Cc: aamigo@rrbpa.com; lreynolds@rrbpa.com Subject: RE: Privileged and Confidential Metro So HUD Questions Mr. Pepe, Regarding Item No. 9, the Clerk/SMCRA Secretary’s Office maintains a digitized copy of the entire adopted SMCRA Redevelopment Plan and Plan Supplement. Contained within these two documents is the identified housing need within the Community Redevelopment Area contained on Pages 11 and 21 (See Attached SMCRA Area Housing Needs Excerpt) and corresponding goals and objectives for mitigating these housing needs contained on pages 30-36 including the proposed development of new affordable housing units, the rehabilitation of the existing housing stock and the provision of homeowner’s assistance opportunities for residents in the SMCRA Area (See Attached SMCRA Action Plan Excerpt). Regarding Item No. 12, the South Miami Community Redevelopment Agency recently entered into development agreement with the Miami-Dade Affordable Housing Foundation for the construction of six (6) new L.E.E.D. certified, affordable homes in the SMCRA Area (See Attached Development Agreement Approval). During prior partnerships with affordable housing developers including Habitat for Humanity , over thirty (30) additional new single-family, affordable homes have been constructed in the Community Redevelopment Area during the past fifteen years. The Agency most recently completed a request for letters of interest and qualification process for development of the Madison Square mixed-use, affordable housing redevelopment project culminating in final developer selection by the SMCRA Board. This upcoming affordable housing development project is expected to yield approximately 40-60 new affordable housing units in the SMCRA Area (See Attached RFLOI & Q). Regarding Item No. 28, this appears to be a Planning & Zoning Department/City Clerk related item. Stephen From: Pepe, Thomas F. Cc: Steven J. Alexander Subject: RE: Privileged and Confidential Metro So HUD Questions Mr. Pepe: Per counsels request, please see my responses below. The materials that I have produces are attached. Chris 9. Please provide the City's plan to affirmatively further fair housing. A copy of adopted 2010 EAR - Element 3; Housing Policies is included. I would suggest obtaining a copy of the CRA plan as well from the City Clerk or Mr. David. 10. Please provide the City of South Miami's portion of the Miami-Dade Consolidated Plan. I am working with Ms. Jennifer Korth to obtain that information. 12. What is the City doing to actively pursue the development of affordable housing within the City of South Miami? I would suggest obtaining a copy of the CRA plan from the City Clerk or Mr. David. I would also suggest including the Madison Square project LOI and/or CRA reports on the project from Mr. David. 13. Why at this particular time did the City decide to proceed with the studies of absorption, vacancy rates, transportation and parks? There has always been a concern expressed by members of the community and the Planning Board on the impacts of all new development on the City's infrastructure and services. However, I do not know why that particular time was chosen for that discussion. 14. Please provide the racial demographics of the City of South Miami and which zip codes have which concentrations. The City has two zip codes; 33143 and 33155. I have provided the Census demographic data as of January 2013. It does not distinguish the distribution based on zip codes, probably due to the small size (2.5 sq miles) of the City. 15. Is 6101 Sunset Drive a vacant lot? No. If so, how long has it been vacant and does the City have any plans for the property. The City does not have any plans for the property. If so, what kind of plans? 16. Please provide any and all staff reports relating to MSSA. The staff report on the rezoning request to the Planning Board and City Commission is included. 28. Please provide the minutes of the August 28, 2012 hearing.
