers. We provide a bounce house and short fun runs for the kids
making it a great event for the entire family. The residents look forward to this event — it
is a tradition for downtown South Miami.
From the beginning (22 years ago) through 2008 the only expenses 7be Twilight Run
paid the city were for off duty Police — fees went up a little each year. In 2008 we had 8
officcxs totaling $1249.00 We have a budget that covers the police but does not include
extra expenses -- up. to $10,000 the city can charge.
We are asking for the same consideration you give the Volksfest, Crafts Festival. and Arl
Show.

RESOLUTION NO. 27-03-11576
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MUM, FLORIDA, RELATED TO
SPECIAL, EVENTS, SETTING FORTH: A POLICY ON FUNDING
SPECIAL EVENTS AND COSTS ASSOCIATED WITH SPECIAL
EVENTS AND; PROVIDING AN EFFECITVE DATE.
WHEREAS, public property and public streat locations within the City of South Miami are used
by organizations for special events which are beneficial to the City and its residents; and
WHEREAS; such special events may require City services and resources to be expended in order
to provide security, clean up, banner hanging, street blocking, covering of parking meters; and
WHEREAS, the Mayor and City Commission desire set forth a policy requiring reimbursement
to the City for all revenues lost or expenditures made for special events.

Section 1. All organizations sponsoring approved special events using public property or public
streets within the City of South Miami must reimburse the City for all City revenue loses, and
City expenditures associated with the approved special event.
Section 2. All organizations sponsoring special events using public property or public streets
within the City of South Miami must receive approval by resolution from the South Miami City
Commission. The resolution must include the estimated reimbursement mount to be paid to the
City for all City revenue loses and City expenditures associated with the approved special event.
Section 3. The resolution described in Section 2 above may also specify an additional monetary
contribution to be made by the organization to the City; the resolution shall specify as how the
additional monetary contribution is to be used by the City.
Section 4. All organizations sponsoring an approved special event which closes a public street .
within the City of South Miami, must provide in advance, a petition signed by a majority of
businesses facing the street affected by the approved special event.
Section. 5. All organizations sponsoring approved special events using public property or public
streets within the City of South Miami must agree in writing as to pay the actual the amount of
City revenue loses and final City expenditures associated with the approved special event.

Section G. All organizations sponsoring approved special events using public property or public
streets Within the City of South Miami which have been allocated monetary grants in the adopted
City Budget, should pay for the required reimbursement from the designated monetary grant.
Section 7. This, resolution shall be effective immediately after the adoption hereof.
