regular schedule, as per AT &T engineering documentation requirements,
charging Video Encoder and installation in the amount of $9,197.00 to account
001 - 2100 -519 -9920, entitled General Contingency, with a current balance of
$36,546.89; Providing for an effective date. The $9,197.00 cost is slightly less
than half of the amount proposed from original vendor.
Reason: Approval is sought through the attached resolution to issue a purchase order to
Xerox Audio Video Solutions. The new equipment is needed in order to transmit
Channel 77 via AT &T U -verse as part of their regular line of channels. The
Windows Media Encoder is vital part of the requirements by AT &T. to the best
of our knowledge the City of South Miami will be the first municipality in
Miami Dade County to bringing information channel 77 to U -verse customer.
Price: $9,197.00
Additional
Expense: Please note that is also necessary to utilize a T -1 line from AT &T using the State
of Florida Contract in the amount of $595.95 per month to complete the project.

WHEREAS, in an effort to provide enhanced information to the citizens of South
Miami, the Mayor and City Commission requested the transmission of Channel 77 via AT &T
U- Verse:
WHEREAS, the change will result in the City's Channel to be available beyond the
boundaries of the City of South Miami;
WHEREAS, the broadcasting of Channel 77 via AT &T U -verse will result in a more
diverse audience;
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA;
Section 1. That the City Manager, is hereby authorized to issue a purchase order to
Xerox Audio Solutions for installation of a V -brick Windows Medial Channel Encoder.
Section 2. That the payment in the amount of $9,197.00 will be charged to account
number 001 - 2100 -519 -9920, entitled General Contingency, with a current balance of
$36,546.89
This resolution shall take effect immediately upon approval.

This is in response to your letter dated November 16 asking for information from
AT &T. 'Thank you for your interest in AT &T U- versesM TV service.
You requested information about AT &T providing the capability to carry the
City's public, education and government (PEG) programming and deliver such
programming to residents that subscribe to AT &T's U- versesM TV service (this would be
pursuant to Section 610.109, Fla. Stat.). Please find attached several documents
regarding AT &T's PEG service. Please share these with the personnel that are involved
in the PEG channel operations at your City. One of the documents is a PEG Service
Survey for the City to complete. If the City would like to pursue a PEG channel from
AT &T, please complete the survey and return to me to enable AT &T to better understand
the technical details about your current PEG programming configuration. Following
receipt of the completed survey, I would schedule a meeting/conference call with your
City's PEG staff and AT &T's PEG implementation contacts to discuss the technical
information required to stream the City's PEG programming to AT &"I's network.

AT &T U- verses" brings consumers a revolutionary
new entertainment experience. AT &T is the only
national provider to offer a 100 - percent Internet
Protocol (IP) -based video service, AT &T U -verse
TV, which delivers a new level of service
integration and features that are unmatched in
the marketplace.
AT &T U- verse" offers consumers a compelling
variety of TV, internet and voice packages to
customize their entertainment experience. AT &T
customers can choose from a variety of TV
packages — U100, U200, U300 and U450 — and a
unique family- friendly programming package, U-

PEG content must be converted to an IP video
stream for transmission on AT &T's U -verse TV
service. The format is Microsoft Windows Media
9, encoded at 125 Mbps per stream /channel with
a resolution of 480x480. More detailed technical
specifications will be provided upon request.
User Experience
PEG on AT &T U -verse TV gives customers more
choices — they can choose to watch
programming provided by their own community
as well as programming provided by other
participating communities within the surrounding
designated market area (DMA). Similarly, a PEG
provider's programming is available not just to
customers within their own community, but to all
AT &T U -verse TV customers throughout the DMA.
All PEG programming is conveniently located on
Channel 99. Customers can access PEG
programming on Channel 99 in a number of ways:
by selecting "Government, Education and Public
Access" from the "Live TV" section of the Main
Menu; by accessing the "Guide" and scrolling to
Channel 99; or simply by entering "99" on the
remote control.
