Metro South Building Permit Aplication Process Status Report -- # 13-1329 Mr. Manager, RE: Metro South Senior Apartments 6101 Sunset Drive, City of South Miami, Florida CSM Building Permit Number 13-1329 (in process) A CSM building permit application including signed and sealed (official) construction documents for the above referenced project were first received by our Office on December 13, 2013 and assigned processing number 13-1329. These documents were perforated/stamped by our Office and returned to the owner/developer on the same date for the purpose of having these documents processed by the proper Miami-Dade County authorities having jurisdiction on this matter. In an effort to help expedite the City’s review that normally follows after the County’s review, an “unsealed/unofficial” set of documents was submitted by the owner/developer to our Office on March 17, 2014 for us to do a preliminary/courtesy review, which was started on the same date. Based on the preliminary review of the “unofficial” documents, selected comments were provided to the owner/developer to be eventually included in the “official” set of documents. On March 25, 2014, the “official” set of documents (not including previously submitted CSM preliminary review comments) was returned to our Office by the owner/developer on the presumption that they had been fully approved by the County. It was immediately noticed that although approved by two of the three County departments having jurisdiction, these documents were not processed or approved by the County Fire Department as mandated by Code regulations. Rather than returning the “official” documents to the owner/developer for them to complete the County processing requirements, it was decided to complete the Building review of the “official” documents, and them return the documents with comments attached so that it could be incorporated into the “official” documents by the architect/engineer of record at their convenience. The “official” documents with attached initial comments from the CSM building department will be returned to the owner developer on this date. Owner/developer must obtain approval from the County Fire Department and incorporate all initial CSM comments, and return them to our Office for further review which is to include analyses by the CSM Planning & Zoning, Code Enforcement, and Public Works departments, and final verification checks from the Building Department. Issuance of a building permit can only take place after approval by all County and City departments having jurisdiction, of a complete set of “official“ construction documents signed and sealed by a licensed architect/engineer as per applicable County and City Ordinances. It should also be noted that a building permit can only be issued to a licensed contractor (which is yet to be selected by the owner/developer) as per State regulations. None of these conditions have been satisfied at this time. We will continue to work with the owner/developer to attempt to expedite the issuance of the permit, once the proper documentation is submitted by the owner/developer for review and approval. Tx.
