Re: Meeting with Miami Dade County School Board Staff Regarding Palmer Park Lease
Extension and South Miami Park Joint Development with David Fairchild Elementary School
On March 4, 2010, we met with members of the Miami Dade County School Board staff to discuss the
renewal of an existing 30 year lease agreement for joint use of Palmer Park and the possibility of a joint -
use agreement with David Fairchild Elementary School for the use of South Miami Park.
❖ The City of South Miami and the School Board currently have a lease agreement for joint use of
Palmer Park. The initial 30 year term ended December 11, 2009 and MDCPS notified the City of
its intent to exercise the first 30 year extension (December 12, 2009 through December 11,
2039).
❖ We expressed our concern about the lease extension being sent to the School Board prior to
having it approved by the City of South Miami Commission.
❖ Mr. Carlton further articulated his concerns with the current parking situation at Palmer Park and
proposed a joint venture for aesthetic and functional upgrades for this community asset.
•A Mr. Carlton gave the members of the staff a brief description of South Miami Park which is
located contiguous to David Fairchild Elementary School and the City of South Miami's
agreement with the YMCA. The Manager further expressed concerns of area residents over the
traffic congestion through the residential roads which also serve as entry to the park.
d• Mr. Carlton proposed the possibility of a joint agreement with the YMCA, the City of South
Miami and Miami Dade County Public schools to complete the park, solve the neighborhood
traffic problem and allow expansion of the school.
❖ While the meeting was cordial, it is clear that the discussion needs to be elevated to the
Superintendent's level. This meeting has been scheduled in approximately two weeks. We will
report to the City Commission regarding the outcome of that meeting.
