Congratulations on your appointment as Code Compliance Manager.
As Code Compliance Manager you are responsible for the day -to -day- operations of this department and
are tasked with the following key priorities:
• Increase departmental productivity by establishing clear, concise performance expectations and
measures through the development and establishment of statistical data reporting.
• Use consistent, fair, and effective means to achieve code compliance.
• Improve hearing process. Organize process and ensure officers are well trained in case
management and prepared to document and adequately present cases. Improve the current low
success rate on appeals.
• Improve lien imposition process. Establish a case stipulation program designed to encourage
voluntary compliance and thereby assist constituents to avoid the lien process.
• Improve staff responsiveness and performance. Make marked improvement in overall staff
performance and responsiveness by providing appropriate orientation and training to employees in
light of position responsibilities and individual experience.
• Empower the community to utilize all available financial and advisory resources by increasing
communication and coordination with local, State and Federal entities. In other words, we will
help people to find the money to resolve their violations whenever practical.
• Establish proactive code compliance to include initiating the repairing, securing or demolishing of
unsafe structures.
• Develop and establish education programs designed to gain voluntary compliance by increasing
code awareness.
• Ensure a customer friendly environment for regulated businesses. Create a more friendly
environment for regulated businesses and entities doing business with the City of South Miami.
• Plan necessary resources to meet current and future operating and capital needs.
• In your first thirty days, please put a calendar to these items so that the assignments are
measurable.

It is a pleasure to inform the Commission that Carmen V. Quinn has been appointed as Code
Enforcement Compliance Manager effective Wednesday, February 17, 2010.
Carmen has been involved with local government for more than 15 years. Specifically, she has been
Code Enforcement Director for the City of Miami Gardens for nearly three years and Special Projects
Administrator for the Miami Dade County Consumer Services Department for twelve years. She is a
graduate of Barry University and a member of Florida Association of Code Enforcement Officials with a
Level 3 Certification.
I want to thank Carol Bynum for serving as Code Enforcement Compliance Manager since August 2009.
Carol is a very dedicated City employee who will help Carmen in the transition and continue as Senior
Code Enforcement Officer.
The Administration is also initiating a new process in which we will include a "Charge Memo' with
each high level appointment The Charge Memo is a statement of the goals for the first year for new
appointee. The appointment and Charge Memo will appear on the City Commission Agenda subsequent
to this appointment so that the City Commission can give input to the first year goals for the new
appointee.
