RE Metro South Senior Apartments City Review
Please be informed that as I mentioned during the staff meeting of last
November 14th, I have been contacted by telephone by representatives of
Metro South Development, requesting "opinions and guidance" from my
Office regarding specifics of the subject project.
I clearly indicated to them that since: a)- my Office has not
received any formal/certified construction documents and/or building
permit applications at this time for the subject project, we are in no
position to provide comments until they do so; and b)- since the
project was specifically denied by the City Commission, I do not believe
that I have the authority to ignore that ruling and participate in
"conversations" with the developer until appropriate documentation is
submitted to my Office.
In addition, the developer is attempting once again as part of the
mediation talks under way at this time, to have the City of South Miami
(through its Building Department) guarantee a date by when the
construction building permit will be issued, i.e., December 15, 2012.
This request cannot be accommodated for the reasons clearly stated in
the attached previously delivered document to the City Attorney, and as
indicated in the Commission Meeting of last August 7th, when this item
was heard.
The CSM Building Department is very willing to work with the developer
in expediting the implementation of this project, but it must be done in
accordance with the Florida Building Code rules and regulations that
govern this process.

the I believe the hydrant and city utility permits are handled by his
office. As we discussed yesterday, rather than P&Z trying to figure out
which is the most current set of site plans, or if anything has changed
due to the ongoing negotiations, my department will await the copies

Dear Mr. Pepe:
Thank you for taking the time to speak to me and Amy Boulris just now
about a water and sewer related issue about which we need city input in
order to progress review with the county. We understand any reviews at
this time either by either the county or the city are subject to the
commissions consideration of the proposed development agreement. That
said, in the interest of time, we would welcome input from the city
concerning the attached proposed solution to the placement of a fire
hydrant would be agreeable to city staff. The attached proposed “island”
would prevent a hydrant to be placed in the middle of a pedestrian
sidewalk and would not interfere with the parking space depicted. Please
forward this to the Chief Building official, Mr. Citeralla, and ask for
him to reply. This issue is essential to us progressing with the county
permitting process; we will need a response on or before next Tuesday,
November 20, 2012.
Secondly, we learned during our conversation that the planning
department offices are in the process of moving. We would be pleased to
provide courtesy copies of the site plan previously submitted last July
if that would be of any assistance to Mr. Brimo since you’ve indicated
that a lot of the planning departments records are currently in boxes.
Just let me know if you want me to send additional sets.
